CITY HALL -- 1245 WEST HIGHWAY 96 CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Pro-Tern David Grant called to order the special City Council meeting at 6:29 p.m. Present: Councilmembers David Grant, Brenda Holden, David McClung, and Fran Holmes. Absent: Mayor Stan Harpstead Also present were City Administrator, Michelle Wolfe; Community Development Director, Karen Barton; APPROVAL OF MEETING AGENDA Motion by Councilmember Brenda Holden and second by Councilmember Fran Holmes to approve the agenda. Motion to Approve the 5th Amendment to the TCAAP Offer to Purchase. Motion by Councilmember Brenda Holden, second by Councilmember Fran Holmes to approve the 5th Amendment to the TCAAP Offer to Purchase. Councilmember Brenda Holden asked ifthe City will need to do another amendment, since the new deadline of June 15 could come very quickly. Community Development Director Karen Barton responded that the City may need to come back for another deadline extension, however, the goal is to meet this new deadline. Additional site characterization is on hold pending the resolution ofthis outstanding issue (financial assurance), so there is a strong desire to reach agreement as soon as possible. Councilmember Holden asked that City staff document this in the next Congressional letter. Community Development Director Barton summarized the most recent conference call with Army and GSA. She explained that the difficulty is that the developer has proposed an acceptable financial assurance mechanism, but the Army is trying to figure out how they can ensure that if they were to ever collect the money, that they can access it directly to ensure that clean-up is completed. Motion to approve the 5th Amendment to the TCAAP Offer to Purchase was approved by the City Council 4-0.
