BACKGROUNDIDISCUSSION
Last fall, residents of the 2006 PMP Ridgewood Neighborhood approached the City Council at
the October 30, 2006 City Council meeting with a request to review the intersection of Siems
Court and Lake Johanna Boulevard. A written request was signed by 29 residents representing
19 properties to widen the intersection and/or schedule a neighborhood meeting to address the
concerns regarding the intersection. There are 62 properties in the Ridgewood neighborhood.
At the direction of the City Council, staff looked at widening the entrance and associated
construction costs. City Staff held an open house on May 7, 2007 to discuss two alternatives to
the intersection. Eleven (11) residents attended. Most of the residents present expressed that their
main concern was the east side of the road. The manner in which cars exit the neighborhood
often creates difficulty for those turning left into the neighborhood. It seemed that the preferred
of the two alternatives for Siems Court was Alternative A (widening a little bit on both sides);
we also heard that modifications to Alternative A would be desired.
This spring, as part of the project wrap-up, staff sent out a survey to the neighborhood, which
included a question asking whether modifications should be made to the intersection. 37
properties returned reply cards, with the following responses:

Somewhat agree: 4
Indifferent: 9
Somewhat disagree: 2
Strongly disagree: 4

FINANCIAL IMPLICATIONS
The following table summarizes the alternatives presented at the May 7 meeting, and associated
costs.
Summary Estimated Cost
Alternative A Remove curb and gutter north of catch basins, results in $5,755
increase in pavement width from 65' to 78' at the entrance.
Alternative B Remove curb from west side, relocate catch basin, reconstruct $12,150
curb, results in increase in pavement width from 65' to 90' at
the entrance.
CONCLUSION
As discussed at earlier City Council meetings, the intersection meets intersection design
standards. From a design and safety perspective, staff feels no change is necessary. If the City
Council wishes to move forward with a change as requested by the neighborhood, staff suggests
a modified version of Alternative A. This includes modifying the east side of the street only,
given the majority of the concerns were related to the east side. Upon further review of the west
side, staff feels that any noticeable change would require the relocation of the catch basin
relocation, significantly increasing the costs of any intersection modifications.
RECOMMENDED COUNCIL ACTION
Staff is seeking direction from the City Council on how to proceed with this issue.
