SUBJECT: Motion to Approve Proposal dated May 24,2007 for Project Management for
Proposed TCAAP Development with Ehlers & Associates Inc.
In the Preliminary Development Agreement (PDA) between City of Arden Hills and RRLD, the
approved budget includes $75,000 for project management services. At the time the budget was
prepared and the PDA approved, staff was anticipating that the consulting firm BCS would be
providing those services. In March, the City Council directed that a subcommittee made up of
Mayor Harpstead, Councilmember McClung, and I study options for TCAAP project
management. The recommendation ofthe subcommittee is for Ehlers & Associates, Inc. (Ehlers)
to provide those services.
Attached is a project management proposal from Ehlers. Council recently approved a proposal
from Ehlers to provide consulting services relating to TCAAP, including preparation of a
resource plan, fiscal and economic impact analysis, and developer negotiations. Many of the
project management tasks can be easily streamlined with these other services Ehlers is providing
to the City.
REQUESTED ACTION
Motion to approve consulting services with Ehlers & Associates per the proposal dated May 24,
2007 for project management for proposed TCAAP development, in an amount not to exceed
$75,000.

RE: Proposal for Project Management for Proposed TCAAP Development
Ehlers & Associates is pleased to submit this proposal to provide project management and coordination to the
TCAAP development on behalf of the City Council and City Administrator. Ehlers knows what it takes to
convert development plans into reality and the importance of effectively and efficiently managing the process
from plan inception to construction.
The person from our fIrm to assume the duties of Project Manager for the redevelopment of TCAAP will be
Stacie Kvilvang, who has over 14 years of experience in managing development and redevelopment projects.
Her services will be provided on an hourly basis at the rate of $2001hour and will consist of, but not be limited
to the following:
1. Prepare project timeline for all components requiring approval for implementation of the project in
order to provide a mechanism to understand ramifIcations of potential shifts in time line that may
impact other areas of the project's progression
2 . Segment project into manageable, measurable and assigned tasks and produce status report and
detailed plan of action that is updated routinely to assure all required actions are done in accordance
with the timeline (as adjusted)
3 . Maintain project momentum, monitor project and routinely meet with all parties to assure duties are
completed/executed on time
4 . Provide troubleshooting to project team members as needed on assigned tasks
5 . Identify key success and anticipate changes or risks that might threaten project success
6 . Attend project team, City Council and Commission meetings as required
7 . Provide clear, accurate and timely communication for City Council, City Administrator and project
team of all aspects of project
8 . Monitor developer compliance with City Council directives and development contracts; and
9 . Other duties as assigned by the City Administrator
