Consider a motion to approve Planning Case 07-002 for a Conditional Use Permit to modify the
exterior of the building at 4444 West Round Lake Road based on the findings of fact and the
submitted plans as amended by the five conditions in Planning Case 07-002.

The applicant, David Linner on behalf ofW.W. Grainger, Inc., is requesting a conditional use
permit to modify the exterior ofthe building at 4444 West Round Lake Road, which is a 28,682
square foot building in the Gateway Business Zone. Section 1320.13 Subd I of the Zoning Code
requires a conditional use permit for modifying the exterior of a building in the Gateway
Business (GB) Zone. The applicant is proposing to relocate and redesign the entrance to the
building to match the entryway design of other Grainger buildings in the metropolitan area.
Grainger is a wholesale industrial supply company and is a conforming use in the GB Zone.
The existing entrance, which is proposed to be removed and integrated back into the wall of the
building, is a small vestibule with a red canopy on the west side of the building facing Round
Lake Road and Interstate 35W. The new entrance would be situated closer to the northeastern
comer of the building, but the entrance would still face west toward Round Lake Road and
Interstate 35W. The area around the new doorway would be re-faced with grey and red
aluminum composite pre-finished panels. A new black canopy would be installed above the
doorway along with a new sign. The applicant has submitted the designs for the new doorway
and pictures of another Grainger building that uses the same type of building entrance
(Attachment 3C-I of the report to the Planning Commission).

Finally, it should be noted that this proposal does not include an increase in building size,
parking area, impervious surface, or a change in the overall function ofthe building. While not
required for this type of application, the applicant has submitted a landscaping plan for the area
in front of the building facing Round Lake Road.
Recommendation
The Planning Commission reviewed Planning Case 06-039 and unanimously (4-0) recommends
approval of Planning Case 07-002 for a Conditional Use Permit to modifY the exterior ofthe
building at 4444 West Round Lake Road based on the findings of fact and the submitted plans as
amended by the following five conditions from Planning Case 07-002.:
I. The project shall be completed in accordance with the plans submitted as amended by
the conditions of approval. Any significant changes to these plans, as determined by
the City Planner, shall require review and approval by the Planning Commission.
2. The property shall not exceed 45 square feet of total wall signage.
3. All signage shall require an approved sign permit application prior to installation.
4. The applicant shall be permitted to use either Option A (west elevation on Plan Sheet
A4.0) or Option B (Plan Sheet A4.1) for reintegrating the old building entrance into
the building fal(ade (Attachment 3C-I).
5. The applicant shall obtain all necessary building permits prior to starting work.
Options
1. Approve the proposal as submitted.
2. Approve the proposal with conditions.
3. Deny the application with reasons for denial. If the City denies the petitioners request, n...it
must state in writing the reasons for the denial at the time it denies the request. n
4. Table for additional information.
A motion to deny should include specific findings on why the proposal will have a negative
impact and why those impacts cannot be mitigated.
Deadline for A!!encv Actions
The City of Arden Hills received the completed application for this request on January 12, 2007.
. Pursuant to Minnesota State Statue, the City must act on this request by March 12,2007 (60
days), unless the city provides the petitioner with written reasons for and additional 60 day
review period. The City may, with the consent of the applicant, extend the review period beyond
the initial 120 days.

Mr. Lehnhoff stated the applicant was requesting a Conditional Use Permit to modify the
exterior of the building at 4444 West Round Lake Road. Staff recommended approval of
the Conditional Use Permit subject to the following conditions:
1. The project shall be completed in accordance with the plans submitted as
amended by the conditions of approval. Any significant changes to these plans,
as determined by the City Planner, shall require review and approval of the
Planning Commission.

Chair Sand opened the public hearing at 7:37 p.m.
Chair Sand invited anyone for or against the request to come forward and make
comment.
There were no comments made.
Chair Sand closed the public hearing at 7:38 p.m.
Commissioner Larson asked after review of the site, did staff notice any other non-
conformities. Mr. Lehnhoff responded with the snow cover it made a review difficult,
but staff did not see any other non-conformities. The property does have a paved parking
lot and curb.
Commissioner Modesette moved, seconded by Commissioner Larson to approve
Planning Case No. 07-002, Conditional Use Permit, Grainger, Inc. (David Linner), 4444
West Round Lake Road, based on the findings of fact and the submitted plans as
amended by the five conditions in Planning Case 07-002.
The motion carried unanimously (4-0).
