The City Hall has experienced numerous leaking problems in the chimney area since the building
was constructed. The City has hired the engineering firm Wiss, Janey, E1stner Associates, to
investigate the cause of the water intrusion. While the exact cause of the water intrusion has not
been fully determined, the engineering firm has recommended removal of all the stone cladding
on the chimney area and its associated flashing.
The City continues to experience water intrusion in the chimney area. Regardless of the outcome
of the arbitration proceedings, the City will have to repair the chimney area. The City's legal
counsel feels that we will be in a better position for the arbitration proceedings if we are able to
know the exact price for the chimney repair and possibly the cause ofthe water intrusion.
The City Council previously approved a motion for Wiss, Janey, E1stner, and Associates to
prepare bid documents for replacement of the stone on the chimney of City Hall. At this time,
City staff is recommending City Council authorization to advertise and request sealed bids for
the chimney recladding project. Wiss, Janey, Elstner Associates has estimated the project costs
between $105,000 and $125,000.

The following is a proposed timeline for the bid process for the Chimney Recladding Project:

Assuming approval by City Council, City to submit Advertisement for
Bids to Lillie-Suburban Newspapers (publisher of Shoreview-Arden Hills
Bulletin). Advertisement to he published in one edition.
Project Manuals sent to five pre-selected repair contractors (Building
Restoration Corporation, Advanced Masonry Corporation, American
Masonry Corporation, AJ Spanjers Company, and Macpherson Towne
Company)
Deadline to suhmit advertisement to Lillie-Suhurhan Newspaper (3:00
PM)
Advertisement for Bid puhlished in Shoreview-Arden Hills Bulletin
Pre-Bid Meeting (11 :00 AM)

Conceptual plans were previously provided to selected contractors hy W JE. Based on the contractor
estimates that were received by W JE, the estimated cost for the recladding project is expected to be in the
ballpark of$105,000 to $125,000.
Based on the information provided by you, we believe the aforementioned timeline meets the bidding
procedures required by the City. Your review is requested for confirmation.
