City staff has received application materials from Arden Hills resident Dorothy McClung (4370
North Snelling Avenue) who has expressed interest in serving on the City's Communication
Committee. For your review, I have attached a copy Ms. Dorothy McClung's application
materials.
Recommendation
City staff is recommending approval of Resolution No. 07-26: Appointing Dorothy McClung to
the Communications Committee.

A RESOLUTION APPOINTING
DOROTHY MCCLUNG AS A MEMBER OF THE COMMUNICATIONS COMMITTEE
WHEREAS, the City Council annually appoints residents to serve in an advisory
capacity to the City Council regarding communications and the City newsletter;
THEREFORE, BE IT RESOLVED: The City Council appoints Dorothy McClung to
serve on the 2007 Communications Committee.

Employment history:
1997-2007 Director ofthe Property Records and Revenue Department for Ramsey County. The
Property Records and Revenue Department includes the County Assessor, County
Auditor, County Treasurer and County Recorder functions. The Director leads,
manages and strategically plans the Department's operations. In 2006, the Department
was responsible for:
. valuing, classifYing and sending tax bills for 160,000 taxable real estate parcels
. receiving, receipting and depositing over $900,000,000
. recording 140,000 documents relating to property titles
. providing election services for over 300,000 voters
1993-1997 Judge of the Minnesota Tax Court. The Minnesota Tax Court is a statewide,
administrative court with jurisdiction of property valuation cases and appeals of final
orders of the Commissioner of Revenue. A Judge is responsible for case scheduling,
pre-trial motions, conduct of the trials and writing the decisions. A Judge often
participates in Continuing legal education classes and other meetings to educate the
public on their rights to appeal.
1991 - 1993 Commissioner of Revenue. The Minnesota Department of Revenue is responsible for
collecting the majority of the state's revenues. The Department's mission was to win
compliance with Minnesota's tax laws through customer service, audit, collection and
appeal processes.
1990 - 1991 Executive Director of the Minnesota Taxpayers Association. The Minnesota Taxpayers
Association is a nonprofit organization that provides tax research and information to its
members in order to foster better tax policies for the State of Minnesota.
1973 - 1990 Attorney for the Minnesota Department of Revenue. Began as an inheritance and gift
tax attorney. Then became the department's research attorney responsible for drafting
and promulgating rules and scheduling administrative hearings. When all legal and
legislative matters were consolidated, served as manager of the division. Later appeals
were added to the division. The division was in-house counsel to the Commissioner
and Department employees. Served on the Department's executive team.
