The Minnesota Environmental Quality Board (EQB) requires the RGU, which in this case is the City of Arden Hills, to formally order the Alternative Urban Areawide Review (AUAR) to initiate the process. The EQB allows 120 days from the order ofthe AUAR to the publication of the final AUAR. However, upon request of the Responsible Govermnental Unit (RGU), that period of time may be extended. Given the extensive review involved in this process, Staff is recommending the City request an extension to March 24, 2007 to ensure sufficient time to complete the AUAR process. This date is consistent with the proposed tlmeline (Attachment A). Attached is Resolution 07-41 ordering the AUAR for the TCAAP project and requesting an extension to March 24, 2008. City Council action at regular meeting 0 City Council receives update at regular meeting H:\Projects\6082\EPIMeetingsICily Counci/IMilestone chart 5-21-07.doc Council Meeting Agenda Item 70 June 25, 2007 ATTACHMENT B ~ ~HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 07-41 A RESOLUTION TO ORDER AN ALTERNATIVE URBAN AREAWIDE REVIEW (AUAR) FOR THE TWIN CITIES ARMY AMMUNITION PLANT REDEVELOPMENT PROJECT WHEREAS, Minnesota Rules Part 4410.36] 0 provides for a substitute form of Environmental Review known as an Alternative Urban Areawide Review (AUAR) process; and WHEREAS, an Alternative Urban Areawide Review (AUAR) process allows for the environmental review of development and associated infrastructure in a particular geographic area within a jurisdiction if the local government unit has an adopted Comprehensive Plan; and WHEREAS, the adopted Comprehensive Plan must contain at least the following elements: a land use plan; a public facilities plan including a transportation plan, and sewage collection system policy plan; and an implementation program; and WHEREAS, the City of Arden Hills has an adopted Comprehensive Plan containing the required elements; and WHEREAS, the specified boundaries for the Twin Cities Army Ammunition Plant (TCAAP) Redevelopment Project AUAR are shown in the attached exhibit; and WHEREAS, the City of Arden Hills is the Responsible Governmental Unit (RGU) pursuant to Minnesota Rules Part 44] 0.36] 0 Subp. I; and WHEREAS, there is uncertainty as to the exact timing of the development stages on the site with anticipated development to begin in 2008; and WHEREAS, the TCAAP Redevelopment Project is consistent with the City's adopted Comprehensive Plan and with known development plans of property owners within the area; and WHEREAS, the City of Arden Hills deems an Alternative Urban Areawide Review (AUAR), provided for in the Minnesota Environmental Review Program, to be the most appropriate form of environmental review for the TCAAP Redevelopment Project; and WHEREAS, the project proposer and the City have agreed that to extend the AUAR time limit to March 24, 2008, the opportunity for such extension being provided for by Minnesota Environmental Review Program rules.
