RESOLUTION NO. 07-41
A RESOLUTION TO ORDER AN AL TERNA TIVE URBAN AREA WIDE REVIEW
(AUAR) FOR THE TWIN CITIES ARMY AMMUNITION PLANT REDEVELOPMENT
PROJECT
WHEREAS, Minnesota Rules Part 4410.3610 provides for a substitute form of Environmental
Review known as an Alternative Urban Areawide Review (AUAR) process; and
WHEREAS, an Alternative Urban Areawide Review (AUAR) process allows for the
environmental review of development and associated infrastructure in a particular geographic
area within ajurisdiction if the local government unit has an adopted Comprehensive Plan; and
WHEREAS, the adopted Comprehensive Plan must contain at least the following elements: a
land use plan; a public facilities plan including a transportation plan, and sewage collection
system policy plan; and an implementation program; and
WHEREAS, the City of Arden Hills has an adopted Comprehensive Plan containing the
required elements; and
WHEREAS, the specified boundaries for the Twin Cities Army Ammunition Plant (TCAAP)
Redevelopment Project AUAR are shown in the attached exhibit; and
WHEREAS, the City of Arden Hills is the Responsible Governmental Unit (RGU) pursuant to
Minnesota Rules Part 4410.3610 Subp. I; and
WHEREAS, there is uncertainty as to the exact timing of the development stages on the site
with anticipated development to begin in 2008; and
WHEREAS, the TCAAP Redevelopment Project is consistent with the City's adopted
Comprehensive Plan and with known development plans of property owners within the area; and
WHEREAS, the City of Arden Hills deems an Alternative Urban Areawide Review (AUAR),
provided for in the Minnesota Environmental Review Program, to be the most appropriate form
of environmental review for the TCAAP Redevelopment Project; and
WHEREAS, the project proposer and the City have agreed that to extend the AUAR time limit
to March 24, 2008, the opportunity tor such extension being provided for by Minnesota
Environmental Review Program rules.
NOW, THEREFORE BE IT RESOLVED that an AUAR be initiated and completed for the
area shown on the attached Exhibit A.
BE IT FURTHER RESOLVED that the AUAR reflects the nature, location, and intensity of
land uses and infrastructure presented in the Maximum Build Development Scenario described in
the attached Exhibit B; and
BE IT FIN ALL Y RESOLVED that the AUAR identify and review a modified scenario being
developed in on-going consultation with the community.
