Staff conducted a Request for Quotes process for the appraisal and, with Council approval, selected BRKW Appraisals, Inc. to conduct the appraisal. BRKW submitted the completed appraisal on February 7,2006 indicating a market value of $2,375,000 for the highest and best use according to the current zoning of Neighborhood Business. In April 2006, Royal Oaks Realty submitted an offer to purchase the former Arden Hills City HalllPublic Works facility for $1;872,960. Upon further negotiations with the City, Royal Oaks amended the offer on June 6, 2006 to $1,997,824 plus a $40,000 park dedication fee for a total of $2,037,824. At the June 26, 2006 Council meeting, the City Council moved to approve the purchase agreement with Royal Oaks Realty in an amount of $2,037,824. On July 8, 2006 Royal Oaks submitted a Master and Final Plan PUD and Preliminary Plat for the redevelopment of the former City HalllPublic Works facility. During August and September, a number of residents in the surrounding area voiced concerns to the Council over the proposed development. Council unanimously approved the PUD at the September 25, 2006 Council meeting, adding several amendments to the conditions to address resident concerns. On November 20, 2006, Royal Oaks submitted a letter to the Mayor and City Council stating that they no longer wished to pursue the purchase of the old city hall site due to the following reasons: . PUD Restrictions . Limited Signage . Subleasing Restrictions; and . Multiple tenant restrictions. Discussion At the February 20,2007 Council Work Session, staff requested direction on process and procedures for the sale of city-owned property. At that meeting, Council directed staff to develop an RFP (Request for Proposals) process for the future disposition of city-owned property that would include significant public participation and input into the creation of the development and design standards. Attached is a proposed Gantt Chart (Attachment A) detailing the steps in the process and timeline for the development of a formal RFP that would include development and design standards for the sale of the former City HalllPublic Works facility. The process as outlined provides for a significant amount of public, commission, and Council input. By incorporating this level of input, the process does become quite lengthy. However, it also helps to ensure the concerns and comments of the residents are incorporated into the final development. Due to the demands of the current TCAAP Master Planning process on the Council's, Planning Commission's, public's and staff's time, in developing the proposed timeline staff is suggesting to start the process in August as the TCAAP Master Planning process is anticipated to be winding- City of Arden Hills City Council Work Session June 18, 2007 IlMetro-inet.uslardenhillslPlanningICommunity DevelopmentlCouncil Agenda Items\062907 Sale afOld City Hall memo to council.doc Page 2 of3 down as we move into the Fall. Staff has also attempted to run activities concurrently whenever possible to assist in keeping the process moving forward as quickly as possible. One option to further tighten-up the timeline would be to reduce and/or eliminate the public meetings outside of the regular Council and/or Planning Commission meetings and instead, incorporate the public input into public hearings during the regularly-scheduled Council and Planning Commission meetings. Staff Recommendation Staff recommends Council review and discuss the proposed process and timeline for the development of the RFP and sale of the former city hall/public works facility and direct staff to implement or revise the process.
