TO: Honorable Mayor and City Council Michelle Wolfe - City Administrator FROM: Michelle Olson, Recreation Program Supervisor -t/lo SUBJECT: Ice Rink Warming House Review BACKGROUND At the May 8, 2006 Regular City Council Meeting, a warming house comprehensive report was presented. The City Council tabled the item to the June 19, 2006 Work Session for further discussion. After lengthy discussion and analysis, the City Council approved a warming house replacement plan on July 27,2006. The following maintenance took place in 2006: Cummine:s Park - The rink light controls were moved from the utility room to the kitchen at a minimal cost by the Public Works Dept. Freewav Park - Existing building was torn down, a concrete slab was constructed for $3,700, moved warming house from Valentine Park to Freeway Park for a cost of$4,000, disconnectedlhooked up electrical from the building at Valentine Park before and after the move to Freeway Park for a cost of $2,150, and the building was repainted for $200. Total Cost: $10,050 Hazelnut Park - The warming house building had the following maintenance done in 2006: siding replaced on the east side for $100.00, interior paneling was done on the ceiling for $228, minor spot repairs to the roof for $146 and the interior ceiling and exterior of the building were repainted for a cost of $50. Total Cost: (not including labor) $524.00 Perrv Park - The roof was completely replaced at $747.08 (not including labor) and $500 for a dumpster. Total Cost: $1,247.08 \\Metro-inet.us\ardenhills\PR&PW\Parks\Memos\Council Memos\warming house Review 07.DOC Page 2 of 5 Valentine Park - Existing warming house building was moved to Freeway Park, Electrical hook ups were relocated to light pole for $2,117.61, rented a mobile unit from Mobile Mini for the entire season for $1,217.47. Total Cost: $3,335.08 Total Maintenance Cost of 2006 Warming House Replacement Plan: $15,156.16 OVERALL SEASON EVALUATION As part of the Warming House Replacement Plan, staff was to present an end of the year evaluation of the season. The season officially ended ou February 18, 2007. Overall attendance for all rinks increased from 2,635 users in 2005/2006 to 2,876 in 2006/2007 (Attachment A). Staff has listed each of the five sites below and addresses building condition, attendance, further maintenance needed for 2007/2008 season, and any options to be considered. Cummine:s Park Building Condition -This new pavilion is utilized year round for rentals and progrannning and is in excellent shape. The building has indoor bathrooms and a small kitchen. The old warming house building is utilized for storage. It has had numerous graffiti and vandalism issues and is located in a more remote, dark area of the park. The City Council may consider moving this building to Hazelnut Park in the near future due to these continued issues. If and when the building is moved, it will need a new roof. Structurally, the building is in good condition. Attendance - Attendance decreased from 414 in 2005/2006 to 283 in 2006/2007. The building was open 30 days versus 32 in 2005/2006. The rinks with a hockey rink are definitely more popular due to the multiple users. However, when the hockey rink was removed after the construction of the building, the City Council decided against constructing a replacement hockey rink. Further maintenance needed before 2007/2008: None known at this time. Freewav Park Building Condition - The old building was in disrepair and was torn down. The warming house building from Valentine Park was moved to Freeway Park. The paneling along the bottom of the interior of the building was damaged by previous flooding at the old location. New paneling was installed and the exterior of the building was repainted. The building was relocated on the site for a few reasons: The old location of the building did not meet setback regulations, the building from Valentine was larger and needed more space and better site lines to the rink were needed. Construction of the concrete slab for the new building allowed extra grading to take place at the site, which made it easier to maintain quality ice at this site. The building is much larger and works better for this busier rink. \ \Metro- iuet. us\ardenhills\PR&PW\Parks\Memos\Council Memos\warming house Review 07.DOC Page 3 of5 Attendance - Freeway Park is always one of the two top attended rinks in the City. Attendance increased from 616 in 2005/2006 to 857 in 2006/2007. The building was open 37 days versus 30 in 2005/2006. Further maintenance needed before 2007/2008 Season - After one season of flooding around the new building, the Public Works Department has identified a few areas that need to be re-graded. This will be done internally at a minimal cost. Hazelnut Park Building Condition - The building was built in 1960. Before the 2006/2007 season started, the building was in need of repairs to the ceiling, roof and outside siding. Critter holes were closed up. However, since the building is not built on a concrete slab, these critter holes will reappear and will need to be dealt with each fall. Attendance - This rink continues to experience top attendance in the City. Attendance increased from 716 in 2005/2006 to 905 in 2006/2007. The building was open 37 days versus 30 in 2005/2006. Further maintenance needed before 2007/2008 - If the City Council decides to maintaiu the existing building, staff recommends that the building be insulated, paneled on the inside, and have repairs made to the floor. The estimated cost for the Public Works Department to do this is $1,000 (not including labor). Option to cousider - The old building at Cununings Park has coutinually experienced vandalism and has had numerous break-ins. Since it is located in a very remote area of the park, it may potentially continue to have problems and the building could sustain more damage as time goes on. The City Council could consider moving the building in 2007 or 2008 to Hazelnut Park to avoid these problems and to upgrade the old building at Hazelnut. There are no funds budgeted in 2007 for this move. If and when the old building at Cummings Park moves, it will need a new roof at an estimated cost of $800 (not including labor) and new interior/exterior paint at $200. The following is a cost estimate to move the building from Cunnnings Park to Hazelnut Park: Building Tear Down -Approximately $500 for a roll off dumpster Concrete Slab - Approximately $4,000 Electrical Reconnect - Approximately $3,000 Movement of the building - Approximately $4,500 New Roof - Approximately $800 Exterior Paint - Approximately $150 Estimate Grand Total for move - $12,950.00 \\Metro-inet.us\ardenhills\PR&PW\Parks\Memos\Council Memos\warming house Review 07.DOC Page 4 of 5 Perrv Park Building Condition: The roof at Perry Park was replaced in 2006 and the building is in very good shape. Attendance - Attendance decreased from 775 in 2005/2006 to 573 in 2006/2007. The building was open 33 days versus 32 days in 2005/2006. Further maintenance needed before 2007/2008: None known at this time. Valentine Park Building Condition - The building at Valentine Park was moved off site to Freeway Park. The City Council approved the use of a temporary building for the ice rink season. The building seemed to work out just fine for the season. Due to the shape of the building and the location of the lights, the building does not have a view of the rink. We did receive one letter from Mr. Bill Dillon, a resident of Arden Hills who did not like the aesthetic look of the mobile unit and has thoughts regardiug the park. Staff has included that letter for the City Council to review (Attachment B). Attendance - The attendance at this rink increased from 114 in 2005/2006 to 244 III 2006/2007. The building was open 37 days versus 29 days in 2005/2006. Park Condition - The main reason that the City Council moved the permanent structure at Valentine Park to Freeway Park was due to the annual flooding that occurs. The City Council asked staff to evaluate the cost of fixing the drainage issue at that park. Kris Giga, Civil Engineer prepared a preliminary estimate of $220,000 on May 3, 2006 (Attachment C). However, it was recommended at that time that a study of the entire drainage area be considered in order to get a comprehensive understanding of the park and surrounding neighborhoods; a map of the recommended area is attached (Attachment D). A drainage study of the area would model the existing conditions to identify the extent of flooding in problem areas during various rain events. The study would also include an analysis of modifications and/or improvements needed to the existing system to correct drainage problems. Both neighborhoods nearest to the park have been identified in the Pavement Management Program (PMP) as areas where street reconstruction will be needed in the next five to ten years. Results ofthe study will assist staff in determining the most cost effective way to incorporate recommended drainage improvements into uearby PMP projects. This drainage study could be incorporated with the design of oue or both of the PMP projects. The City may see some cost savings by including the study with an adjacent project; however, it could be a stand alone project as well, if the study is desired sooner. Staff estimates a stand alone study would cost approximately $20,000. \\Metro-inet.us\ardenhills\PR&PW\Parks\Memos\Council Memos\warming house Review 07.DOC Page 5 of5 Options to Consider- Is the City Council in favor of continuing to rent a temporary building from Mini Mobile? Since the building was removed, there is no picnic shelter of any kind for the park users. The PTRC and City Council could consider building a picnic shelter on the existing concrete slab. Cost will vary depending on style, size, and company. Staffwill have rough cost estimates at the meeting. RINK MAINTENANCE The rink maintenance procedures were reevaluated and restructured with very positive results. The following changes took place: Preseason - The flooding schedule was set much earlier than in previous years and was scheduled as a shift change versus paid overtime. Overnight flooding took place for the preseason with a four person crew. Regular season - The biggest adjustment that took place was that flooding crews were occasionally scheduled to start 2-3 hours before normal shift hours. This resulted in better flooding conditions and better ice conditions. A log of the actual flooding was kept in order to track labor and ice conditions. The comments from the rink attendants and ice rink users were very positive on ice conditions. The winter was mild and our City was one of a few, if any that opened up during Christmas Break for a few days. This was in large part because of the earlier starting date for flooding from previous years. The warm weather did close us down until sometime in January but the rinks were able to recover for the rest of the season. A complete flooding report is included for your review (Attachment E). Ice Rink Warmine: House Review Julv 16. 2007 Attachment B: Letter from Bill Dillon - Arden Hills resident dated 1/2/07 January 2, 2007 Michelle Olson City of Arden Hills 1245 Highway 96 Arden Hills, MN 55112 RE: Valentine Park and Ice Rink Dear Michelle, I am writing this letter to you as a stroug supporter of the Ardeu Hills Parks and Recreatiou Department, the City of Arden Hills willingness to support parks and recreation, and the work that you have done. Having said this, I believe that the funding of an ice rink at Valentine Park benefits few, and is a very poor use of Arden Hills' limited parks and recreation money. Our family has lived in Arden Hills for nearly twenty years and our home overlooks Valentine Park. Every day, night and weekend in December, January and February, we view an ice rink that has few, and more often, no skaters during ideal conditions of 10 to 30 degrees. The size, shape and location of the ice rink limits usage to the very young that rarely utilize the rink unless they are accompanied by a parent or adult who has driven them to the park, or, only when the temperature is ideal. Few walk to the rink which supports the idea of driving the extra one to two minutes to better facilities at Freeway or Perry Parks. I am a supporter of the transfer of the former Valentine Park "warming house/storage building" to Freeway Park. Previous to the last extensive park improvements, many ofus in the neighborhood attempted to forewarn the City and its planners that this building would be flooded annually at the elevation and location that the planners had chosen. Unfortuuately, Ardeu Hills has replaced the building with a large, temporary trailer that is out of proportion with the park and leaves the fIrst impression of a "jobsite trailer" or rail coutainer. Every day and night, thousands from throughout the Twin Cities must pass Valentine Park to travel to Mounds View High School for school, evening or weekend activities. A temporary trailer and portable toilet placed in the middle of the park do not present a very strong fIrst impression of Arden Hills to those visiting our City. As a family, it is likely that we have, and continue to utilize Valentine Park more than any other in the past fifteen years for sport and recreation. We understand the water issues and limitations because of size. However, this has never stopped us from utilizing the park for appropriate activities that have included skating, baseball, softball, soccer, football, basketball, volleyball, frisbee, yard games and picnics. Having coached multiple sports for the past ten years and understanding field availability issues, I do not have much sympathy for parent -coaches of first through third graders (in any activity) that complain about Valentine Park during conditions that do not include heavy rains which effect all parks. I believe the practice soccer field should return as well as appropriately aged youth baseball. Understanding the approximate annual cost to provide an ice rink at Valentine Park, I suggest that Arden Hills consider the following minimal park improvements in lieu of the annual ice rink expenditure: Construct a roof-top only pavilion above the existing concrete slab formerly occupied by the warming house which would include picnic table seating and provide cover for park-users, walkers, runners and bikers. Enclose the portable toilet on three sides with a permanent attractive material compatible with a new pavilion, and place in a more discreet location. The enclosure will also limit annual tipping by flooding and vandals. Provide enclosures for trash barrels for better appearance and to limit tipping by vandals. Remove the basketball standard, backboard and rim and place in a location that does not provide the current left-to-right slope. First-time users of the current location never return because ofthe poor location planning duriug the last park improvements. If necessary, shrink the practice use soccer field away from left and center fields (northwest) that are the cause of water complaints. The park currently experiences drainage problems due to the minimal difference in elevation between the park and the ordinary water level of Lake Valentine. The Local Stormwater Management Plan prepared by SEH in 2001 identifies Valentine Park as the location of a regional pond. The proposed regional pond would serve a drainage area of 58 acres. The proposed size of the pond, as reported in the management plan, is 2.46 acres in surface area, or approximately 85% of the area of the park. The Parks, Trails and Open Space Plan prepared by the PTRC in 2002 proposed improvements to Valentine Park. The proposal includes two ponding areas, storm sewer and overall drainage improvements, replacement of park and play structures, the parking lot and the construction of a new trail. Estimated costs were listed at $140,000 for these improvements. Due to an increase in construction costs over the last 5 years, a revised estimate should be used for planning and budgeting purposes. An estimated cost for pond construction, drainage improvements (regrading the park), basic landscaping, and parking lot, trail and half-court basketball construction is about $220,000, including estimated engineering fees. This cost is preliminary and does not include park structure improvements. A study of the entire drainage area is recommended prior to improvements at the park.
