Metropolitan Council Comprehensive Land Planning Grant
Reauested Council Action
Motion to approve Resolution 07-64, authorizing a grant request to, and execution of a
grant agreement with the Metropolitan Council for a $20,000 Planning Assistance Grant
associated with the City's Comprehensive Plan Update.
Discussion
In May of this year, legislation was passed allowing the Metropolitan Council to make a
one-time transfer of up to $1 million dollars from the Livable Communities
Demonstration Account to a planning assistance fund for grants or loans.
The Metropolitan Council adopted need-based criteria for awarding available local
planning program assistance and established maximum grant amounts for eligible
grantees to assist them in reviewing and updating their Comprehensive Plans.
The Metropolitan Council recently notified the City of our eligibility for this grant in an
amount of $20,000.
The grant can be used to pay for staff time, consultant and professional seNices,
printing and publishing, and is subject to the following terms and conditions:

. The Grantee must review and update its comprehensive plan as required, by
December 31, 2008 (which is consistent with our timeline for the Update);
. The Grantee must submit its draft plan update to adjacent governmental units by
June 30, 2008, and must meet with its Met Council sector rep at least twice to
provide progress updates;
. The Grantee must discuss its draft plan with appropriate watershed management
organizations to ensure requirements are met;
. The comprehensive plan submitted by the Grantee must be "complete" as
described in the Council's Local Planning Handbook and must comply with
content requirements; and
. The comprehensive plan must conform to metropolitan system plans of the
Council.
To apply for this grant, the City must submit a completed Local Planning Assistance
Grant Application, accompanied by a resolution from the City Council authorizing the
grant request and execution of a grant agreement (Attachment A), and a work program
describing how the funds will be expended (Attachment B). The deadline to apply is
August 3,2007.
City Attorney Jerry Filla has reviewed the sample grant agreement and has determined
it to be in proper legal form. (Attachment C).
Although the Resolution authorizes the grant request and execution of a grant
agreement with the Metropolitan Council, it is specifically stated within the Resolution
that the grant agreement is subject to City Attorney and City Council review and
approval prior to execution.
Staff Recommendation
Staff recommends Council Approve Resolution 07-64, authorizing a grant request to,
and execution of a grant agreement with the Metropolitan Council for a $20,000
Planning Assistance Grant Associated with the City's Comprehensive Plan Update.

RESOLUTION NO. 07-64
RESOLUTION IDENTIFYING THE NEED FOR FUNDING TO COMPLETE ITS 2008
COMPREHENSIVE PLAN UPDATE AND AUTHORIZING AN APPLICATION FOR
GRANT FUNDS
WHEREAS, the City of Arden Hills must review and update its comprehensive plans as
required by the "decennial" review provision of Minnesota Statutes section 473.864, subdivision 2;
and
WHEREAS, in May 2007 the Metropolitan Council adopted need-based eligibility criteria
for awarding available local planning program assistance and established maximum grant amounts
for eligible grantees to assist in reviewing and updating their Comprehensive Plans as required by the
"decennial" review provisions of Minnesota Statutes section 473.864, subdivision 2; and
WHEREAS, the City of Arden Hills is an eligible City in the metropolitan area as defined in
Minnesota Statutes section 473.121;
NOW THEREFORE BE IT RESOLVED that the City Council authorizes its Community
Development Director to submit on behalf ofthe City an application to the Metropolitan Council for
Local Planning Assistance grant funds for the decennial review and update of the City's local
Comprehensive Plan required under Minnesota Statutes section 473.864; and
BE IT FURTHER RESOLVED that, after appropriate examination and due consideration
by the City's Attorney and formal approval by the City Council, the City Council authorizes the
Mayor to execute such agreements as may be necessary to implement the project on behalf of the
City.
