The budgeted and actual amounts match for the first seven months of 2007; for the final three months, the budgeted amount will be
$250/month while the actual amount will be $370/month. In 2008, we will budget $370/month.

Motion to Approve the Cable Technician Service Agreement with the City of New
Brighton

BACKGROUND
In 2006, the City's part,time cable technician resigned, He had been working for us as a contract
employee, City staff spent time evaluating options for cable technician services, We recruited for and
interviewed several candidates for a part-time position, and also solicited proposals from neighboring
communities. After evaluating all options, staff recommended approving an agreement with the City of
New Brighton for these services. The City Council approved an agreement with the City of New Brighton
at the July 31, 2006 City Council meeting, The existing agreement expired recently, so it is time for
renewal.
DISCUSSION
As a staff, we have been pleased with the services provided by the City of New Brighton, They are
responsive to our needs, are dependable, and have solved the technical problems we have experienced this
year. I still believe this is a great alternative to hiring our own part,time employee, since it saves us
training time, recruitment costs, and the time and effort to find someone to cover if our employee cannot
be there. Since New Brighton is part of the same cable commission as Arden Hills, they are very familiar
with our cable system and services,
The only change in the agreement from last year to this year is an increase in the fee, This increase
reflects the amount of time spent providing the services, It was anticipated it would be approximately
three hours per week, but it has averaged approximately four hours per week Therefore, the proposed
increase is from $250/month to $370/month, (This equates to $1,440 per year.) This fee is paid from the
cable fund,
REOUESTED ACTION
Motion to Approve the Agreement between the City of New Brighton and the City of Arden Hills for
Cable Services, effective July 31, 2007 for a period of one year.

Agreement between the City of New Brighton and the City of Arden Hills
For Cable Services
Purpose: The purpose of this agreement is to outline the services to be provided by the City of
New Brighton to the City of Arden Hills related to cable services.
Duration: This agreement is effective July 31, 2007 and will exist for one year from this date,
This agreement and terms can be renewed at the end of one year. Either party can terminate the
agreement if a 90 day notice is provided in writing to the other party.
Explanation of Services to be Provided: The City of New Brighton agrees to provide cable
services to the City of Arden Hills. This will include video taping the monthly Planning
Commission and City Council Meetings, scheduling the playback for these meetings, and
inputting information on the cable channel bulletin board. The City of Arden Hills agrees to
provide the cable technician with information/text for the bulletin board. It is estimated that the
total time required in Arden Hills will be approximately four hours per week.
The City of New Brighton will provide the City of Arden Hills with technical feedback about the
operations ofthe equipment. If the cable equipment is not functioning properly, the City of New
Brighton Cable Technician will inform the Arden Hills staff of the problem to ensure that the
problem is corrected in a timely fashion.
Any additions to the services outlined above will be reviewed and agreed upon by both parties
and included in an amendment to this agreement. The City of Arden Hills agrees to provide the
equipment needed for the above services.
Employment: The cable technician will remain an employee ofthe City of New Brighton
during the scope of their work with the City of Arden Hills. The City of New Brighton will be
responsible for worker's compensation, salary, training and other benefits related to this position,
Cost: The City of Arden Hills agrees to pay $370/month for the above services. The City of
New Brighton will invoice the City of Arden Hills on a monthly basis, Payment will be made by
the 1 st of each month for services and remitted to:
