TCAAP Update
Acquisition of TCAAP Property
. The City, RRLD, GSA and Army will be having a conference call on August 14, 2007 to follow
up on progress of various responsibilities discussed at their June meeting and July conference
call. These include: demolition and remediation costs, vapor intrusion, water treatment plant,
EPA's role, insurance and the FOST, FOSET and MOA documents.
. The deadline to reach agreement on the amount of credits for environmental clean up, etc. is
August 31, 2007. At the August 14, 2007 meeting the parties will discuss extending this
deadline. If agreed to, it will require an amendment to the Offer to Purchase (OTP) which would
be brought back to the City Council at their August 27, 2007 meeting for consideration and
approval.
Environmental Characterization
. The environmental consultants have completed the soil borings on site. RRLD is expecting a
revised schedule from Tetra Tech that will delineate when they will start to see the results of the
sampling.
Master Plan
. The Task Force met on August 7, 2007 to review comments from the July 19,2007 open house.
In addition, Ehlers & Associates provided a presentation in a question and answer format to
address financial and development questions related to TCAAP.
. HKGI discussed that this meeting was supposed to be the last one per the original schedule and
asked the members if they would be willing to continue to meet monthly (until the end of the
year) to finalize the remaining aspects of the process. The Task Force members in attendance
agreed to continue to meet.
. HKGI is working on a new Q & A newsletter to send out to residents in early September. It is
anticipated that the first draft will be available for review by staff and the communications
committee in the next couple of weeks.
AUAR
. SRF will be providing the City Council with an update on the status of the ADAR and findings to
date at the August 13,2007 Council meeting.
Project Status Memo

Comprehensive Plan (full update aud ameudment for TCAAP)
. On August I, 2007 the City Council approved application to the Metropolitan Council for a
$20,000 grant to assist in updating the Comprehensive Plan.
. The City Council will be reviewing/considering approval of a fIrm to assist the City with the
transportation portion of the Comprehensive Plan update at the August 27, 2007 City Council
meeting.
. The fIrst public open house on the Comprehensive Plan update was held on August 8, 2007 at
North Heights Lutheran Church from 6:30 to 8:30 pm. Approximately 60 residents were in
attendance. The purpose of the meeting was to obtain resident's input on concerns within the
City and the direction they would like to see the City take in the next 20 years.
County Road H
. Due to design and environmental considerations raised in meetings with MNDOT, Ramsey
County and Rice Creek Watershed, SEH is proposing to change the west side of the County Road
H interchange to reduce those impacts.
Hwy 10 and 96
. Council will be discussing options for possible improvements to Hwy 10 and County Road 96 at
their August 13,2007 work session.
Master Development Agreement
. City Council met in a work session on August I, 2007 to discuss various questions and concerns
related to TCAAP development and the Master Development Agreement. Based upon those
discussions, staff and consultants met with RRLD on August 8, 2007 to overview the Council's
comments and concerns so they could refIne the development as needed and to provide RRLD
direction on needed information to assist in progressing discussions. A summary memo will be
provided to Council regarding the meeting with RRLD under separate cover.
. Next meeting with RRLD to review and discuss information requested is set for September 5,
2007. The City Adnrinistrator will be working with Council to determine a date in September
when consultants and RRLD can meet with the City Council in a work session to go over the
information and answer questions.
Engineering Consnltant(s)
. Staff has completed the interviewing process and is in the process of checking references. Staff
anticipates bringing a recommendation forward for City Council review /consideration at the
August 27, 2007 meeting.
Resource Plan
. City staff met with Ehlers on August 9, 2007 to discuss the parameters of the Resource Plan,
information that would be needed to complete the analysis, timing for completion and format.
Ehlers will prepare a list of required documentation to provide to department heads so they can
begin assembling it and will put together a timeline for completion of the plan.

Congressional Letters and Meetings
. City staff continues to send out letters on a monthly basis and the last one was sent out on July
31,2007 (typically the last week of month).
Interim Space For Army
. The Army has indicated that they have tentatively located space to relocate to.
National Guard
. The National Guard met with the City Council on July 30, 2007 to go over their plans for
development of the southwester portion of their site. The plans span over a ten (10) year period
and include the development of a maintenance facility, headquarters office, joint armory and
community center and dormitories for use by personnel on a limited basis.
Business Snbsidy Policy
. The EDC will be reviewing the first draft ofthe Business Subsidy Policy on August 15,2007. It
is anticipated that they will have a draft completed in late August for review and discussion with
the City Council.
Market Study
. At the August 1,2007 Council work session staff discussed with Council the possibility of having
a market study completed for the residential portion of the plan at TCAAP to assist in
understanding the area demographics and market for various types and tenure of housing.
Council directed staff to seek proposals for a market study for both the housing and commercial
aspects. The proposals will itemize the cost to complete a housing and commercial study
separately and the Council will determine if they want to have a market study done for both
components or just the housing portion.
Bonding Bill
. In late June, the City submitted a 2008 State Bonding application for improvements to Hwy
10/County Road 96 and County Road HII 35W interchange. Attached to this report is a copy of
the listing of all 2008 State Bonding requests received from political subdivisions.
