County Road H Project Update
The County Road H project is progressing as planned. Staff attends monthly Project
Management Team (PMT) meetings to review and work on outstanding issues. Attached to this
memo are the minutes from the August 2, 2007 PMT meeting. This project is in the preliminary
design phase. As the design progresses, modifIcations are anticipated as issues are identifIed. The
most recent issues identifIed are wetland issues related to the project. Staff from SEH and
Mn/DOT will be present at the meeting to discuss the current plans for the project.
The solicitation period for the Mn/DOT Cooperative Agreement Program has begun. The
solicitation period is shorter than in past years. Applications are due on September 14, 2007. This
program allows for a Mn/DOT contribution of$550,000 per project plus 8 percent for
construction engineering. This solicitation is for the 2009 fIscal year, which runs from July 2008
to June 2009. This timeline aligns well with the proposed construction bid letting for this project.
If awarded, it is my understanding that this $550,000 could be used as part of the matching funds
for the federal earmark being pursued.
This funding request would need to be submitted by the City. RRLD has authorized SEH to
prepare the application on behalf of the City. If Council is interested in pursuing this funding,
staff will prepare a resolution supporting the project and present it at the August 27, 2007 regular
City Council meeting.

L Preliminary Design Layout Update
A. Review current layout design - A design issue was discovered with the criss-cross ramps
proposed for CR H and Highway 10 along the west side ofI-35W. Due to profile constraints,
wetland impacts and watershed input there is concem that the proposed design is not feasible.
SEH has looked at leaving the west side ramp and loop inplace rather than reconstruction.
This design will be modeled to determine the affect on traffic operations. In addition,
Mn/DOT suggested that perhaps going back and looking at previously dismissed concepts
may reveal other options.
1. ACTION: MnlDOT to provide any documentation ofthe wetland complex on the
west side ofI-35W that may show if this is a created wetland mitigation site.
2. ACTION: MnlDOT to review previous designs considered internally and report
to SEH if there are concepts they would like further explored.
3. ACTION: SEH to develop additional concepts that address the profIle issues and
that show what a future design for the west side ramps might look like to ensure
compatibility with leaving the existing ramp/loop inplace.
4. ACTION: Ryan to obtain road borings through wetland area to help define the
depth of poor soils along the west side ofI-35W
B. Rice Creek Watershed District -Meeting on July 17, 2:00 at EOR - Rice Creek raised
concerns with the impacts to floodplains and wetlands in the CR H interchange area. They
suggested design changes to avoid these impacts. SEH responded to the watershed why
avoidance is not prudent from a transportation perspective. SEH will be completing floodway
modeling and a future meeting will be scheduled with Rice Creek at the end of August to
present the results.
C. Ramsey County Parks - July 25. This meeting resulted in general agreement that the trail
plan for the TCAAP development will coordinate well with the planned Ramsey County Trail
System. Ramsey County Parks has asked SEH to investigate the feasibility of continuing a
loop trail under the Rice Creek Parkway bridge. That work is complete and has been shown
to work if the profile of Rice Creek Parkway is raised. This plan has been emailed out to the
team and the next meeting with Ramsey County Parks is scheduled for August 23m at II :30 at
the City of Arden Hills.
D. Met Council Transit - Park and Ride Update. Depending upon the outcome of the discussion
under item A. above, the impacts to the park and ride may be very minimal and no longer
require the addition of the proposed overflow lot.
E. Proposed submittal date - The layout submittal date will be delayed until item A. above is
resolved.
n. Environmental Documentation Update - All fIeld work is complete. The Project Memorandum will
be completed once the interchange layout is resolved.

A. Federal earmark is being pursued

C. MnlDOT Cooperative Agreement - The city pointed out that the application period has begun
and that they are due on September 14.
1. ACTION: SEH is awaiting direction from the City to proceed with the
application.
D. State Aid Routes of Regional SignifIcance
IV. Mn/DOT Offer to Complete Final Design - Due to the I-35W bridge collapse, Mn/DOT is
suspending its offer to provide design services on local projects.
A. Geotechnical investigation - Mn/DOT reported that its geotechnical offIce feels the proposed
boring program laid out by SEH is insuffIcient for Final Design.
1. ACTION - SEH will coordinate with Mn/DOT to determine what if any additional
borings would be needed. A decision on timing of this work will then be made.
V. TraffIc Update
A. SEH presented the CORSIM modeling for the regional roadways using the 2030 forecasts
recently completed. Mn/DOT has approved the CORSIM base models. The traffIc reports
are underway.
