Mayor and City Council \ . l Michelle Wolfe, City Administrator ~ Appointment of Meagan Beekman as Planner I for the City of Arden Hills BACKGROUND At the June 25, 2007 Regular Meeting, City Council authorized staff to proceed with recruitment of a Planner 1. (See attached copy of June 25 agenda item materials.) On tonight's agenda, staff is recommending the appointment of a new Planner I for the City. This position is funded through the Preliminary Development Agreement with RRLD. DISCUSSION The City received 27 applications for the Planner I position. Two rounds of interviews were conducted. During the first round, staff interviewed ten (10) candidates. During the second round, four (4) candidates were interviewed by James Lehnhoff, Karen Barton, and me. In addition, we asked all the candidates from the second round of interviews to provide writing samples. After considering the results of the first and second round of interviews and reviewing the writing samples, staff unanimously agreed that Meagan Beekman was the top candidate for the position. We then proceeded with reference checks and a background check. All of the reference checks were outstanding. As of this writing, we are waiting for the background check from Ramsey County Sheriffs Department. If we have not received that background check prior to the August 27 meeting, the appointment should be made pending receipt of the background check. Ms. Beekman has a B.A. in SociologylUrban Studies from Hamline University, and a Master's Degree in Community PlanninglUrban Design from the Humphrey Institute of Public Affairs. She also has a Certificate in Metropolitan Design from the College of Design at the University of Minnesota. Ms. Beekman is currently working for the City of Eden Prairie as a Community Development Intern, and also has Research Assistant experience with the Univeristy of Minnesota Institute of Public Affairs. In addition to paid work experience, she has volunteer experience with Northeast Community Development Corporation and St. Anthony West Neighborhood Association. During the interview process, her communications skills were Page 2 of excellent. She also has a variety of experience with various software programs such as GIS, Photoshop, AutoCAD, and others. The Planner I position has not been placed into the City's pay plan yet, pending completion of the market study that is currently underway. We determined a starting salary range of $40,000- $45,000, based on the best information we had available at the time of posting. It is possible that the starting salary may have to be adjusted once the study is complete. SUBJECT: Motion to direct staff to recruit for the position of Planner I, with a starting salary range of $40,000-45,000, per the attached draft job description, with an initial term for the position through December 31, 2008. Backl!:round: In evaluating the work load relating to the City Council's priorities for the Community Development Department, as well as the increased duties relating to the TCAAP project, staffis strongly recommending the creation of a Planner I position. The Planner I will take on a variety of planning-related activities, allowing the existing City Planner to focus on larger more complex planning cases, the comprehensive plan update, and TCAAP-related duties. This position will also be able to assist the Commnnity Development Director with various department priorities. The Preliminary Development Agreement (FDA) between the City of Arden Hills and RRLD, Inc. includes within its budget $75,000 for this position. The PDA agreement is effective until March 2008. In order to successfully recruit for this position, we are recommending that the position be created for a minimum term through December 2008. We may need to budget a contingency amount for the general fund in 2208, should the PDA expire (without being extended or without a Master Development Agreement to succeed it) or the TCAAP project not proceed. Weare not confident we would be able to successfully recruit for this position without this commitment. For City Council review, City staff has attached a copy of the proposed City Planner I/II position description. (As drafted, the proposed new position would be a Planner I, while the existing City Planner would function as a Planner n. The current pay range for the existing City Planner position is $46,114 to $60,688. Both positions and related job description(s) will be further reviewed as part of the pay equity study that is currently underway.) The proposed starting salary range for the Planner I position is $40,000 to $45,000 per year. For informational purposes, City staffhas included a copy of the 2006 League of Minnesota Cities salary data for a general City Planner position in the communities that have populations between 5,000 and 30,000. The average compensation for a general City Planner in the State of Minnesota is between $37,000 and $53,000 per year. The full salary range will be further evaluated and ultimately finalized as part of the City's current pay equity/market study. However, we are confident from existing data that the proposed starting salary will be within the range of the final recommended pay range. CITY OF ARDEN HILLS POSITION DESCRIPTION Position Title: Department: Accountable to: Positions Supervised: Status: City Planner 111I Community Development Community Development Director None Full-Time Sala Exem t May 2007 PRIMARY OBJECTIVES To assist the Community Development Director in a wide variety of planning, zoning, and code enforcement work, including but not limited to: administration of zoning and development regulations; architectural and site plan design review; development and implementation of land use plans, regulations and polices and enforcement of City plans, policies and ordinances; inspection of properties to verify compliance with the city zoning code; the development and implementation of the City's Comprehensive Plan; and serving as staff liaison to the Planning Commission. ESSENTIAL FUNCTIONS OF THE POSITION Coordinates, reviews and evaluates proposed land use development plans. Conducts research and analysis of development proposals and other projects based upon appropriate plans, policies and ordinances. Staff liaison to Planning Commission including: presenting planning cases to Planning Commission and City Council, maintaining case files, preparation of agendas, preparation and publication/mailing of public hearing notices, research and analysis of issues, and makes recommendations to the Planning Commission and the City Council. Prepares Planning Commission and City Council memoranda and resolutions and staff reports relating to planning and zoning applications. Preparation of Planning Commission agenda packets. Ensures proper publication and distribution of legal notices and notification of related agencies in accordance with legal requirements and City policies. Assists in the review of plans and permit applications, the issuance of permits, the inspection of works- in-progress and of completed projects. Reviews development proposals for consistency with planning and zoning regulations, and design criteria. Represents Planning Commission at City Council meetings and represents the department at meetings as needed. Responds to inquiries concerning City land use plans, policies and ordinances and development review procedures. Conducts research and analysis of the City's Comprehensive Plan, Zoning Ordinance and other ordinances. Maintains Comprehensive Plan materials, GIS information, and demographic data; . provides information and advice on necessary changes, and recommended modifications. Assists with and prepares periodic updates of and amendments to the City's Comprehensive Plan. Assists in the enforcement and administration of the City's Zoning Ordinance. Helps provide interpretation of the City Code language and requirements. Monitors developer compliance with Council directives and Development Contracts by reviewing approved documents and inspecting sites. Advises developers, petitioners and their agents, and other City departments on status of required improvements and conditions and makes recommendations to City Council for enforcement and disposition of agreements. Works with Building Official and Building Inspector on code enforcement activities as necessary. Analyzes information and notices on planning and zoning activities of other agencies and jurisdictions. Coordinates City technology and oversees maintenance of City web site. Minimum two (2) years experience in zoning administration, code enforcement, comprehensive planning, architectural and site plan design review. Master's Degree in Planning, Urban Studies, Public Administration or related field desirable. lANGUAGE SKILLS Ability to read and interpret documents such as state statutes, reports, policies, and regulations, contracts, and procedure manuals. Ability to prepare reports and correspondence. Ability to give verbal presentations and speeches. Ability to communicate effectively both orally and in writing with supervisors, City staff, elected and appointed officials, legal counsel, builders, developers, other governmental agencies, and the general public. MATHEMATICAL SKILLS Ability to make arithmetic computations using whole numbers, fractions and decimals. Ability to compute rates, ratios, and percentages. Ability to use predetermined formulas for land use calculations. Knowledge of elementary statistical calculations and principles. Knowledge of basic geometry for survey evaluation and various land use controls.
