BACKGROUND
The City of Arden Hills has contracted with URS, Inc. (formerly BRW, Inc.) for engineering services
since 1998. Until 2006, URS served as the City Engineer. In 2006, the City entered into a Joint Powers
Agreement (JP A) with the City of Roseville for engineering services, designating the City of Rose vi lie as
the City Engineer. The intent of the JP A was to provide the City with an on-site staff member to conduct
day to day engineering activities and manage engineering related projects. It was anticipated that the use
of consultants would still be needed for more specialized projects or projects that Roseville did not have
the capacity to accommodate.
At the March 26,2007, meeting, the City Council authorized staff to conduct a request for qualification
(RFQ) process for engineering services. The RFQ was sent to 25 civil engineering firms in the Metro area
on May 25,2007. The RFQ was also posted on the City's website, as well as the League of Minnesota
Cities' website, where several other firms also learned of the opportunity. The City accepted submittals
until June 25, 2007; 22 proposals were received.
DISCUSSION
Five categories of service were established for the RFQ. Stafffelt by separating out some of the different
divisions of civil engineering, we would also interest smaller or more specialty firms to apply. The
following briefly describes each category of service.
Planning
. Prepare~ review, update and revise comprehensive water, sanitary sewer, storm sewer, water
quality, storm water management, transportation, and park system plans for the City of Arden Hills.

Staff had originally anticipated selecting fIve fIrms per category; this was reduced to three to four fIrms
after analyzing the projected work in each category. Staff felt that a larger pool could not be justifIed for
some of the categories, as we do not anticipate many projects over the next several years. We felt
comfortable increasing the pool to four for the Planning and Municipal Projects categories, because these
are the areas where the City would likely generate more projects that may need to be hired out to
consultants.
Staff felt that the interview process went extremely well. We were pleased with the quality of the
consultant teams; it was diffIcult to narrow the fIelds. The fIrms in each category were selected based on
experience that would prove benefIcial to Arden Hills. For example, the fIrms selected for the Surface
Water Resources Engineering category showed extensive experience and a good working relationship
with the Rice Creek Watershed District (RCWD), which is important to Arden Hills, as the entire City is
under RCWD jurisdiction.
The fIrms selected for planning all had extensive experience with overall water and sanitary sewer system
plan review, including water tower and lift station design. In addition to this, SRF is currently working
on the AUAR for the TCAAP site. Representatives from WSB worked on the TCAAP groundwater
treatment system when it was installed in the 1970s.
The fIrms in the proposed Municipal Projects pool all showed strengths in preparing and completing
public improvement projects, realizing the importance of communication with City staff and affected
property owners.
The fIrms in the Miscellaneous Engineering category have signifIcant experience in dealing with
BrownfIelds, as well as knowledge about the contamination on the TCAAP site. Barr Engineering has
worked with the City of New Brighton extensively on TCAAP related contamination, and representatives
from Bonestroo have worked on the site itself during employment at previous fIrms.

The firms selected for Traffic and Transportation Engineering have worked with MnlDOT and Ramsey
County, and have the capabilities of perforrrring regional modelinglreview as well as more localized
analysis.
As projects arise that will need to utilize a consultant's services, City staff will determine the appropriate
category, and ask those firms for a proposal. Staff will review the proposals and select a consultant to
complete the project.
Attached are excerpts from the proposals submitted by the firms recommended in the pool. If any of the
City Council members would like to review the entire proposals, staff has copies available.

Barr's Interest
The basis for Barr's interest in the categories listed above are listed below:
. The City of Arden Hills' engineering needs align nicely with and can draw upon Barr's core services,
which focus on the comprehensive management of municipal and regional resources. Since the
1960s, we have worked with more than 50 municipalities, providing a wide variety of capital im-
provement and resource management services. Of particular interest to our staff are the development
of infrastructure improvement and park facilities. We have worked with municipalities and park dis-
tricts to provide quality-of-life improvements to meet the needs of a growing population, while main-
taining the integrity of natural resources through innovative management plans and designs. We have
led the way in providing unique state-of-the-art services, such as the implementation of rainwater gar-
dens, to solve municipal stormwater and drainage problems.
. We look forward to building a long-standing relationship with the City of Arden Hills. At Barr, we
value relationships with clients that not only give us the opportunity to complete interesting and chal-
lenging projects, but also allow us to serve as an extension of their staff and build relationships that

Barr serves many watershed districts and water management organizations within the Twin Cities metro-
politan area. The city of Arden Hills lies completely within Rice Creek watershed district, a district Barr
does not represent. Consequently, this does not present a potential conflict of services.
Since the early 1960s, Barr has worked with more than 50 municipalities in Minnesota and neighboring
states, and our clients range from small municipalities to major metropolitan cities. We've successfully
provided Arden Hills' neighboring municipalities, including Mounds View, Circle Pines, Shoreview, and
Blaine, with a wide range of engineering and environmental services. We have also worked with munici-
palities, counties, and other public agencies to design and implement geographical information systems
(GIS) and custom software applications and to provide services ranging from health and safety and labo-
ratory operations to public relations and technical writing. Based on our long record of service and large
staff base, clients rely on us for comprehensive engineering, technical and communications services. We
take great pride in treating our municipal clients' problems as our own, meeting aggressive completion
deadlines and developing creative solutions to meet the client's specific needs.
A key to our long-term client relationships is our willingness to tailor our services based on a client's

also developed a steady-state flow model and evaluated fluid transient potential for a multi-well pumping
system. From this work, it was determined that significant additional sources of water would be needed to
supply the plant with the water needed for its processes.
Following that first phase ofthe project, we worked with MCP to connect a number of existing remote
wells to the plant via an II-mile-Iong pipeline that ran through undeveloped agricultural areas outside of
the city of Marshall. We also helped size the well pumps to work together and supply the plant with wa-
ter, and evaluated design alternatives to reduce or avoid the possibility of pressure surges that are com-
mon in such systems. Part of this work included obtaining permits from the Department of Natural Re-
sources to cross the Redwood River and other protected waters of the state. Due to the fast-track nature of
the project, we worked with the contractor to implement construction techniques that allowed the DNR to
approve the protected-waters crossing permit very quickly.
In addition, we worked with the U.S. Army Corps of Engineers to obtain permission to install several
miles of pipeline on land that was part of an existing flood diversion project constructed by the Corps to
protect the city of Marshall. This work was also conducted on a fast-track basis; Corps approval was
obtained in a matter of weeks, instead ofthe months such approval usually requires.
Surface Water and Natural Resources
Employing team members with complimentary areas of expertise, Barr has conducted numerous natural
resource inventory surveys. Barr staff boasts both training and experience in employing Minnesota Land
Cover Classification Surveys (MLCCS), and we have spent countless hours in metro area prairies, wet-
lands, woodlands, and forests, identiIying plants, assessing community conditions, and noting the degree
of non-native plant invasion.
For over two decades, Barr's wetland specialists have worked with cities and counties, watershed dis-
tricts, private businesses, and industry on wetland identification, delineation, characterization, and map-
ping through hydraulic and hydrologic modeling; function and value assessment; planning, protection,
and management, including erosion control; permitting assistance; regulatory negotiations; restoration,
mitigation and banking; mitigation monitoring and reporting; and historical wetland surveys.
Barr has also provided comprehensive stormwater services for municipalities, watershed districts, and
industries. We have designed culvert systems, storm sewers, detention basins, and water quality ponds,
and developed stormwater non-degradation plans, storm water pollution prevention plans, and comprehen-
sive surface water management plans, along with total maximum daily load (TMDL) studies. Barr has
also designed a number of alternative stormwater solutions, including the development of rainwater gar-
dens and porous parking lots.
Barr routinely employs Arc View GIS to manage, interpret, and present a wide variety of data, including
ArcllNFO coverage, relational databases, images, global positioning system (GPS), and ASCII data. We
have used ArcCAD to develop GIS coverage for wetlands, land uses, soils, and surface-water divides for
water resources projects and have developed interfaces that allow the use of ArcCad for pre- and post-
processing for hydrologic and water quality models. Our expertise in GIS allows us to assemble data
quickly and accurately, and to manipulate it in ways that allow clear understanding of what's on the
ground.

The EA W looked at a number of issues, including:

During the environmental assessment, Barr also looked into the existence of rare plant and animal species
and archaeological or historic sites.
In addition to the EA W, Barr prepared a wetland encroachment and mitigation plan as well as a water
quality monitoring plan, which called for weekly in-lake sampling during dredging operations, daily
water grab sampling from the outfall of the dredge spoils containment pond, and sample analysis and
reporting. Permit applications to the MDNR MPCA, and U.S. Army Corps of Engineers were also pre-
pared for this project.

Northwest Quadrant Redevelopment Project
City of New Brighton, Minnesota
The 90-acre Northwest Quadrant Redevelopment Project area is located northwest of the Interstate High-
way I-35W and 1-694 interchange in New Brighton, Minnesota. The NW Quadrant area has been devel-
oped for over 100 years with a wide range of industrial and commercial uses on 15 properties, including
a former petroleum refinery, a solvent recycling facility, railroad, two former municipal and demolition
dumps, an asphalt mix plant, stockyards, two rendering plants, and gasoline stations. Over the past sev-
eral years, the City of New Brighton has been proceeding with a revitalization plan that includes ap-
proximately 40 acres of new residential housing and 50 acres of commercial office space.
As the City's consultant, we have completed Phase I and Phase II Environmental Assessments, and
evaluated and developed Response Action Plans in support of the redevelopment. Barr has also completed
evaluations and cost estimates for solutions related to the complexities of redeveloping over the former
dumps and relocating a major sanitary sewer interceptor that crosses the property and the old dump. Barr
has also been assisting the City with acquisition, condemnation, and relocation efforts of the existing
property owners. "No association" determinations have been obtained from the MPCA VIC program for
each successive parcel the City has investigated and acquired.
Currently, the environmental cleanup cost in support of the entire redevelopment is approximately $10
million and the planned redevelopment is estimated increase the property values on the NW Quadrant
from approximately $15 million to more than $250 million. We have assisted the City in obtaining $2.3
million in state grant funding (Petrofund, DEED, Met Council) for the environmental cleanup and the
City is planning on pursuing additional funding as the redevelopment progresses.

Marcus Thomas, P.E. is an Associate and Project Manager with more than twelve years of experience at
Bolton & Menk. Since joining the firm in 1993, he has had a wide range of experience in project
administration from conception through construction. His background includes the development and
design of numerous municipal projects including street reconstruction, sanitary sewer systems, water
distribution systems, and stonn water systems. He also has experience in the design of commercial and
residential developments. His administrative duties have involved the management of all project phases
including preliminary engineering reports, final design, cost estimates, presentations, bidding assistance,
and construction administration. He has served as a public information facilitator for high profile
municipal projects. He has assisted communities in seeking and acquiring state and federal project funding
and has assisted in state lobbying efforts for special legislation funding. An extensive background of
construction observation and land surveying has also given Mr. Thomas significant experience in
construction techniques and public interaction.
Mr. Thomas' variety of engineering projects including storm water management, infrastructure

managing the highway design, traffic and transportation planning projects for the Transportation
Department of Bolton & Menk, Inc.
Prior to joining the fum in February 2003, he was the District Engineer for the Mankato District of the
Minnesota Department of Transportation. As District Engineer, he worked with all levels of government,
corridor advocate groups, elected officials, businesses and the general public. Mr. Huseby frequently
represented Mn/DOT at public speaking engagements, and was also involved in public participation
processes and consensus building efforts. He was directly responsible for managing the broad range of
activities associated with a large public works organization. During his twenty-year tenure with Mn/DOT,
Mr. Huseby worked in a variety of transportation engineering positions.

Chris Chromy, P.E., P.T.O.E. is a Transportation Project Manager in the Burnsville office of Bolton &
Menk, Inc. He has over twelve years of transportation engineering experience, including transportation

Mr. Chromy is experienced in surface transportation engineering including preliminary and final roadway

UNDERSTANDING ARDEN HILLS' NEEDS
Arden Hills is at a unique point in its history. With the Twin Cities Army
Ammunition Plant (TCMP) property redevelopment, the City will realize
significant growth over the next several years. As population growth
occurs, the City will need to keep pace with infrastructure planning, capital
improvements, and management of growing infrastructure systems. Arden
Hills will have an increased need for a consultant that is responsive,
supportive, and an advocate for your stakeholders.
We anticipate the greatest challenges for the City in the following
categories.
TCAAP SITE REDEVELOPMENT
As the TCAAP area is phased for redevelopment, numerous infrastructure
improvements and expansions will be necessary. State and County
infrastructure, particularly those affecting transportation systems, and
private infrastructure will require significant modifications. Negotiating the
stakeholder issues, developer pressures, and environmental concerns will
require strong technical expertise, leadership, and communication skills on
the City's behalf.
These challenges provide tremendous opportunities when they are well
planned, effectively managed, and expertly implemented. Specific needs
associated with the TCMP project include:

In May, 2007, the firm Edwards and Kelcey merged with Jacobs Engineering

Comprehensive Sanitary Sewer Plan Update, City of
Maplewood, MN
Kimley-Horn provided services to the City of Maplewood
to update their comprehensive sanitary sewer plan. The
update addressed some inconsistencies in the City's
previous update, and considered future development/
redevelopment in the City. Part of the update was an
analysis of the 74 sewer districts within the City to
determine projected sewer flows for current development
as well as for future development/redevelopment through
2020. The update also included the preparation of a
capital improvement program for future sanitary sewer
improvements.
South Grove Street Reconstruction, Phases 1 and
2, City of Inver Grove Heights, MN
Kimley-Horn provided final design services for the City of
Inver Grove Heights' 2006 and 2007 street reconstruction
projects. The two projects included more than eight miles
of residential neighborhood street reconstruction. The
projects included pavement design, the evaluation of the
need for concrete curb and gutter replacement, the
evaluation of the 1960s vintage water main system, and
the installation of storm sewer throughout the
neighborhood.
Old Highway 8 Reconstruction, City of New
Brighton, MN
Kimley-Horn provided preliminary and final design

services for the reconstruction of 2,900 linear feet of Old
Highway 8 from 1-694 to the north. The project includes
the reconstruction of an existing four-lane undivided
roadway to a four-lane divided roadway with on-street
parallel parking. The improvements include new storm
drainage systems, new water main, and sanitary sewer
repairs. The project also includes significant streetscape
amenities including decorative street lighting, colored
concrete pavement and sidewalks, irrigation systems, and
landscape plantings.
Gladstone Area Redevelopment, Maplewood, MN
Kimley-Horn is preparing a redevelopment master plan for
a 250-acre, mixed-use area for the City of Maplewood.
The master planning process includes the review of
existing public infrastructure (water main, sanitary sewer,
storm sewer, streets) in the project area and the
determination of infrastructure improvements necessary to
support the proposed redevelopment. The redevelopment
master planning process includes significant public
involvement, including the involvement of a 20-person
task force. Kimley-Horn also is providing feasibility study
and finai design services for the first phase of the
redevelopment, which includes developer coordination,
intersection improvements, roadway reconstruction,
drainage improvements, and roundabout design.
2005 MUSAlBluff Creek Boulevard Improvements,
City of Chanhassen, MN
Kimley-Horn provided services to the City of Chanhassen
for the development of their 2005 MUSA expansion area.
This inciuded Alternative Urban Areawide Review,
feasibility study, final design, and construction phase
services for the extension of public infrastructure
(roadways, sanitary sewer, storm sewer, and water main)
to serve a 640-acre area. The improvements were
coordinated with Mn/DOT since the 2005 MUSA area
borders Mn/DOTs TH 312/212 design-build project area.
The 2005 MUSA infrastructure improvements included the

The City of Minneapolis selected Kimley-Horn to serve as
their on-call transit planning and design consultant. Tasks
include review, planning, and design of transit facilities in
the City of Minneapolis, including bus, light rail, bus rapid
transit, and commuter rail facilities. Other services include
transit-oriented intelligent transportation systems (ITS)
planning and design.
Surface Water Resources
Engineering
Kimley-Horn's surface water resources staff have been
called upon by numerous county, state, regional, and
municipal agencies nationwide. We are ready to serve you
on surface water projects, including storm water
management plans, stormwater modeling, storm drainage
plans, wetland delineation, mitigation analysis, and
function and values assessments of wetlands.
Metropolitan Airports Commission, Spillway 040
Repairs, MN
Kimley-Horn is serving the Metropolitan Airports
Commission to design a new overflow spillway to repair
the failed spillway. The project includes a tied-back sheet
pile wall and a rip-rap lined plunge pool.
Metropolitan Airports Commission, Pond 4 Outlet,
MN
Kimley-Horn is serving the Metropoiitan Airports
Commission to design a new Pond 4 outlet structure to
meet Minnesota Pollution Control Authority requirements
for emergency airport spill containment. The project
includes a special inlet metering structure with slide gates
connected to Minnesota River by 1,000 feet of 60-inch
storm sewer. The project is in the initial phase of a
multiyear program to improve the operation of a two-pond
stormwater management system for controlling airport
runoff entering the Minnesota River.

Wetland Inventory and Delineation, MN and WI
Team member Beth Kunkel, PWS,
has extensive delineation

delineations have included wetland

County Highway, the Ogle-Michels wetland
creation/stormwater retention facility in Fond du Lac, WI,
and a 16-acre site for the Illinois DOT She also has
written a stream restoration pian for the Village of
Menomonee Falls, WI.
Wetland Conservation Act Oversight, City of
Independence, MN
Kimley-Horn provides wetland reviews under the Wetland
Conservation Act for the City of independence. Beth
Kunkel, PWS, reviews permit applications for wetland fill,
site grading, mitigation plans, legal requirements,

The City has requested proposals related to five specific service categories.
Three of these categories - planning, design of municipal projects, and
miscellaneous management tasks - would be managed by our Municipal Group,
with assistance as needed from other groups within the firm. These three areas
are all discussed in this section.
Providing municipal engineering services is one of our core areas of expertise.
Our firm currently provides engineering services to over SO communities, either
as part of a consultant pool (similar to that which is being considered by Arden
Hills), as the consultant City Engineer, or on a project by project basis.
Examples of cities where we provide services as part of a pool include
Woodbury, Eagan, Bloomington, Shakopee, and Minnetonka, to name a few. A

Our municipal engineering group provides full services involved in the planning,

sanitary sewer collection and conveyance systems, and park systems. This

Our Municipal Engineering Team will be managed by Diane Hankee, with Jay
Kennedy as a resource for all projects. Jay and Diane have been working
together for the past six years on a wide range of municipal engineering
projects, and have developed a strong working relationship through their
experiences. They work particularly well together planning and reviewing
future development projects, implementing reconstruction projects, completing
unique and complex projects, planning for future infrastructure improvements,
providing innovative solutions to minimize construction costs, and financing
infrastructure improvements.
In additional to Jay and Diane, we also have included Dave Hutton, PE, as part
of our Municipal Engineering Team. Mr. Hutton is a Vice President at WSB, and
is the Manager of our Municipal Group. He will provide Diane with staff
members and resources to complete projects, and serve as a resource to the
team regarding public works issues.
