Backeround All cities in the metropolitan area are required by the Metropolitan Council to update their comprehensive plans in 2008. State Statutes and Metropolitan Council regulations require the Comprehensive Plan to address five topics areas (http://www.metrocouncil.org/planning/LPHlhandbook.htm): . Land use and housing; . Transportation; . Water resources management; . Parks and open space; . However, much of the required transportation chapter of the 2008 Comprehensive Plan is highly technical in nature and requires traffic modeling software and expertise that is not available in Arden Hills, Roseville, or from HKGi. At the May 29th, 2007, meeting, Staff proposed contracting with SEH, Inc. for transportation services related to the 2008 Comprehensive Plan update for an amount not to exceed $14,240. The City Council requested staff to issue a request for quote (RFQ) to obtain proposals from other transportation planning consultants. The RFQ was issued in June. Transportation Plan Overview The transportation section involves two primary components. There is the technical and analytical component, and there is the policy, strategy, and implementation component. While public input and participation are absolutely critical components of the overall Comprehensive Plan update, this request for transportation planning services focuses on the technical components set by the Metropolitan Council (Attachment 7C-2). The RFQ issued by the City did not include a specific public participation component. While the request for transportation planning services did not focus on public involvement, public input will still playa critical role in the overall development of Comprehensive Plan, including the transportation chapter. The technical component prepared by the transportation planning consultant will inform the policy, strategy, and implementation component. The public, City Council, Planning Commission, and other interested stakeholders will have an opportunity to discuss transportation issues, ideas, and policies during the overall Comprehensive Plan update process. If additional technical expertise is needed during the policy discussions, the selected transportation consulting firm will be available to provide that assistance at an additional cost. Our first step is to make certain that we are meeting the basic Metropolitan Council requirements. SEH, Inc is currently in the process of preparing transportation information to amend the City's 1998 Comprehensive Plan for the proposed TCAAP development. Due to potentially differing timelines, it may be necessary to amend the 1998 Comprehensive Plan before the 2008 Comprehensive Plan is finished. Despite the potential difference in timelines, the TCAAP transportation data will be integrated with the transportation data for the built portion of Arden Hills for the 2008 Comprehensive Plan update. If the timelines for the TCAAP development and the 2008 Comprehensive Plan ultimately coincide, the proposed amendment to the 1998 Comprehensive Plan may be dropped. City of Arden Hills City Council Meeting August 27,2007 \\Metro-inet.us\ardenhillslPlanning\Comprehensive PlanlTransportation Section\082707 - B&M 2008 Trans Camp Plan Update.doc Page 2 of 4 Request for Quotes The RFQ required the submitting consulting firm to meet the full technical requirements set by the Metropolitan Council for the 2008 Comprehensive Plan (Attachment 7C-2). In addition to the written and technical preparation of the transportation chapter, the consultant was required to include the following: . Attend one four hour workshop, one two hour City Council/Planning Commission workshop, and one two hour community meeting; . Complete a peer review of the TCAAP data that would be included in the 2008 Comprehensive Plan; . Incorporate the applicable TCAAP data that is being prepared by SEH into the 2008 Comprehensive Plan Transportation Chapter; The submitters could also provide quotes or hourly rates for two optional components: 1. Transportation Policy and Strategy Development 2. Incorporating Active Living Principles into the Transportation Plan The first optional component was a request for services to assist the City in developing a more comprehensive policy, strategy, and implementation section for the transportation plan. While this section is not specifically required by the Metropolitan Council, it may help the City create a more detailed implementation and policy plan for future transportation changes and improvements. It was Staffs intention that this option would be addressed at a later date if the City determined that outside assistance was necessary. The information collected during the community meetings, Planning Commission meetings, and City Council meetings will help the City determine if additional assistance is needed. The SOQs (submission of quotes) include hourly rates for future assistance. The second optional component was a request for services to help the City incorporate active living principles into the transportation section of the transportation plan. If the City would approve this optional component, it would be funded by the Blue Cross/Blue Shield grant the City received in 2006. The Metropolitan Council is not requiring the adoption of any specific health policies into the 2008 Comprehensive Plan. Quote for Services Upon review of the five submittals, Staff is recommending contracting with Bolton & Menk, Inc for a price not to exceed $14,018. The proposal meets the requirements set by the RFQ. The proposal includes hourly rates if the City needs additional assistance for developing strategies, policies, and/or implementation goals. The cost of the transportation section will be covered by the current comprehensive plan budget when combined with the recent Metropolitan Council planning grant. Staff is not requesting any additional funds for options one or two at this time. As noted above, option one will be addressed at a later date if the City determines additional assistance is needed. Staffis currently reviewing the City's needs related to the Blue Cross/Blue Shield grant. Although Bolton & Menk's quote is slightly less than SEH's quote, the actual cost difference will be negligible since additional staff time may be needed to coordinate between the two consultants. Both SEH and Bolton & Menk will play an integral role in the 2008 Comprehensive Plan update. The selection of Bolton & Menk as opposed to SEH the Comprehensive Plan update may also help emphasize the importance of the 2008 Comprehensive Plan for the already built area of Arden Hills as well as provide an additional viewpoint for the City as a whole. Finally, Bolton & Menk's proposal recognizes the importance of reviewing the TCMP data and the role that the TCAAP data will play in the Plan update. Staff Recommendation Staff is recommending approval to contract with Bolton & Menk, Inc. for transportation planning services related to the 2008 Comprehensive Plan update as outlined in their July 20,2007, quotes for services for an amount not to exceed $14,018 and authorization for the Mayor to execute a contract for said services. If option one or two appears to be necessary, Staff will bring information to the City Council at a future meeting. Introduction The City of Arden Hills is seeking quotes for professional services to prepare the technical transportation analysis section of the City's 2008 Comprehensive Plan. The City of Arden Hills lies approximately 8 miles north of the downtown areas of St. Paul and Minneapolis, Minnesota. It is situated in Ramsey County and covers 9.4 square miles with an estimated population of 9,692. The City serves as mme to many large corporations, numerous small to medium size businesses, and two (2) private colleges. Interstate 35W forms the western border of the City, Lexington Avenue the eastern border, County Road D the southern border, and County Road I is the rorthern border. Interstate 694, US Highway 10, and Highway 51 cross the City. II. Requested Services and Background As required by the Metropolitan Council and Minnesota State Statutes, the City of Arden Hills is currently in the process of updating the Cry's 2008 Comprehensive Plan. The expected completion date of the draft plan is April 2008. The City is seeking a consultant to complete the required technical transportation chapter of the Comprehensive Plan. The transportation chapter must meet the minimum technical and analytical requirements as set by the Metropolitan Council's Local Planning Handbook, 2030 Transportation Policy Plan, and Arden Hills' system statement as well as other applicable transportation plans. The transportation plan analysis must include the following analyses as described in Section 4 of the Metropolitan Council's Local Planning Handbook: 1. An assignment of socio-economic forecasts to Traffic Analysis Zones (T AZ) in map and table format; 2. A highway and roads plan that maps and describes existing roads and planned improvements, analyzes traffic volumes, addresses safety and capacity issues 3. A bike and pedestrian plan; 4. A special situations, as applicable, such as land use planning in high density subareas of the region, corridor studies and right of way preservation; 5. A transit plan for facilities and service; and, 6. An aviation plan that identifies aviation related facilities, addresses airspace protections. In addition to the written and technical preparation of the transportation chapter, the SOQ (submission of quote) shall include attendance at one four hour staff workshop, one two hour City Council workshop, and one two hour community meeting. The chosen consultant will not be expected to facilitate the meetings or prepare formal public presentations. The role of the consultant at these meeting would be to provide overall transportation guidance and respond to transportation related questions. City of Arden Hills: Request for Quote Page 1 of 5 While the transportation plan will ultimately need to include the entire City, the area south of Highway 96 will require most of the data gathering and analysis. The portion of the City south of Highway 96 is almost fully developed. No significant changes to the land uses south of Highway 96 are expected. The northern 2,400 acres of the City are located in the former Twin Cities Army Ammunition Plant property (TCAAP). The City is currently involved in a significant master planning process to develop 585 acres of the TCAAP property that are adjacent to Interstate 35W, US Highway 10, ani County Road 96 (www.ci.arden-hills.mn.us/tcaap). SEH, Inc is preparing the transportation data and analysis for the TCAAP property that will be used for an amendment to the City's 1998 Comprehensive Plan. The data from the TCAAP property will need to be incorporated into the City's overall transportation analysis for the 2008 Comprehensive Plan. The TCAAP transportation data will be available to the consultant hired to complete the overall transportation chapter for the City's 2008 Comprehensive Plan. The SOQ shall include peer review ofTCAAP Amendment prior to inclusion in the Update. The draft transportation analysis and write-up will be due to the City by October 15, 2007. The final version will be due by December 15, 2007. The City has contracted with HKGi, Inc, to help facilitate the overall planning process, and with the City of Roseville to complete the water resource management chapter. The Arden Hills' City Planner is the project coordinator. All final data and analysis shall be submitted to the City in generally accessible electronic formats. Where applicable, all map data shall be submitted in shapefile format. Ill. Optional Components A. Transportation Policy and Strategy Development: Based on the results of the required analysis, the City will review quotes for additional services to generate policies and strategies to address specific transportation issues. The initial proposal should include an estimated hourly rate to develop the policies and strategies. B. Active Community Living Grant from Blue Cross/Blue Shield of Minnesota: The City of Arden Hills is a grant recipient from Blue Cross/Blue Shield to incorporate active living principles into the City's 2008 Comprehensive Plan (www.designforhealth.net). As an optional part of the RFQ, the proposal can include a quote to perform services to create new plans or enhance existing plans that work to strengthen the community's trail network. The supplementary quote should include the estimated number of hours, the hourly rate, and a description of the deliverable. City of Arden Hills: Request for Quote Page 2 of 5 IV. Proposal Instructions A. Documents received after that date and time will not be accepted. C. SOQ Format Quotes must be prepared two-sided on 8-1/2" x 11" paper, with all text clear of binding. Use of 11" x 17" foldout sheets for large tables, charts or diagrams is permissible. Index the proposal and sequentially number all pages throughout or by section. Binders and covers will be at the Proposer's discretion. Please submit one unbound original and six (6) bound copies of the Statement of Quote. D. Examination of Proposal Documents By submitting a SOQ, the Proposer represents that it has thoroughly examined and become familiar with the work required under this request and that it is capable of performing quality work to achieve the City's objectives and meet Metropolitan Council requirements. E. Addenda/Clarifications Any changes to this SOQ will be made by written addendum and provided to all consultants who have received this packet. No verbal modifications will be binding. Pre-Contractual Expenses Pre-contractual expenses are non-reimbursable. These expenses include: . Preparation of the proposal in response to this SOQ; · Submission of proposal to the City of Arden Hills; · Preparation and participation in an oral interview; . Negotiations with the City of Arden Hills regarding any matter related to this proposal; and, . Any other expenses incurred by the Proposer prior to the date of execution of the proposed Agreement. v. Proposal Contents The Consultant's submittal must contain and clearly identifY the following elements. A Letter of Transmittal Address the letter of transmittal to Karen Barton, Community Development Director, and at a minimwn include the following: 1. Name of the firm, local address, email address and telephone and fax nwnbers of contact person during period of proposal evaluation and the date of your submittal; 2. Acknowledgement of receipt of SOQ addenda, if any. B. Consultant Qualifications/Profile Include qualifications of the firm as it relates to transportation planning services. C. Key Personnel The Consultant must provide the names, titles, and qualifications of key personnel that will be routinely assigned to City project. IdentifY the lead contact who will be responsible for the mamgement and administration of the project with the City. D. Project Timeline, Total Cost, and Deliverables. The quote must include a detailed description of the project timeline and deliverables for each stage of the project. Subconsultants If applicable, the proposal will identifY any subconsultants who may be necessary to complete any of the transportation planning services, including their qualifications, key personnel, experience, and resumes. F. Exceptions and Deviations Any exceptions to the requirements in this SOQ, must be included in the proposal submitted by the Proposer. Segregate such exceptions as a separate element of the proposal under the heading "Exceptions and Deviations." G. References 1. Please include a list of municipal clients where related services are/were provided by staff identified in Section D and the name and telephone number of a person who may be contacted at that municipality. 2. Include a list of current municipal clients identifYing projects in progress, the specific activities being performed, and the name of a person who may be contacted at the municipality. H. Fees 1. Please include a fee schedule for 2007, including hourly rates for the various classifications of personnel proposed to provide services under a contract with the City. IdentifY what services are excluded from these lDurly rates (i.e., mileage, copying costs). 2. Specifically state the firm's preferred method of calculating fees for different types of services provided. VI. Consultant selection process All SOQ's received will be reviewed by a panel of City staff. Based upon review of the SOQ's, City staff will recommend to the City Administrator and Council a firm proposed to be retained. At this time, interviews are not being planned as part of this process. If interviews are deemed necessary by the City, the schedule will be adjusted accordingly. The Arden Hills City Council will make the final determination of the municipal consultant to be identified and will be the contracting authority. Gl .a E i GI III Transportation System Statement-- Arden Hills Key Changes in the Plan The revised Transportation Policy Plan adopted by the Metropolitan Council in December 2004, is the metropolitan system plan for airports and transportation with which local comprehensive plans must conform. This system statement summarizes significant elements of the metropolitan system plan and highlights those elements that apply specifically to your community. In addition to reviewing this system statement, your community should consult the entire Transportation Policy Plan, the 2030 Regional Development Framework and other pertinent regional planning and policy documents, including the Aviation Policy Plan, to ensure your community's local comprehensive plan and plan amendments conform to the metropolitan system plans. A PDF file of the entire revised Transportation Policy Plan, the 2030 Regional Development Framework, the Local Planning Handbook and other regional planning and policy documents of the Metropolitan Council are available online at the Metropolitan Council's Web site: htto://www.metrocouncil.org/planning/framework/timeline.htm. The Aviation Policy Plan, adopted in 1996, is not available electronically, but a copy can be obtained by contacting the Metropolitan Council's Data Center at 651-602-1140. The revised Transportation Policy Plan incorporates the following changes: · The planning period has been extended from 2025 to 2030 · No significant increase in the level of transportation funding was assumed. · The expenditures shown in the Transportation Policy Plan must be constrained by the level of funding that is anticipated. However, the revised plan also examined two alternative scenarios - what could be built if highway revenues were increased by 30% over the next 25 years, and what it would cost to provide enough additional capacity to hold congestion to the 1998 levels. · The highway expansion projects shown in the plan have changed little since the 200 I plan, due to this lack of additional resources. (See Fig 4-11 for highway expansion proposals.) Metropolitan Highway System Plan investment priorities no longer contain the "Improvements" category. Most improvement corridors are now designated "Management" corridors. · The new investment timing provisions are contained in the Plan. Table 4-11 contains projects in MnlDOT's Highway Work Plan (scheduled in 2009-2013) construction, reconstruction, and bridge replacement greater $10 million. Table 4-12 contains Regional Priority Project to move into the 10- Y ear Highway Work Plan, if there are resources available in the 2005-2009 time period. · Funds have also been allocated to obtain right of way for new crossings of the Mississippi River between NW Hennepin and Anoka Counties and of the Minnesota River in the vicinity ofChaska. Construction dollars for these projects are not foreseen before 2030. · Chapter 5 contains new policies and procedures on managing the scope, cost and revenue sources ofprojects to insure that sufficient resources are available to implement the region's transportation priorities as shown in this plan. This includes procedures to manage the use of T-I Federal High Priority Project (HPP) funds and matching funds for these federal dollars. The Council and Mn/DOT will monitor scope and costs to ensure major projects continue to meet regional objectives in a cost effective manner. . The plan envisions significant improvements in the bus system, including new express bus routes, arterial corridor enhancements, suburb-to-suburb service, transit stations, park-and- ride lots and other features. The goal is to increase transit ridership 50 percent by 2020 and double it by 2030. . The plan proposes additional express commuter bus corridors as well as enhancement and expansion of existing bus service in freeway corridors. Within each corridor, express bus routes will be supported by park-and-ride facilities, circulator networks, and "transit advantages." · The plan includes construction of five new "transitways" on dedicated rights-of-way by 2020 to help slow the growth in traffic congestion and improve mobility, and three additional transitways by 2030. Unlike the 2001 plan, the technology for each corridor was not identified in the Plan; rather the most appropriate and cost-effective mode for any given corridor is best determined after extensive study of the individual corridor. Figure 4-2 (attached) shows the 2030 Transitway System and Express Commuter Bus System. · The plan now includes detailed information on the facilities needed for transit passengers, such as stations and park and ride lots, as well as facilities needed to support the transit system, such as garages and bus layover sites. (Figures 4-5 and 4-6). Communities should plan for development and redevelopment around stations and park-and-ride lots. · Policy 18 (previously policy 17) on transportation and land use elements in local comprehensive plans was rewritten and more detail provided in some strategies as to what the Council expects in local comprehensive plans. . The TPP now includes references to the regional aviation system as defmed in the Aviation Policy Plan. The 1996 Aviation Policy Plan remains in effect with the exception of the Land Use Compatibility Guidelinesfor Aircraft Noise. These guidelines have been updated and included in the TPP as Appendix H. System Plan Considerations Affecting Your Community 1. Metropolitan Highways Metropolitan highways and regional highway investment priorities for 2030 are shown in Figure 4-11. The city should refer to Tables 4-9 through 4-12 for major highway projects and proposed timing. The following metropolitan highway located within Arden Hills is planned for expanSIOn: . 1-694 2. Transit Routes and Facilities Arden Hills is within the Metropolitan Transit Taxing District. Arden Hills is within Market Area III. Service options for Market Area III include peak-only express, small vehicle circulators, midday circulators, special needs paratransit (ADA, seniors), and ridesharing. T-2 Arden Hills should identify existing transit service (available on the Council's website) and desired future transit service options consistent with the Transportation Policy Plan's transit system service areas (Table 4-1 and Appendix M). Arden Hills should list transit corridors (express commuter bus corridors and dedicated right-of- way corridors) and identify opportunities to promote higher density initiatives along dedicated transit corridors (see Figure 4-2). Arden Hills should identify existing transit passenger and support facilities and future improvements to and expansion of these facilities. Passenger and support facilities include shelters, transit centers, stations, and park-and-ride lots. Demand for future park-and-ride spaces was identified in the Park-and-Ride Facility Site Location Plan (www.metrocounci1.orgfoarkridefacilitvsitelocation/olan.htm) in the area of 1-35W and Highway 10. 3. Aviation Plan and Facilities The TPP/APP includes policies and text on protection of the region's airspace resources. The airspace policy states that both Federal Aviation administration (FAA) and MnDOT Aeronautics safety standards must be a major consideration in the planning, design, maintenance and operation of air transportation facilities and services. There are no existing or planned aviation facilities within Arden Hills. However, each community has a responsibility to include airspace protection in its comprehensive plan. The protection is for potential hazards to air navigation including electronic interference. Airspace protection should be included in local codes/ordinances to control height of structures, especially when conditional use permits would apply. The comprehensive plan should include policy/text on notification to the FAA as defined under code offederal regulations CFR - Part 77, using the FAA Form 7460-1 "Notice of Proposed Construction or Alteration". Regional Transit Standards Transit Market Areas While several factors influence the propensity to use transit, the primary predictors of transit productivity are density of origination and destination. There are four categories of transit markets in the metropolitan area. Transit markets in the Twin Cities are identified using four primary criteria: 1) population density, 2) employment concentration and job density, 3) trip volumes and patterns, and 4) transit dependent segments of the population. Different types and levels of transit services should be used for each transit market area. The region has four distinct market areas. Transit Market Area I has the highest density of population and employment, and is able to effectively support frequent regular route transit service. Because this is the most productive transit service area in the region, it should also be the area that receives a prioritized investment of transit resources. Due to the lower concentrated demand, it becomes more difficult to provide efficient transit service at reasonable costs in these areas. In the longer term to meet transit needs in suburban and rural settings, we need to promote the right type of land use and development densities that can sustain transit operations. The City of Arden Hills is required to updale their Comprehensive Plan every ten years. The current update is due by the end of2008 alld will look to the future year of 2030. The Transportation Plan is an important aspect of the Comprehensive Plan that will guide the City's transportation system for the next ten years. As consistent with the Metropolitan Council Local Planning Handbook, the 2030 Transportation Policy Plan will emphasize a multi-modal transportation system. The primary transportation network within the City of Arden Hills is composed of the interstate highway system, state highways, and county roads. In addition to serving local trips, these roadways also serve regional trips into and through the City. There is currently a high volume of traffic on these roadways within the City and this high volume generates areas of congestion during the peak hours of the day. As the City increases in size due to local growth, growth in the Twin Cities Anny Ammunition Plant (TCAAP) site, and regional growth within cities outside of Arden Hills, a citywide transportation system is important to ensure that traffic moves through the community safely and efficiently. Both lhe existing traffic conditions and the future traffic conditions will be looked at to produce a transportation plan that is useful to the local and regional community; now and into the future. The Transportation Plan will address the question of how the community as a whole will be connected to the rest of the Twin Cities metropolitan region and beyond. Roadways classified. as B-Minor Arterials include Snelling Ave (CR 76, Old Hwy 10), County Road E2, County Road F, Hamline Ave (CR 50), County Road I, and New Brighton Road, while the Major Collectors include Lake Johanna Blvd (CR 149) and Lake Valentine Road. 2030 Forecasts will not be developed for non-arterial classified roadways except as noted above. The final version will be completed two months later, following City review and comments. A proposed schedule is illustrated in the following chart. This schedule may be adjusted to reflect the City's preference for public and staff involvement in the process and to provide flexibility for the meeting dates. Normally, fees. for project design services will be provided on an hourly basis, with a mutually agreeable total estimated fee or, when the scope of services is clearly defined, a not-to-exceed maximum limit. Alternatively, when both parties are in agreement, a lump sum fee may be agreed upon for total compensation. Due to contractors' control of the means, methods, timing and schedule, it is generally anticipated that construction phase services will be provided on an hourly basis, with an estimated budget prepared prior to construction commencement. The following Schedule of Fees is based upon competent, responsible engineering and surveying services and is tlle minimum, below which adequate professional standards cannot be maintained. It is, therefore, to the advantage of both the Professional Engineer or Surveyor and the Client, that fees be commensurate with the service rendered.
