TCAAP Update
Acquisition of TCAAP Property
. The City, RRLD, GSA and Army had a conference call on August 14, 2007 and discussed the
water treatment plant and piping and whether this would be a credit or not (not resolved and is an
on-going discussion). The City and RRLD is still waiting on interpretation from the Army
whether vapor intrusion is considered a remediation cost. The group will have a conference
another call on September 11, 2007 to discuss building remediation and credits.
. The deadline to reach agreement on the amount of credits for environmental clean up, etc. is
August 31, 2007 and the parties agreed to extend the deadline to February I, 2008. This will
require the 6th amendment to the Offer to Purchase (OTP) which will be brought back to the City
Council at their August 27, 2007 meeting for consideration and approval.
. City and GSA Attorney will be meeting September 26-27 in Washington to discuss FaST,
FOSET, MOA and insurance.
Master Piau
. At their August meeting, the Task Force agreed to continue to meet through the end of the year to
finalize the remaining aspects of the process. Following is the anticipated schedule:
o September 13 - discuss park costs & concepts
o October 4 - discuss design guidelines for residential components
o November 6 -discuss design guidelines for streets and discuss Task Force
recommendation to City Council
o December 6 - discuss design guidelines for commercial/retail/office, master plan update
and Task Force recommendation
AUAR
. The original deadline to compete the AUAR was November 2007. Since the deadline for
the credit negotiations has been pushed out to February 1, 2008, the AUAR schedule will
be revised to allow for a more accurate and thorough review. SRF will be providing the
City an updated timeline, with completion by June 30, 2008.
County Road H
. At the August 20, 2007 Council work session, the Council reviewed three new versions/options
for County Road H to address design and environmental concerns raised by various govemmental
agencies. SEH will be submitting these revisions to MNDOT for comment.

. At the August 13, 2007 Council work session, the Council discussed the need for an access off of
Hwy 10 into TCAAP (whether it is grade separated or not is still up for discussion) and stated
they would like to explore all possible options to remove/reduce the frontage road from the west
side of Hwy 10 to lessen impacts to Arden Manor. At the August 20, 2007 work session, the
Council discussed other options to reduce the impact to Arden Manor. Based upon discussions,
SEH will be reviewing and modeling an option for the City to review.
Master Development Agreement
. At the August 9, 2007 work session, the Council discussed appropriate density levels for housing
to be developed at TCAAP. Based upon the discussions a target density level and population was
preliminarily determined. On August 31, 2007, staff and two Council members will meet with
RRLD to discuss the outcome of that meeting.
Congressional Letters and Meetings
. City staff continues to send out letters on a monthly basis and the next one will be sent out the
week of August 27th (typically the last week of month).
