TCAAP Update
Acquisition of TCAAP Property
. On September 4, 2007 the City received revised FaST, FOSET and draft MOA from the GSA
Attorney. Staff win be having a conference can with the City's Attorney on September 6, 2007
to discuss and prepare written comments and response.
. Next scheduled conference can with City, RRLD and GSA is September 11, 2007 to discuss
building remediation and credits and to review status of other tasks assigned.
. Due to a scheduling conflict, the City and GSA Attorney win be meeting on September 24-25
rather than September 26-27 in Washington to discuss FaST, FOSET, MOA and insurance.
Master Plan
. Meetings with the Task Force and Planning Commission are on hold until the City resolves the
level of various types of development they would like to see developed on the site.
. City Staff, two Council members and representatives from Ehlers met with Ryan on August 31,
2007 to discuss the difference of approximately 100 acres between the framework vision and the
composite plan. It was discussed that the main difference was that the Framework Vision acreage
calculation included roads and open space in the equation and that in the composite plan, these
items were "netted out." In addition, Ryan was provided input regarding density of residential
(and how this equates to possible population) and commercial development. Ryan is reviewing
how to rework the development and will provide the Council a financial model/analysis based
upon their request for review and discussion at a future work session.
AUAR
. City has received a revised timeline for the AUAR which changes the deadline for adoption of the
Final AUAR by June 30, 2008. In addition, staff has received a draft copy of the AUAR which
they will be reviewing on September 7, 2007 with SRF and other consultants involved in the
process.
Comprehensive Plan (full update and ameudment for TCAAP)
. On August 27, 2007, the City Council approved a contract with Bolton and Menk, Inc. to
complete the transportation planning portion of the Comprehensive Plan.

Hwy 10 and 96
. At the August 27, 2007 Council meeting the Council received a copy of the updated modeling
option from SEH for their review. The Council will discuss the updated modeling at a future
work session (no discussion or action was taken on the option on August 27, 2007).
RIce Creek Parkway
. Staff met with the Ramsey County on August 27, 2007 to discuss the status/ownership of roads
through the TCAAP development. The County stated it made sense for Rice Creek Parkway to
be a County road, due to the traffic volumes and connectivity. The County stated that the City
should currently just look at the section of Rice Creek Parkway from Hwy 96 to County Road H.
If the section of Rice Creek Parkway from County Road H to County Road I is connected in the
future, it can be considered and added as a County road at that time. They stated that County
Road H east ofDS Hwy 10 is currently not the County's, but it would make sense to have this be
the County's jurisdiction as well, due to the reconstruction of the interchange. They also stated
that it may make sense for the access to TCAAP off ofDS Hwy 10 up to Rice Creek Parkway to
be the County's as well.
Market Study
. Staff has received three proposals from firms to complete a residential and/or commercial market
study for TCAAP. Staff will summarize the proposals in a memorandum for the City Council
and interviews with the firms will be scheduled once it is determined which two council members
would like to be on the interview committee.
Communication Strategy
. Based upon feedback from the Communications Committee, staff has requested proposals from
two firms to assist the City in developing a communications plan and assist with implementation
of it. The two firms are Davis Communications Management and Goff and Howard. Staff
expects to receive proposals by the end of the week of September 10, 2007. Once proposals are
received, staff will provide a summary memorandum for the Communications Committee and
City Council. It is anticipated that the Communications Committee will discuss if interviews are
warranted or not and will provide a recommendation to the City Council for review and
consideration.
Engineering
. Staff met on September 4, 2007 to discuss engineering needs for TCAAP from October I, 2007 to
June 30, 2008. The City Engineer will be the primary resource for TCAAP but TCAAP issues
related to transportation and remedial investigation review will need to be addressed by a
consultant engineer. The City Engineer will be putting together a schedule of needed
products/services for this time period and will obtain proposals from the Council approved
engineering pool. Any contracts for services will be brought back to the City Council for review
and approval.

Congressional Letters and Meetings
. Meetings were set up with the Minnesota congressional delegation during their recess to provide
a general update on TCAAP. The following meetings were attend by Staff, varying Council
members, RRLD and McGrann Shea (lobbyists):
o Meeting with Representative McCollum on August 27, 2007
o Meeting with Senator Klobuchar's staff on August 29,2007
o Meeting with Senator Coleman on August 29, 2007
. Next congressional letter will be sent out by September 7, 2007.
