BACKGROUND
On l'vlonday, August 27, City Council was provided a copy of a new concept plan for the abovc-
rcfercnced project. (A black and white copy is attached for rcfercncc) Thc Council has
rcvicwcd many concepts to date, and this latest is another attempt to reduce thc impact on
ncighboring homcs and businesses. Tonight is an opportunity for Council to rcvicw and
commcnt on the latest concept.
DISCUSSION
Thc primary purpose for tonight's work session is for Council to discuss the ncwcst concept for
Highway 10 and 96. It should be noted that this latest conccpt was put together very quickly
without a lot of detail, just to see if it would work conceptually. At this timc, staff and
consultants would like input fl'om Council to determine if further work should be done on this
conccpt. As previously noted, there are many details that would not be known until if and when
a concept design proceeds to preliminary design enginecring.
Council last discusscd this project at the August 20 Work Scssion. At that time, Council was
still considering a conccpt that included a full intcrchangc on Highway 10, north of Highway 96,
with a frontage road running north and south along the west sidc of Highway 10. Thcre werc a
series of questions that Council was discussing in order to advance the discussion.
The conclusion of thc Council the evening of August 20 was to direct staff to follow-up on four
areas, which are listed below. It should be noted that the newest concept that Council is
discussing tonight, had not been prepared yet. However, tonight's mccting will provide an
opportunity for staff and consultants to provide updates in these four areas.
I. Compare costs to move the manufactured homc community vs. costs to movc Schcrer
Brothers.
2. Confirm and give more information re: cost of moving manufactured homes.
3. Impact of rcmoving the access road, with traffic bcing divcrted onto the TCAAP
property.

4. Discuss the land acquisition process in terms of the properties that may bc affected by
the project.
In tcrms of item #1, Stacie Kvilvang of Ehlers and Associates has been working on estimates.
We will be able to prcsent some information to Council on Monday night. Stacie has worked
with appraiscrs to look at recent acquisitions, Ramsey County Property rccords, and other
resources to develop these estimates.
ltem #2 was addressed at the September 10 City Council meeting. Ken Hclvcy of SRF gave a
prescntation regarding relocation benefits. If Council desires additional follow-up in this area,
pleasc advice staff during the work session discussion.
]n rcgards to Item #3, SEH will be available at the meeting to discuss potential traffic impacts,
and Ryan can address impacts on the development of the TCAAP propelty.
The last itcm is one that I have been working on with Attomey Filla. I asked him to prepare a
written rcport to outlinc some of the issues relating to land acquisition for public projects.
On September 12, thc Mayor and I attended a meeting with the legislativc tcam. In attendance
were representatives from Ryan and from McGrann Shea, who are working on transportation
funding. As Council is awarc, we submitted an application for the 2008 bonding bill. It was
indicatcd at the mceting that the legislative tours of projects that were submitted for the bonding
bill would likely occur in November.

StafT is requesting direction from Council on next stcps for the discussion regarding Highway 10

Furthcr questions that need answers or additional information desired by Council.
Consensus on either proceeding or not proceeding with a concept plan.
Scheduling of any additional work sessions or meetings related to this project.
Possible schedule for an upcoming agenda, to approve a concept plan, and actions
rclated to that approval (thcre would be threc actions, similar to thosc approvcd in
relation to County Road H - see footnote).
