"As noted in Chief Boehlke's letter, these repairs were not included in the 2007 CIP. How3ver, other items that were included in the 2007 CP
have been deferred or postponed. These repairs will be paid out of the Public Safety Capital Fund, not the General Fund.
Staff recommends proceeding with recommended repairs. In 2001, repairs were made to the roof at this Station; however, those were not
in the same area as these proposed repairs.

Subject: Station I roof repairs
Michelle,
I spoke with you recently about a problem with the roof at Station # I located a13246 New Brighton Road. We have
a section of roof near the rear of the building that has developed leaks; the leaking water has damaged the interior of
the building. So fur the damage has not caused structural problems but bas severely damaged sheetrock and ceiling
tiles. The subsequent waler damage has also allowed mold to develop on both sided of the wall and carpeting.
The roof in question was built in 1987 as part of the fire station remodeling project The roofing material is a rubber
membrane with ballast rock covering the sorfuce. This roof has never been replaced since it was built in 1987. In
2001 a large area of the membrane roof was replaced that covered the north half of the building mostly apparatus
bays-
After talking with you about the leaking roof and subsequent water damage inside UFO Station I, I was directed to
get bids for the needed repairs. We received three bids from area contractors. The bids include replacing a 20' X
20' section of rubber roof, replacing sheetrock and insulation, Painting the room, Mold remediation and replacing
damaged ceiling tiles.
Bids received:
DeSchane Remodeling Inc.
$8,000 20 year roof warranty
Bauer Homes & Investments
$11,273 5 year roof warranty
Hunerberg Construction Co.
$18,200 not specified
Although the needed repairs are not in our CIP budget fur 2007, the fire department had budgeted $35,000 for stucco
repairs which we decided not to do because stucco was in decent condition and we felt this shonld wait until "needs
assessment" is completed.
The Fire Department also eliminated $4,878 (Arden Hills share) for Mobile computers fur the vehicles. This has
been put on hold until we can negotiate a more reasonable user fee from the City of St Paul.
The fire department has been careful to do only necessary repairs to the building until the future fute is decided. The
leaking roof does need to be repaired ASAP to prevent further damage and to provide a safe and healthy work
environment for our firefighters.
I am recommending that the Fire Department hire DeSchane Remodeling for the $8,000 they bid, and include an
additional $1200 for carpet replacement in the affi:cted room. The total project cost will be $9,200.
Please let me know if you have any questions or require additional infonnation.
Sincerely,
~
Tim Boehlke

MEMORANDUM
DATE:
September 19, 2007
TO:
Michelle Wolfe, City Administrator,
Karen Barton, Community Development Director
FROM:
Dave Scherbel, Building Official
SUBJECT:
Lake Johanna Fire Station One roofrepair
Backl!round
Staff was called upon to do an inspection of the roof at 3246 New Brighton Rd, regarding a
leaking problem. The area in question is located at the North east comer of the building.
It is a smaller separate section of roof that was part of an addition installed in 1987.
Report
Staff did a visual inspection of the roof and interior space directly below the roof that is leaking.
It appears that the roof is leaking at the outer perimeter walls, through the flashing. The water
leaking into the building has done significant damage to the sheetrock, with some mold apparent.
The carpet appears to have some water damage as there was a slight musty smell. Staff was
informed that the carpet had been wet several times in the past.
Recommendation
With the significant water damage observed inside the room, staff recommends replacement of
the roof as soon as possible. The damaged sheetrock and carpet should also be replaced once the
roof has been repaired.
