BACKGROUND On July 10, 2006, at a Regular City Council Meeting, the tennis court maintenance plan was discussed. The City Council made the decision to budget in 2007 for a complete reconstruction of the Cummings Park Hard Courts. It was concluded that these courts have cracks that cannot be resolved by simply resurfacing. The pavement needs to be removed and the subgrade needs to be evaluated and re-graded. Mounds View High School just recently had their courts reconstructed for similar reasons; the City contributed $8,750 toward that project. BUDGET Staff budgeted $35,000 for the Cummings Park Hard Court Project in 2007. Plans and specifications are needed to ensure accurate quotes and project quality. Staff had anticipated utilizing the City Engineer for this project. However, due to time constraints it was determined that it would be more efficient to utilize the recently approved Engineering Pool. Therefore, quotes were solicited from the four firms in the Municipal Projects Pool. Staff received quotes from all four firms. Amounts proposed are below: Plans and Specifications Construction Observation (Optional) Bolton & Menk, Inc. $8,990 $55-$120 per hour Kimley-Hom and Associates $10,300 $90-$115 per hour McCombs Frank Roos Associates, Inc. $7,500 $65-$112.50 per hour WSB & Associates, Inc. $6,440 $83.00 per hour \\Metro-inet.us\ardenhills\PR&PW\Parks\Memos\Council Memos\Engineering - Cummings Park Tennis2.doc Engineering - Cummings Park Hard Court 9/1812007 Page 2 After reviewing the proposals, staff recommends that we engage WSB & Associates to complete this work at a labor cost not to exceed $6,440. Staff requested that construction observation be included in the RFQ as an optional cost. The City of Roseville's engineering staff may be able to complete this work, however, that will not be able to be determined until a more detailed construction timeline is known. Since the number of hours required for construction observation is dependent on the contractor's schedule, we have provided the hourly rates for this task. rfWSB & Associates, Inc. would be utilized for this optional service, their rate for construction observation is $83 per hour. PROJECT SCHEDULE Staff has set an aggressive schedule for the engineering and construction of this project, with completion occurring this fall. Staff does not anticipate that this project will need to go out for bid. However, if competitive quotes come in over $50,000, the bidding process could delay project completion until spring 2008. The improvements include replacement of existing tennis and basketball courts. WSB & Associates will perform the following services: Field Survey: We will complete a boundaryltopographic survey over the affected project area and prepare a base map to be used in final design. The survey will be based on the Ramsey County Coordinate System. We will also include the approximate location of private and public utilities based on as-builts provided by the City and through a Gopher-One-Design design locate (other public and private utilities). Final Design: This will include preparation of plans and specifications necessary for final construction. Our documents will include the following: . Removals . Site plan including grading and drainage . Asphalt pavement design and details . Erosion control plan and erosion permit from Rice Creek Watershed District . Specific technical specifications . Engineer's opinion of probable construction cost We will also provide a recommendation for salvaging or replacing existing nets, posts, fencing and other applicable items. We will base our recommendation on the quality and function of the item and provide a cost comparison for installing new materials verses salvaging the existing items. In addition, we will be available to help solicit quote/bid proposals for the project and review contractor bids. Construction Observation (Optional): WSB & Associates will provide construction observation at the City's request.
