Motion to award bid for 2007 Storm Sewer Modifications Project to
Burschville Construction
BACKGROUND
As part of the 2007 PMP Mill and Overlay project, the Rice Creek Watershed District (RCWD)
required the Arden Hills to construct biofiltration features for water quality improvements. Staff
had preliminary discussions with the RCWD early in the design process and was of the
understanding that no permit or construction of additional features would be required, as this was
a maintenance project with mill and overlay and reclaiming. Maintenance projects typically do
not require a RCWD permit. When submitting the plans for a courtesy review, the RCWD
indicated that a permit would, in fact, be required, and where feasible, they would require water
quality features, because they do not consider reclaiming to be maintenance. Staff met with the
RCWD again for further discussion on the issue, and all parties concluded that there were three
feasible areas for water quality features within the project.
The project was already let when RCWD notified us of these requirements, and the contractor's
estimate for this construction was high, at almost $30,000. Staff felt a project specific to storm
sewer improvements would result in a lower construction price for these features. The City of
Roseville is completing a storm sewer improvement project this falL The proposed biofiltration
features for Arden Hills have been included in Roseville's storm sewer project. The project was
advertised during August and September, and bids were opened on September 19, 2007.

DISCUSSION
The proposed improvements include three areas of the 20.0.7 PMP project.
. Brighton Wav: the construction of a wooden skimmer/weir is proposed at the
outlet of the wetland area between New Brighton Road and Brighton Way. The
skimmer/weir will be constructed one foot higher than the existing outlet invert to
provide additional detention time. This wetland is surrounded entirely by streets
with no homes directly adjacent to it; the increased detention time does not create
a flooding concem. Six curb cuts were already constructed as part of the PMP
project to allow street runoff to filter into the wetland area. The construction of
the skimmer/weir would complete the RCWD requirement.
. Roval Lane: a biofiltration basin is proposed along the boulevard adjacent to
Floral Park. A curb cut was constructed as a part of the mill and overlay project.
Runoff from the street will flow to the basin, which will be excavated and
replaced with engineered soils to allow for the water to infiltrate. A pipe at the
bottom of the basin will connect the basin to the existing wetland, allowing a
discharge point for excess runoff. The area will be revegetated with native seed.
. Briarknoll Drive: a biofiltration trench is proposed within the right of way along
the easterly boulevard at the low point of the street (1549 Briarknoll Drive). A
curb cut was constructed as a part of the mill and overlay project. Runoff from the
street will flow into the boulevard, which will be excavated and replaced with
engineered soils to allow for water to infiltrate into a pipe at the bottom of the
trench, which will be tied into the existing catch basin. Excess runoff will flow
through the pipe and into the storm sewer system. The disturbed area will be
resodded.
Bascd on past practice, the City Council has awarded the contract to the lowest responsible
bidder. In the case of this project, the lowest bidder is Burschville Construction of Hanover,
MN.
FINANCIAL IMPLICATIONS
We received eight (8) bids for the 20.0.7 Storm Sewer Modifications Project. The low bid
submitted by Burschville Construction is $122,272.50.. The Arden Hills portion of the contract is
$20.,10.7.0.0.. The following is a list of the bids received:

The 2007 budget included $20,000 from the Surface Water Enterprise Fund for storm sewer
improvements in the 2007 PMP. The actual project costs for the 2007 PMP totaled $8,978.81,
which includes 15% for engineering fees. The cost of this project is $20, I 07.00. The sum of
these costs would exceed the budgeted $20,000 by $9,085.81. There would be no additional
engineering fees, as the engineering was completed as a part of the 2007 PMP.
RECOMMENDED COUNCIL ACTION
Motion to award bid for 2007 Storm Sewer Modifications Project to Burschville Construction.
Award of the project is contingent upon Roseville's City Council Approval.
