Acquisition of TCAAP Property
. On September II, 2007 the City, RRLD, GSA and Army had a conference call to discuss
building remediation and credits, demolition costs for abatement, water treatment facility and to
review status of other tasks assigned. Next meeting is scheduled for October 31, 2007 at Ryan's
offices.
. Mike Comodeca, the City's Environmental Attorney, met with RRLD's Environmental Attorney
on September 20, 2007 to prepare for the meeting they both will be attending in Washington on
September 26-27. They will meet with the GSA's legal counsel to discuss the FOST, FOSET,
MOA and insurance.
. The FOSET acreage based upon the most recent revision is 39.8 acres.
Environmental Characterization & Demolition
. The City is in the process of obtaining quotes from the City approved engineering pool to assist in
review of the environmental testing results and recommendations for remediation. If required,
the contract will be brought back to the City Council for approval in October.
Master Plan
. All design work is on hold until the City Council makes a determination on the preferred design
for Highway 10 and 96 (includes consultant contributions to the AUAR).
. On September 19,2007, Ehlers met with Ryan to go over their updated assumptions and numbers
based upon input from the City Council on desired density levels for both residential and
commercial development. In addition, Ehlers provided Ryan direction on level of detail and
information required in the vertical development proformas so an analysis could be completed on
those elements as well. It is anticipated that Ryan should have the updated information to Ehlers
by September 26, 2007. Once received, Ehlers will complete the analysis and send information
out to the City Council for review by the week of October 1st. A meeting with the City Council,
staff, consultants and RRLD will be scheduled for the first part of October to review the
information and answer questions.
AUAR
. A meeting to go over portions of the draft AUAR with the City Council is scheduled for October
22, 2007.

Comprehensive Plan (full npdate and amendment for TCAAP)
. A meeting to update the Planning Commission and City Council on the Comprehensive Plan is
scheduled for October 3, 2007. A second public meeting on the Comprehensive Plan is
scheduled for October 16, 2007 from 6:30 to 8:30 p.rn. at the Ramsey County Public Works
Facility.
County Road H
. The preliminary design stage continues to move forward and to date the following items have
been completed:
o Environmental Documentation - The field work associated with the state and federal
environmental review which includes wetland delineations, threatened and endangered
species review and contaminated properties review.
o Traffic Engineering - All back ground traffic data collection is completed, the freeway
and arterial models have been built and calibrated, 2030 traffic forecasts are completed
and preliminary operational analysis is done.
o Preliminary Design - Working closely with MNDOT, the preliminary layout was refined
and several design challenges were identified. Meetings have been held with Met
Transit, Ramsey County Parks, and Rice Creek Watershed. Based on these meetings
several layout changes have occurred.
o MNDOT Cooperative Agreement Funding Request - An application was just submitted
to MNDOT requesting $594,000 (the maximum available). These dollars are available
for fiscal year 2009 (July 2008 - June 2009) and will be utilized as part of the local match
for the federal funds that are being pursued.
o Construction Cost Estimate - Due to a groundwater issue discovered during preliminary
design, a change in the ramp alignments along the west side of I-35W was required. In
addition, MNDOT has requested that the reconstructed Highway 10 ramps be built 2-
lanes wide. These changes have resulted in an increase in the overall cost estimate from
$20 million to $25 million.
Next steps are to fmalize geometric design layout and submit it to MNDOT for staff approval in
October.
Hwy 10 and 96
. On September 10, 2007, Ken Helvey, Relocation Consultant with SRF, provided an overview of
relocation benefits for affected property owners to the City Council.
. On September 17, 2007, the City Council discussed the design options for Highway 10 and 96. It
was determined that no further discussion or decision would occur until the City Council could
review the overall financing required for TCAAP.

Market Study
. Staff provided a summary memorandum of the three (3) proposals to the staff and the City
Council sub group for review on September 14, 2007.
Communication Strategy
. Staff provided a summary memorandum of the two (2) proposals received for the
Communications Committee on September 13, 2007 to review. The Communications Committee
will meet on September 25, 2007 to discuss the proposals and how to proceed.
Congressional Letters and Meetings
. Next congressional letter will be sent out the first week of October.
