Authorize Staff to Contract with Tower Cleaning Systems, Inc. for Basic
City Hall Cleaning Services in an Amount not to Exceed $10,799.16
Annually.
BACKGROUND
The City has contracted with A-I Contract Cleaning for Basic Cleaning Services at City Hall since
June of2005. Staff has been generally satisfied in the service provided since that time. However, in
order to ensure that the City was receiving competitive pricing, staff did solicit quotes for service
beginning in 2008. The City currently pays $1,379.18 monthly for basic cleaning services at City
Hall.
Staff received four proposals, including our current Cleaning Company, A-I Contract Cleaning.
Cost proposals are listed below:

The lowest quote was submitted by Tower Cleaning Systems, Inc. After review of the proposals,
staff is recommending that we switch our Cleaning Contract to Tower Cleaning Systems beginning
January 1, 2008. Our current contract requires sixty days notice in writing to terminate the contract.
Our new contract will be an open contract that would require a thirty day notice in writing to
terminate services. If Tower Cleaning Systems wants to increase prices, they would need to propose
a new contract for service. This does not happen very often. The City will save approximately
$5,751.00 annually by changing to Tower Cleaning Systems, Inc. Staff checked references on the
two lowest proposals and had positive results for Tower Cleaning Systems, Inc. They service

numerous businesses and also currently service the City of New Brighton Family Service Center and
the City of Brooklyn Park City Hall. Both of these Cities have positive experiences with Tower
Cleaning Systems, Inc.
ADDITIONAL SERVICES
A-I Contract Cleaning has also been utilized for terrazzo floor waxing, carpet cleaning, and exterior
window washing when requested. Typically, the City strips and waxes the terrazzo floor twice a
year, has the exterior windows washed once a year, and carpet cleaning once every two-three years.
Staff requested that these additional service fees be included in the quotes. Tower's proposed rates
for these services were either lower or similar to A-I Contract Cleaning's prices.
STAFF RECOMMENDATION
