None. ~ ~HILLS MEMORANDUM DATE: October 29, 2007 CC Agenda Item 4.M TO: Mayor & City Council FROM: Meagan Beekman, Planner I SUBJECT: Planning Case #: 07-028 Mounds View Public Schools 1900 Lake Valeutiue Road and 1770 County Road E2 Site Plan Review ReQuest Approve Planning Case 07-028 for a Site Plan Review of Mounds View High School at 1900 Lake Valentine Road and Valentine Hills Elementary at 1770 County Road E2 Based on the Findings of Fact and the Submitted Plans as Amended by the Five Conditions in the October 29, 2007, Planning Case Report. Backl!:round The applicants propose to install several banner signs at each of the schools within the Mounds View Public School District. Two of these schools, Valentine Hills Elementary located at 1770 County Road E2 and Mounds View High School located at 1900 Lake Valentine Road, are located within the City of Arden Hills and are subject to site plan review. If the plan is approved nine new banner signs would be installed on light posts that line the circle drive entrance of Mounds View High School. These banners would be visible from Lake Valentine Road. In addition, ten new banner signs would be installed on light posts at Valentine Hills Elementary; four along the sidewalk nearest the front door and six in the parking lot. The banner signs would be made of vinyl, be double-sided, and measure eight square feet (two feet by four feet). There would be one sign per light post. The applicants have submitted a letter fully explaining their request along with pictures of the proposed banners as well as site plans indicating where they will be placed on each site (Attachment 4M-2). The sign code does not specifically address non-commercial banner signs on school property such as is proposed by the applicant. However, Section 1260.01 of the sign code allows for sign standard adjustments through the site plan review process, provided that specific criteria can be met. Adjustments to the requirements and standards for the height, number, type, lighting, area, or location of a sign or signs established by this Chapter may be approved through the site plan review process if the following qualifying criteria of Subd. 1 or Subd. 2, and the necessary criteria of Subd. 3, are met: Subd.l There are site conditions which require a sign adjustment to allow the sign to be reasonably visible from a street immediately adjacent to the site; or, Subd. 2 The sign adjustment will allow a sign of exceptional design or a style that will enhance the area or that is more consistent with the architecture and design of the site; and, Subd. 3 The sign adjustment will not result in a sign that is inconsistent with the purpose of the zoning district in which the property is located or the current land use. Findinl!s of Fact The Planning Commission offers the following eight findings of fact for review: 1. Signs are a permitted use in Sign District 2. 2. The proposed signs are a reasonable use on school property. 3. There are no conditions unique to this site that would require a sign adjustment to allow the sign to be reasonably visible from a street immediately adjacent to the site. 4. The purpose of the signage is not to be visible from public streets, but rather to promote branding and visibility within the sites. 5. The signage plan for the schools is a district wide plan designed to provide consistency throughout the district and is consistent with the design and architecture ofthe sites. 6. The proposed signs enhance the overall visual impact ofthe sites. 7. The proposed signs are not inconsistent with the purpose ofthe R-I zoning district or the current land use. 8. The proposed signs are not anticipated to have any adverse effects on neighboring properties. Recommendation The Planning Commission reviewed Planning Case 07-028 and unanimously (7-0) recommends approval ofthe Site Plan Review based on the findings of fact and the submitted plans as amended by the following five conditions: llAhdocsl\AHlAHdata\Planning\Planning Cases\2007\07-028 Mounds View Site Plan ReviewlJ02907 - CC Report - Mounds View Site Plan Review.doc Page 2 00 1. The project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission and City Council. 2. The applicant will obtain a sign permit for each site prior to installation of any signs. 3. Except for the existing lighting posts, the banners shall not have new lighting directed at them. 4. If a banner becomes damaged, it shall be promptly removed or replaced. 5. Banner signs shall be limited to eight square feet in size. Options 1. Approve the proposal as submitted. 2. Approve the proposal with conditions. 3. Deny the application with reasons for denial. If the City denies the petitioners request, "...it must state in writing the reasons for the denial at the time it denies the request." 4. Table for additional information. Deadline for Al!encv Actions The City of Arden Hills received the completed application for this request on September 10, 2007, 2007. Pursuant to Minnesota State Statutes, the City must act on this request by November 9,2007 (60 days), unless the city provides the petitioner with written reasons for and additional 60 day review period. The City may, with the consent of the applicant, extend the review period beyond the initial 120 days. VALENTINE HILLS ELEMENTARY AND MOUNDS VIEW HIGH SCHOOL Ms. Beekman reported that the applicant submitted a site plan review to install banners on several light posts at Mounds View High School and Valentine Hills Elementary. She then provided background information and said staff recommends approval subject to the following four conditions: 1. The project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission and City Council. 2. The applicant will obtain a sign permit for each site prior to installation of any signs. 3. Except for the existing lighting posts, the banners shall not have new lighting directed at them. 4. If a banner becomes damaged, it shall be promptly removed or replaced. Chair Sand opened the floor to Commission questions. Commissioner Holewa inquired if the schools have been given permission from the other cities for the signs. Collin Sokolowski, Mounds View Public Schools Public Relations Director, stated that the signs have been approved in the other cities and have been ordered. Commissioner Thompson stated that she noticed the elementary school would have ten banners instead of nine. Mr. Sokolowski stated that it is correct. Chair Sand inquired about the location for the signs on the posts. Mr. Sokolowski stated that he would need to take the measurements for the sign currently located there and the banners would be hung at a consistent height. Chair Sand inquired if the height would be above the sight line for bus drivers. Mr. Sokolowski stated that they would be hung in coordination with the busses and all traffic. Commissioner Larson inquired if the banners would be hung under the light. Mr. Sokolowski stated the recommended height from the sign vendor is 8.5 feet. He stated he would like the schools to be given flexibility to determine the height. Commissioner Zimmerman expressed concern about the banners interfering with the school busses. Mr. Sokolowski stated that there would be enough space between the busses and the banners so that there wouldn't be interference. Commissioner Modesette inquired if the schools would be allowed to change the height or size of the banners after the site plan approval. Ms. Beekman stated that the height of the banners wouldn't require a site plan review. She stated changing the banners to a larger size would require a review. Chair Sand inquired if there was a condition indicating the size of the banners. Ms. Beekman stated that it could be added as a condition. Commissioner Larson moved, seconded by Commissioner Holewa, to recommend approval of Planning Case #07-028, Site Plan Review at 1900 Lake Valentine Road and 1770 County Road E2 based on the findings of fact and submitted plans, subject to the four conditions as listed in staffs October 3, 2007 report and a condition stating each banner shall be limited to eight square feet in size. The motion carried unanimously (7-0). This Planning Case will be reviewed at the Monday, October 29, 2007, City Council meeting.
