BACKGROUND
The City of Arden Hills approved an engineering consultant pool on August 27,2007 for use on more
specialized projects or projects that the City of RoseviUe's Engineering Department may not have the
capacity to assist with.
As part of the TCAAP redevelopment, the Developer is preparing environmental documents
characterizing the site. These documents, the Remedial Investigation (Rr) reports and Remedial Action
Plan (RAP), are of a technical nature such that the City of Roseville Engineering Department does not
have the expertise to review and analyze the documents. Therefore, a request for quotes was submitted to
the City's miscellaneous engineering pool, consisting of the following three firms: Barr Engineering,
Bonestroo, and URS Inc. All three firms provided quotes for the proposed work.
DISCUSSION
The scope of the contract includes: 1) Review of the R1 and 2) Review of the RAP. Each of the firms
expanded on this to include additional time for project management and/or background discussions
with the City to familiarize the consultant team with the project. The following table summarizes the
costs submitted by each firm.

Based on the review of the submittals, staff is recommending that the City contract with Barr Engineering
for this work. While Barr did not provide the lowest proposal, they have the most TCAAP related
experience of the three firms, which will prove beneficial as the development progresses. Barr also
provided the most comprehensive proposal, outlining several additional options the City may want to
consider with this type ofa redevelopment project. Staff recommends accepting all of Barr's optional
services as well; these services will be provided on a time and materials basis, and the costs provided are
a not to exceed amount. The City can choose to move on to Task 5 upon the completion of Task 4; if we
feel there are additional questions or concerns.
In the tasks to review the RI and RAP, Barr and URS identified the need for meetings with staff to discuss
the reports and results. Barr has allotted more meetings within these tasks, indicating their commitment
to make sure City staff and other representatives fully understand the results. Barr's review process is the
most iterative process of all three proposals, demonstrating their understanding that ongoing
communication with City staff is vital. URS stated in their proposal that extended review or negotiations
would be outside the scope of their proposal and would be an additional cost.
Staff called the City of New Brighton to discuss their experience with Barr on various projects, including
the Northwest Quadrant redevelopment, which involved TCAAP related clean-up efforts and working
with the Army. New Brighton staff spoke very highly of Barr's staff and project deliverables. They
discussed Barr's strength in outlining options for the City to consider with issues as the project evolves
and changes arise, as well as assisting with phasing projects into more manageable pieces. Barr has a
well-developed relationship with the Minnesota Pollution Control Agency (MPCA), and has represented
the City of New Brighton's interests and concerns well at meetings with MPCA staff.
The proposals are also attached for your review.

Dear Ms. Giga:
Thank you for the opportunity to submit this proposal to assist the City of Arden Hills (City) in evaluating
environmental liabilities associated with the redevelopment of a portion of the Twin Cities Army
Ammunition Plant (TCAAP). Our understanding of the background issues, the qualifications of our
proposed team members, our proposed scope of work, and an estimated cost for our services are detailed
below.
PROJECT UNDERSTANDING
Approximately 585-acres of TCAAP property are under consideration for transfer from the U.S.
Department of Defense (DaD) to the City to facilitate mixed use redevelopment. In connection with this
land transfer, environmental investigations have been ongoing by a team formed to facilitate
redevelopment of the property (Development Team) to identify residual contaminants in soil and
groundwater associated with former land use. From this data, a Response Action Plan (RAP) will be
prepared by the Development Team to mitigate environmental impacts during site redevelopment.
The City desires the services of an environmental professional to support Arden Hills in various meetings
with the Development Team and other project stakeholders, as well as to evaluate the findings of the
Remedial Investigation (RI) and suitability of Response Actions (RAs) proposed in the RAP. Information
derived from this review and analysis will be used by the City as a basis for negotiation of credits against
the purchase price of the transfer property.
STAFF QUALIFICATIONS
URS proposes to staff this project with a senior-level team that brings extensive expertise in brownfield
redevelopment and remedial actions at large industrial and DaD facilities. Todd Renville will serve as
URS' Project Manager, providing day-to-day technical, administrative, financial management and quality
assurance/quality quality control (QNQC) functions. He has over 19 years of experience and has worked
extensively in the Minnesota market in providing technical assistance and oversight during redevelopment
of environmentally-impaired properties. His work as Project Manager for the Crosby Lake Light
Industrial Park redevelopment directly correlates with the experience and skill set required to assist the
City with this project. The Crosby Lake redevelopment project involved excavation/disposal of 40,000
cubic yards of petroleum, polycyclic aromatic hydrocarbon (P AH) and lead contaminated soil from a 40-
acre former industrial site in St. Paul, Minnesota. The project was completed under an aggressive
schedule to allow rapid site development and resulted in the Minnesota Pollution Control Agency's
(MPCA's) Voluntary Investigation and Cleanup (VIC) program conferring Certificates of Completion in
phases as the property was remediated and redeveloped. Mr. Renville and MPCA staff were recognized
for the success of this project as they teamed for presentations at several national brownfields symposia.

Mr. Renville also has direct knowledge of environmental conditions in the Building 135 Primer/Tracer
area (included within the proposed land transfer) through work performed under a previous employer.
Mr. Hubert Huls and Mr. Scott McClelland will provide supplementary expertise in the areas of remedial
actions and DOD facility operations, respectively. Mr. Huls has 35 years experience as a consulting
engineer with direct experience in RCRA, Superfund, Natural Resource Damage Assessment, property
transfers and contaminated media investigation and cleanup. For this project, Mr. Huls will be tasked
. with evaluating the scope of remedial investigation activities within the context of proposed response
actions for redevelopment. Mr. Huls is well suited for this role, having lead CERCLA RIffS and
ecologicaVhuman health assessments at multiple large industrial facilities, including several DOD
installations. Mr. McClelland has been added to the project team due to his extensive background in
assessment and remediation at large military installations, including the Jolliet, Illinois Anny
Ammunition Plant (JOAAP). His direct knowledge of the functionality of ammunition plants similar in
size and complexity to TCAAP will be an asset to the project team in evaluating the efficacy of
investigation findings and proposed remedial actions. Full resumes for Mr. Renville, Mr. Huls and Mr.
McClelland are attached to this correspondence for the City's review and consideration.
While not involved in the day-today teclmical aspects of this project, Mr. Greg Brown will continue to
serve as overall Client Manager for the Arden Hills account and will be available to assist proposed team
members as needed.
SCOPE OF SERVICES
Key objectives ofURS scope of services will be to assist the City in:
. Evaluating environmental liability and cost associated with the acquisition of the property;
. Providing teclmical input and interpretation of the significance of investigative findings on proposed
corrective actions;
. Providing technical support in the review of environmental documents, plans, reports and
environmental regulatory matters; and
. Providing environmental teclmical liaison and representation at regulatory meetings, stakeholder
meetings and in responses to stakeholders and/or regulatory agencies.
URS proposes to meet these objectives through implementation of the following services:
Task 1: Remediat Investigation Review
URS will review the Remedial Investigation report and provide comment to the City and the
Development Team. For this review, URS will prepare a technical comments and recommendations
document for submittal to the City. The objective of this review will be to evaluate available site
investigation data and determine if sufficient data has been collected to develop feasible remedial action
options. Under this task, we have included one project kickoff meeting with the City and one teclmical
response and comment meeting with the City and/or the Development Team.
Task 2: Response Action Plan Review
URS will review the Development Team's Response Action Plan and provide teclmical evaluation and
comment to the City. As part of this review, we will evaluate the feasibility and cost of proposed
corrective actions and assist the City in remedial action cost negotiation as it pertains to the acquisition

agreement. For this task, URS will utilize as appropriate, remedial action cost modeling tools to evaluate
potential remediation costs related to site redevelopment. URS has included one technical response and
comment meeting and one remedial cost negotiation meeting with the City and other stakeholders under
this task.
Task 3: Meetings and Ongoing Project Management
URS anticipates attendance at various stakeholder group meetings throughout the course of the project.
For cost budgeting purposes, URS has included one hour of administrative support and meeting/project
management time per month over the course of twelve months in addition to the above referenced
technical scope of work.

project stakeholders are beyond the scope of this proposal. If required, URS will seek a approval for a fee
modification prior to performing out-of-scope services under this contract.

Twin Cities Army Ammunition Plant
Dear Kris:
Bonestroo is pleased to present this proposal to review the Twin Cities Army Ammunition Plant (TCAAP)
environmental characterization. The proposed scope of work includes reviewing the Remedial Investigation
Report (RI Report) and Remedial Action Plan (RAP) prepared by the developer's environmental consultant,
Tetra Tech EM. This proposal describes our technical approach and cost estimate for the project.
PROPOSED WORK PLAN
Our work plan was developed based on your Request for Quotes, a preliminary review of the Field Sampling
Plan, Quality Assurance Project Plan, and information obtained from the City of Arden Hills web site. We
understand Arden Hills will be using the information from the characterization to achieve comprehensive
and appropriate property cleanup for its intended future use. The report information will also be used for
final negotiations of credits against the purchase price of the land with the Army.
Based on the information noted above and the level of regulatory involvement and scrutiny to date, we feel
it is safe to assume the investigative work will be thorough and accurate. Our review will focus more on the
remedial alternatives selected and the associated cleanup cost. Due to the potential cost implications to the
City and the extent those costs enter into negotiations with the Army, reviewing the remedial options and
costs appear to be more valuable to the City. This may require a significant amount of effort depending on
the back up information available or provided by the developer's consultant. Since we do not currently
know the volume or effort required to evaluate the cost/benefit of the remedial alternatives selected, the
costs will be evaluated for reasonableness and rated qualitatively (high, medium, low) based on the
historical performance of the technology selected.
A phased approach consisting of distinct tasks will be used to complete this project. Each task uses
information gathered in the previous tasks to better focus subsequent project phases. This approach
efficiently speeds project completion and limits overall cost.

The proposed work plan consists of the foliowing tasks.

Each of these tasks is briefly described below.
TASK 1: PROJECT KICKOFF/COORDINATION
Bonestroo will work with the City and the developer's consultant to obtain relevant information and
documents for the review. It includes one meeting with the City to review the project scope and objectives
and to determine a preliminary schedule. Bonestroo will develop a work plan summarizing the activities,
responsibilities, and deliverables provided by Bonestroo, the City, and the developer's consultant.
TASK 2: REVIEW DFTHE REMEDIAL INVESTIGATION/REMEDIAL ACTION PLAN
The goal of Task 2 is to evaluate the thoroughness of the investigations and determine whether the vertical
and horizontal extent of contamination has been accurately delineated and characterized. The number,
depth, location, and results of the borings will be reviewed to determine potential data gaps or uncertainty
that may exist foliowing the investigation. These gaps can influence the extent and cost of the cleanup.
We will review documents necessary to gain a prospective of project site background and history. We wili
also review the investigative methods and remedial objectives based on the intended property use and the
exposure pathways of the contaminants of concern. A Remedial Action Plan review wili be conducted to
evaluate the remedial options selected and the reasonableness of the costs considering the technologies
selected. If a more quantitative review is required, we can discuss potential modifications to the scope.
The scope identifies three meetings with the City and the developer's consultant. The meetings will provide
a forum to transfer information, data, and knowledge used in the decision-making process that influenced
the scope of the investigations and cleanup technology selection.
TASK 3: PREPARE EVALUATIDN REPDRT
Foliowing our review of the RI Report and RAP documents, a letter report wili be prepared summarizing our
findings, opinions, and recommendations. The report wili:
Discuss the contaminants of concern
Present an interpretation of the analytical data
Evaluate the options and costs of the remedial options selected
A draft copy of the report wili be submitted to the City for review and comment. Foliowing receipt of
comments from the City, they will be incorporated and a final report will be prepared and submitted to the
City.

Work can begin on this project immediately upon receipt of a signed contract.
We propose to complete the project on a time and materials basis. Based on our understanding of the site
complexity, the City's objectives, and the assumptions listed in this proposal. we estimate the cost to review
one RI report and one RAP to be approximately $52,000.
The actual cost may be more or less than this amount. Our estimate will not be exceeded by more than
10% without additional authorization from the City. If any changes in project costs are necessary, contract
amendments will be issued detailing the extra work, time, and associated costs.
Portions of this work may be completed by personnel from our subsidiary, Northern Environmental. Any
costs associated with their involvement are included within our following cost estimate. A breakdown of the

Dear Ms. Giga:
Barr is pleased to submit this proposal to provide professional consulting services to the City of
Arden Hills to support redevelopmcnt of the 585-acre Twin Cities Army Ammunition Plant
(TCAAP) transfer property (the Transfer Property). The City requested a quote from Barr for
reviewing the Remedial Investigation (RI) reports and a Remedial Action Plan (RAP) that will be
prepared by the developer's environmental consultant, Tetra Tech EM Inc. We understand that this
phase of the review process is scheduled to take six to twelve months.
Redeveloping this property will require a thorough understanding of site features and environmental
conditions. A significant remedial investigation is presently underway on the property by the
developer's consultant. This investigation will add to the significant database that already exists from
the multitude of studies and remedial actions that have been conducted on TCAAP over the last 25
years.
Our approach will be to always keep the City's redevelopment goals and interests in focus. We
believe Ban' can provide optimal assistance to the City for the Transfer Property because:
I. The team involved in this project has the knowledge and experience to interpret a very large
amount of data and to recognize what the data mean in terms of the developability of the
Transfer Property.
2. Our first step is to listen. Our role begins by listening to the City of Arden Hills staff,
council, and residents and understanding your vision for a successful redevelopment project.
With your vision of success in mind, we will apply our expertise to thc very complex
investigation, remediation, and redevelopment process that will occur at TCAAP. Effective
communications will be a key component of this project.
3. A remedial investigation like this is a scientific document but also can be an advocacy
document, attempting to direct the reader (i.e., the City) to a set of conclusions that mayor
may not be completely describe the risk situation. The Barr team will have the knowledge

and experience to look behind the interpretation provided by the developer's consultant-to
understand the issues from the City's perspective.
4. Barr has worked on more than 50 sites with this level of complexity, more than any other
Minnesota consultant. This experience has included the redevelopment of federally listed
Superfund sites-Barr has worked on over two-thirds of the federally listed Superfund sites
in Minnesota. Over the past 30 years, Barr has also provided redevelopment services to more
than 100 brownfield sites throughout Minnesota.
5. We have good working relationships with staff at the Minnesota Pollution Control Agency
and the Department of Employment and Economic Development. This experience allows us
to help you position the project for the best opportunities in obtaining redevelopment funds
and agency approvals.
The project examples in Attachment A demonstrate our experience in completing projects such as
this. These examples have been selected to show our experience in the remediation of complex
contaminated sites for Minnesota municipalities and the redevelopment of complex Superfund sites
for a variety of clients.
Project Approach
The following paragraphs describe our approach to completing the specific project tasks you have
identified at this time:
Task 1-Background Discussions with City
The purpose of this task will be for Barr to become familiar with the City's goals for this project and
your role in the redevelopment and for the City to understand Barr's interpretation of the Remedial
Investigation Field Sampling Plan/QAPP. lt is envisioned that this will occur through up to two
meetings with City staff. No written report from Barr is anticipated in this task.
Task 2-Review RI report
This task will involve Barr monitoring the Rl's progress (through periodic telephone calls with Tetra
Tech representatives) and reviewing the RI report when it is made available to the City. Following
Barr's review, Barr will facilitate a four-hour meeting with City staff to discuss Barr's review of the
report and to discuss how any identified issues affect the City's goals for the redevelopment.
Following that meeting, Barr will prepare a memo to the City summarizing Barr's review and the
identified issues. This task will conclude with a meeting with City Staff and their redevelopment
partners (the developer, Army, Tetra Tech and lor the regulatory authorities) to answer questions
about Barr's review of the Rl.

Task 3-lnput to/Review of RAP Scoplng Document
On a project of this complexity, it is assumed that the City will have input to the development of the
RAP for the property. For the purposes of scoping this task, it is assumed that this will he developed
in a four-hour meeting between Barr and City staff and communicated through a four-hour meeting
with the development partners. It is further assumed that our recommendations will be summarized in
a memo to the City in a format that can be provided to the development partners.
Task 4-Review RAP Report
This task will involve Barr's review of the RAP report and communicating the results of our review
to the City. It is assumed this task will involve a four-hour meeting with the development partners to
ask questions and to be sure we understand the plan, a subsequent four-hour meeting with City staff
to discuss our review and any identified issues, preparation of a memo summarizing our review, and
a final meeting with City staff and their development partners to discuss the findings of Barr's
review.
Task 5-Continuing Advice
Barr will provide up to 40 hours of continuing advice on the project for a period of three months
from the date of our Task 4 memo to participate in meetings with the City and/or the development
partners or to review additional materials.
The above tasks I through 4 do not include the review of additional Rl-level information reported
after the date of the developer's RI report or multiple area-specific RAPs. The level of effort
recommended for any extra work will be discussed with the City and a change order will be issued
for any such work.
Barr suggests a budget of $37,500 to provide redevelopment assistance to the City for the tasks
described above. Tasks 2 and 4 capture the scope of services described in the City's request for
quotes. The combined budget for these two tasks is $24,000. Redevelopment assistance will be
provided on a time and materials basis and we will not exceed the estimated budget without your
prior approval. The suggested budgets for each task are shown separately below.

Project Team
Barr's team has extensive experience with complex property assessments, site investigations, and
remedial designs in support of brown fields redevelopment. Project manager Sara Gaffin has
significant experience with many environmental cleanup sites in Minnesota. Principal Allan Gehhard
has over 40 years of experience and has led many of Barr's complex RIs, feasibility studies, and

team will be backed by the rest of Barr's assessment and remediation group, including more than 70
scientists and engineers with Supcrfund and brownfield redevelopment experience. It's hard to
imagine a contaminated-site situation that one of Barr's staff has not experienced firsthand.

Sarli has more than eight years of experience in the areas of environmental
assessment and investigation, remedial design, hazardous waste management,
cost estimating, and remedial action coordination for redevelopment projects. She
has a degree in geological engineering and geology from the University of
Wisconsin-Madison. Since 2002, Sara has assisted the city of New Brighton with
the Northwest Quadrant (NWQ) project (see project examplc). Her
rcsponsibilities for the NWQ project ineludc conducting Phase I asscssmcnts;
managing Phase [[ investigations; preparing response action plllns; completing
construction plans and specification for asbestos and hazardous materials
abatement, building demolition, contaminated soil excavation, and site clearing

AI has over 40 years of experience as an engineering consultant at Barr, including
serving as the Company's president from 1985 to 2000. He has directed a wide
range of Superfund and brown field redevelopment projects, involving many of
the largest and most complex sites in Minnesota. He is knowledgeable about US
EPA and State regulations and guidance regarding site cleanups. He has served
as an expert witness on Superfund related matters and consults with clients on
Superfund cleanups across the Country. AI's recent experience includes serving
as principal in charge for a large redevelopment in a western Twin Cities suburb
that involved the excavation of 100,000 cubic yards of contaminated soil. He has
consulted with the City of New Brighton on TCAAP and other Superfund site
related issues since 1984. He was Barr's lead consultant in assisting the City of
New Brighton with the purchase and successful redevelopment of the MacGillis

Marta Nelson

Marta's role will be as technical advisor to the team in reviewing the QAPP and
QA/QC review of analytical data collected during the remedial investigations.
Marta is part of Barr's laboratory data quality management team. Barr's data
quality management system handles most of the data Barr receives. which totals
two to four million dollars-worth annually. Marta's responsibilities include
performing an annual audit of Barr's contract laboratories and recommending
improvements to their quality management systems and reviewing and updating
Barr standard operating procedures. Marta writes QAPPs (quality assurance
project plans), validates CLP (EP A contract laboratory program) and non-CLP
data, coordinates laboralory analysis, and writes analytical data validation
reports.
Marta will assist Sara in reviewing the laboratory data and advising the team of

Jennifer reccntly joined Barr with more than four years of experience in the
investigation and remediation of MOP sites and a master's degree in civil
engineering from the University of Minnesota. Her field experience includes
conducting and supervising air, water, and soil sampling and managing site
remediation and redevelopment. Jennifer has developed numerous work plans,
site evaluations, risk assessments, and remediation plans. Since joining Barr she
has assistcd with thc NWQ projcct in New Brighton (sec project example),
including site assessments and investigations, and response action plan
development.
Jennifer will assist Sara on the project in reviewing documents, reviewing

Alec began working for Barr as an environmental engineering intern. He

Alex is an example of Barr staff that will be available to help the City with any

The N0I1hwest Quadrant Redevelopment Project is located n0l1hwest of the Interstate Highway 1-35W
and 1-694 interchange in New Brighton, Minnesota. The NW Quadrant area has been developed for over
100 ycars with a wide range of industrial and commercial uses on 15 propel1ies, including a former
petroleum refinery, a solvent-recycling facility, railroad, two former dumps that received municipal and
demolition wastes, an asphalt mix plant, stockyards, two rendering plants, and gasoline stations. Over the
past several years, the City of New Brighton has been proceeding with a revitalization plan that involves
one of the most ambitious and complex brownfield redevelopments in Minnesota. The redevelopment
area is located adjacent to Long Lake (a popular recreational area) and a Ramsey County Regional Parle
The rcdevclopment plan includes approximately 40 acres of new residential housing and 50 acres of
mixed use residential, retail, and commercial office space.
As the city's consultant, Barr has provided a wide array of technical assistance in support of this complex
project. We have completed Phase I and Phase II envil"Onmental assessments, and evaluated and
developed responsc action plans with the Minnesota Pollution Control Agency (MPCA) in support of the
redevelopment. Barr has completed evaluations and cost estimates for solutions related to the
complexities of redeveloping over the fonner dumps (landfill gas, emission control plan for asbestos
containing materials in the dump, poor geotechnical conditions, etc.), addressing concerns for the
redcvelopmcnt related to volatile organic soil vapors, and coordinating the cleanup work with planned

upgrades to the public infrastructure (roads, sewers, water mains, stounwater ponding, parks, trails). Barr
has also been assisting the city with acquisition, condemnation, and relocation efforts of the existing
property owners. Once the properties are acquired, Barr has been assisting the city with hazardous
substance survcys (asbestos, lead paint, etc.), developing specifications for demolition of buildings, and
providing construction observation for the demolition work. In order to implement the MPCA-approved
response action plan, Ban' assisted the city with delineating the wetlands that are present on the project,
and we are guiding the project through the appropriate protected-waters permitting requirements with
local, state, and federal regulatory authorities.
Currently, the estimated environmental cleanup cost in support of the entire redevelopment is
approximately $15 million, and the planned redevelopment is estimated to increase the property values on
the NW Quadrant from approximately $15 million to more than $250 million. We have assisted the city
in obtaining more than $5.6 million in grant funding (Petrofund, Minnesota Department of Employment
and Economic Development, Metropolitan Council, USEPA Brownfields, and Ramsey County
Environmental Response Fund) for the environmental cleanup and the city is planning on pursuing
additional funding as the redevelopment progresses.
Cleanup has been completed and residential redevelopment construction has begun on approximately 25
percent of the NW Quadrant Redevelopment Area. The planning, cleanup, and redevelopment efforts will
continue for the next several years for the rest of the NW Quadrant Redevelopment Area.

Since 1978, Barr Engineering Company has provided complete CERCLA-related services to Joslyn
Manufacturing Company at its former wood-treating facility in Brooklyn Center, Minnesota. This 30-acre
site was formerly used to treat utility poles with creosote and pentachlorophenol.
Ban' performed a remedial investigation that assessed the extent of contaminated soil, wood treating
sludge, dense and light nonaqueous-phase liquids, and contaminated groundwater at the site. We then
completed a feasibility study that evaluated remedial action alternatives, including treatment of
contaminated soil using a range of technologies. We prepared the designs and plans and specifications
and managed construction of the remedial actions, which included pumpoll! and disposal of nonaqueous-
phase liquids and excavation and off-site disposal of approximately 20,000 tons of contaminated soil in a
hazardous waste landfill.
The remedial action plan also included the excavation and land treatment of 80,000 cubic yards of
contaminated soil in a nine-acre biological treatment unit on the site, which exposes contaminated soil to
oxygen and allows microorganisms in the ground to convert hazardous chemicals into carbon dioxide.

The remedial actions related to contaminated soil have been
completed. The land treatment unit has been closed and a real estate
developer developed much of the site into France Avenue Business
Park, a multi-building commercial development, including a
200,000 square-foot warehouse completed in 2000 and a 100,000
square-foot office/warehouse building completed in 200 I.
An integral paI1 ofthe remedy, the development provided a cap for
much of the site and eliminated exposure pathways for residual
contaminants. Barr provided third-party review and oversight of the
developer's work to ensure that it did not adversely affect the
remedy of the groundwater and nonaqueous-phase-liquid and the
management of residual contaminants.
Most of the site has been remediated and delisted.

Barr Engineering Company has been assisting the City of New Brighton on one of the first and most
successful cleanup and redevelopment efforts at Superfund Site in Minnesota. The MacGillis and Gibbs
Superfund site was a former wood treating facility located in Ncw Brighton, Minnesota. The 30-acre
wood treating facility was in operation from 1918 until 1977, and the operations resulted in extensive
contamination to the soil and groundwater from wood-treating chemicals, including pentachlorophenol,
creosote, and a copper-chromium-arsenic mixture. The Site was placed On both the State of Minnesota's
Permanent List of Priorities and the U.S. Environmental Protection Agency's Nation Priorities List (state
and federal Superfund programs) in the 1980s. MacGillis & Gibbs was unable to respond to the
environmental cleanup requirements and declared bankruptcy in I 980s, leaving the City with a large
empty brownfield site along a main road near the City's downtown.
Over the past ten years, Barr has assisted the City and their legal experts on innovative approaches to
transforming a large, bankrupt brown field site into a new mixed-use urban development that has met the
City's growing needs for commercial and industrial redevelopment. The early portions of the work
preceded Minnesota's Voluntary Investigation and Cleanup (VIC) Program, making the Site project one
of the first Superfund sites in Minnesota to undergo cleanup and redevelopment. More recent work has
been conducted under the VIC program.
The City's key efforts included assuming ownership of the bankrupt Site, and bringing together legal and
technical experts to work with regulatory authorities to establish appropriate and effective cleanup goals.
The complex effort involved numerous governmental units and development partners, and it has resulted
in cleanup and redevelopment of more than 70% of MacGilIis & Gibbs Site. The City is currently
working with Ryan Companies USA to complete redevelopment of the remainder of the Site.
Much of the cleanup has been funded by the state and federal Superfund programs, and Barr has
represented the City's interest during that work by providing technical review and comments on the
government-funded cleanup. The most contaminated areas of the Site have been remediated and
redeveloped into modern commercial and industrial use. The cleanup has included treatment and removal
of more than 13,000 cubic yards of metals-contaminated soils, 40,000 gallons of process waste, and 80
tons of contaminated sludge. A groundwater recovery system continues to operate at the site removing
liquid product and shallow groundwater from beneath the area for treatment and discharge to the sanitary
sewer.
The project has provided the City with significant new tax base, provided critical modern commercial and
industrial development, and addressed the environmental concerns that threatened the community.

In 2002, the city of Duluth won a U.S. Environmental Protection Agency (USEPA) brownfields-
assessment-demonstration pilot grant to assess potential redevelopment properties. Duluth hired Barr in
2003 to help plan and implement brownfields property assessments. The initial work involved forming a
brownfields advisory board. After meeting with city staff and the advisory board, a listing of over 50
potential properties was developed. BaiT then inquired with each property owner to identify those willing
to have us perform Phase I property assessments.
Seven properties were selected for the Phase I assessments, ranging in size from i to 22 acres, including
an old abandoned railway corridor, a fonner railyard area, an abandoned waterfront propClty, and an old
manufacturing operations. Barr presented the results oflhe Phase I assessments to the advisory board and
city staff. Working with city staff and the advisory board, Barr ranked the assessment properties by
criteria such as development potential, tax base improvement, environmental concerns, and
implementability. The ranking helped prioritize the properties to investigate first using the remaining
grant funds. The board selected four top-ranked properties for Phase II investigations.
After developing work plans for the investigations that both the city and the USEPA reviewed and
approved, Barr implemented the investigative work and wrote reports with recommendations. The Phase
lIs used a range of investigation methods including the collection of shallow surface samples, geoprobe
borings, and test excavations using a backhoe.
Immediately following the Phase II investigations, a buyer purchased one of the propelties, a former
concrete burial vault manufacturing facility. As a final task under the USEPA's pilot grant, Barr prepared
a development response-action plan for this location. The buyer, a manufacturer of a proprietary
composite-skate-park system, then hired Barr to provide remediation oversight. Both redevelopment and
remedial work arc currently wrapping up and operations will soon begin at the facility.
[n 2005, Barr helped Duluth win an additional $400,000 in brown fields-assessment grants from the
USEP A. The grant funds are helping continue the work begun under the pilot grant and are allowing for
new assessment and redevelopment work in the western and central-commercial-corridor portions of
Duluth.
Work under the 2005 assessment grant began in October 2006, and Barr has completed evaluations of
more than 18 properties for potential eligibility under the EPA's criteria. Five Phase I assessments have
been completed so far. Phase II investigation work plans have been prepared for four parcels and one
investigation has been completed. The investigation work has included working with the EP A and the

State Historic Preservation Office to evaluate historical/cultural review needs at the four parcels. One
property has had an historical review prepared in conjunction with a Phase II investigation.
Phase II investigation work is planned on additional properties and new Phase J assessments are planned
for up to four additional properties once eligibility has been determined. The City's 2005 assessment
project was recently awarded a one-year extension to continue assessing potential redevelopment
properties.
Barr has also provided public-relations assistance for the brownfields-assessment project, including
website updates, press releases, informational brochures, and presentation materials.

Lost Lake Redevelopment

The old Lost Lake dump in Mound, Minnesota, was a marsh until the I 950s, when the city began using it
as a disposal site. A significant portion of the filling at the site occurred in 1965 when tornado-derived
wastes, including hundreds of tree stumps and limbs, were buried. The dump and waste materials have the
potcntial to generate methane gas, and petroleum and other hazardous materials have been monitored in
both the groundwater and soil.
The city slopped using the dump in 1970 and began looking at redevelopment options in 1984.
Throughout the I 990s, the city explored various redevelopment options on top of the existing dump. In
2004, it hired Barr, who recommended completely excavating thc dump materials and pursuing grant
funds to help cover the costs. By agreeing to a total excavation, the city increased its chances of receiving
state and local grant money and made it possible to mcetthc cleanup standard for a residential
development, which will provide greater tax benefits to the city than a commercial development.
In mid-2005, with application assistance from Barr, Mound was awarded a $1.47 million cleanup grant
from the Minnesota Dep811ment of Employment and Economic Development (DEED) and $221,000 in
additional funding from the Metropolitan Council.
Working for the city and with the future property developer, Barr completed a pre-design investigation,
developed plans and specifications for the site-restoration activities, and prepared a response action plan.
Barr also conducted a limited geotechnical settlement evaluation of organic soil (peat) at the site. Some of
the soil was to be left in place, and a surcharge load was designed to consolidate the soil in order to meet
the developer's schedule for construction.
An aggressive three-and-a-half-month cleanup schedule was developed, and Barr assisted in the
contractor-bidding phase and provided field oversight during implementation. To prevent inflow from the
adjacent wetland during excavation, 30,000 square feel of sheet pile were installed along the perimeter of
Ihe site. In all, more than 100,000 cubic yards of waste materials and organic soil were removed from the
site and replaced with clean backfill. In addition, a 20,000-cubic-yard surcharge pile was constructed, and
4.7 million gallons of water were treated.
A groundbreaking event for construction of the Lost Lake redevelopment was held in November 2005.
The project will feature 37 residentialtownhomes and a commercial building and is a key element in the
city's "Downtown Mound" revitalization strategy. The development will also include a lighted walking
trail and floating dock facilities with access to Cooks Bay and the rest of Lake Minnetonka.

In 1996, the St. Paul Port Authority requested
Barr's assistance with the former Maxson Steel
Foundry propelty. The property is located in Saint
Paul north of the Burlington Northern railroad on
Topping A venue between Dale Street and Como
A venue. The 21-acre redevelopment area was
divided among three owners. The St. Paul Port
Authority purchased the parcels in the years 1997,
1999, and 2000 under three separate purchase
agreements. The propelty has been used for over
100 years by heavy industry including a steel
foundry, construction companies, waste oil
recyclers, tank and drum recyclers, a contaminated
soil remediation firm, a manufacturer of heat exchangers, and a solid waste transfer station.
Several previous investigations had been completed at the property in the past. Ban' compiled the
information and identified source areas of contamination. We prepared a Phase II investigation work plan
for the source areas that required additional investigation. We coordinated the investigation that included
collection of surficial and subsurface soil samples in source areas. The investigation also included soil
borings in locations of existing and former underground storage tanks in order to comply with the
MPCA's VPIC program. The investigation results were compiled in a report and a voluntary response
action plan was prepared. Both Ihe MPCA's VIC and VPIC programs approved the report.
Barr then prepared cost estimates for the response action
plan. These cost estimates were used as part of the project
team's effort to obtain funds from the state. We helped the
Port Authority prepare and submit applications for grants
available from DTED and the Metropolitan Council. The
Port Authority received the majority of the grant money
applied for.
During the design phase, Ban- conducted an inventory of
wastes at the property and subcontracted the asbestos survey

of the grounds and buildings. We prepared plans and specifications for demolition, abandonment of a
production well and monitoring wells, removal of wastes, removal ofa IS,OOO-gallon and a SOO-gallon
underground storage tank, and removal of contaminated soil. We assisted with the contracting and
bidding process,
Barr coordinated and negotiated with the MPCA's VIC and VPIC
programs throughout the project. During the demolition portion of
the project in July 1998, an MPCA inspection triggered various
meetings and negotiations with the MPCA conceming asbestos and
lead paint. The project team strongly negotiated the issues and was
able to keep the demolition activities under way.
Barr assisted the Port Authority with issues related to a media day
event kicking off the start of construction activities. We also
attended various neighhorhood meetings about the redevelopmem
of the property.
Barr conducted a groundwater receptor survey at the property as
required for closure of the petroleum leak sites, and prepared a
Petrofund reimbursement application submitted to the Department
of Commerce for costs associated with historical petroleum releases
at the property,
The response actions for the property were conducted in three
phases in 1998,2000, and 2001. The final response actions were
completed in October of2001. Barr provided construction observation during demolition, contaminated
soil removal, waste collection, profiling for treatment and disposal of wastes, and removal of the tanks
and contents throughout the course of the project. We prepared a response action implementation report,
which was approved by the MPCA. Certificatcs of complelion were issued for the property,
After completing the response actions, we assisted the St. Paul Port Authority with environmental aspects
of a geotechnical soil correction in preparation for redevelopment of the property. The soil correction
activities were completed in the fall of 2002. The property is now called the Great Northern Business
Center and has olle new building and tenant, with more to follow.
