Mike Comodeca, the City's Environmental Attomey, and RRLD's Environmental Attorney met with the GSA's legal counsel on September 26-27 to discuss the FOST, FOSET, MOA and insurance. He will be meeting in an Executive Session with the City Council on October 29, 2007, to discuss environmental remediation credit issues. . Mr. Comodeca will be meeting with staff and RRLD on October 30, 2007 regarding a timeline for the transaction and issues for the meeting with the GSA and Army in Washington D.C. in November. In addition, he will be meeting with RRLD's Environmental Attorney to review drafts of the PP A, RAA, MOA and any other necessary documents for that meeting. Environmental Characterization & Demolition . Staff sent out RFP's to the engineering pool to assist the City in the review of the environmental plans and test results for TCAAP. The City received three proposals and staff will be bringing a recommendation forward to contract with Barr Engineering for City Council review (consideration at the October 29, 2007 meeting. . The sampling has been completed for the site and the data has been input into the required database. RRLD's environmental consultants will be utilizing the database to create the necessary maps for defining areas for type of remediation. RRLD is reviewing if they will need to complete additional vapor sampling in the spring for a couple of areas. . RRLD met with the MPCA on October 24, 2007 to go over the sampling results to determine who will be required to sign off on the various aspects of remediation. . Mike Comodeca and the City will be meeting with RRLD on October 30, 2007, to receive a briefing on the sampling status. In addition, he will be meeting with staff, Ehlers and John Dean of Kennedy and Graven to go over the environmental issues. . RRLD has received updated survey drawings of all the existing rail lines and utilities on site. They will be meeting with their demolition contractors on site in the next couple of weeks to review the drawings and site so they can provide updated estimates for removal. Project Status Memo 1 Master Plan . On October 15, 2007 the City Council met in a work session to review the budgetary impacts of a decrease in number of housing units and square footage of retail, office and industrial space. On October 24, 2007, the project team met with RRLD to review the comments and direction provided by the City Council. RRLD will be revising their financial proforma based upon the direction provided and the City Administrator will be scheduling a work session with the City Council to review the updated financials. . Staff and RRLD will be gathering photographs of various housing developments in the Metropolitan Area, along with their corresponding unit per acre calculation, for the Council to assist them in visualizing the level of density currently contemplated for TCAAP. Comprehensive Plan (fnll update and amendment for TCAAP) . The second public meeting on the Comprehensive Plan was held on October 16, 2007. Approximately 30 attendees participated in discussion on the vision statement and transportation, housing and County Road E area issues. AUAR . The AUAR process is on hold until the level of density for housing and commercial are decided upon. Hwy 10 and 96 . Ramsey County was notified that they were awarded their funding request from the Federal Government. Weare awaiting further details at this time. The County has requested to meet with the City the week of October 29 and plans are underway to schedule that meeting. Market Study . On October 15, 2007, the City Council approved entering into a contract with Maxfield Research to conduct a housing market study for TCAAP on behalf of the City. Staff will be meeting with Maxfield to discuss the parameters of the study and determine a timeline for its completion. Communication Strategy . On October 9, 2007, the Communications Committee interviewed two firms to assist the City in developing a communications plan for TCAAP. Based upon the interviews, the Committee is recommending moving forward with Davis Communications for the development of a Communications Plan and implementation thereof.
