2. PUBLIC INQUIRIES/INFORMA TIONAL Public inquiries/informational is an opportunity for citizens to bring to
the Council's attention any items not currently on the agenda. In
addressing the Council, please state your name and address for the
record, and a brief summary of the specific item being addressed to the
Council. To allow adequate time for each person wishing to address the
Council, we ask that individuals limit their comments to three (3)
minutes. Written documents may be distributed to the Council prior to
the meeting, or as bench copies, to allow a more timely presentation.

TCAAP Update
Acquisition of TCAAP Property
. The City and RRLD will be meeting with the GSA and Army in Washington D.C. at the end of
November.
. Ryan Companies is the sole entity of RRLD since they bought out Rhebein's interest a few
months ago.
Environmental Characterization & Demolition
. On October 29,2007, the City Council approved entering into a contract with Barr Engineering to
assist the City in the review of the environmental plans and test results for TCAAP, Staff will be
meeting with Barr Engineering on November 20, 2007, to provide background information on
TCAAP. Barr Engineering will be meeting with Tetra Tech (RRLD's Environmental Engineers)
after Thanksgiving to go over sampling results, etc.
. RRLD and their demolition and abatement contractors will be making a site visit the week of
November 19t1' to review the site, utility plans and buildings so they can provide updated
estimates for asbestos abatement and removal of structures and utilities.
Market Study
. Staff met with Maxfield Research on November 6, 2007, to go over components of the study,
provide them background information and discuss timeline for completion of the Study. It is
anticipated that the draft report will be completed and presented to the City Council at a work
session in January.
Communication Strategy
. Staff met with Davis Communications on November 7, 2007 to provide background information
and discuss process for preparing the plan, Ted Davis will be contacting each Council member to
set up a meeting to discuss expectations for the communications plan and perspective on what
needs to be communicated, identifying stakeholder groups, etc, In addition, Davis
Communications will be meeting with the Communications Committee on November 27, 2007 to
have similar discussions and discuss how they and the Committee will work together.
. Since it has been a while since the City has met or discussed Highway 10 and County Road 96 as
a group or with interested parties, staff has requested that Davis Communications prepare
correspondence to be sent to residents regarding status of the project to date to keep them
informed and engaged in the discussions,

proposal to the City Council. The meeting did include a full public hearing, and there were
citizens in attendance that voiced their opinions. The meeting can be viewed on the internet by

the right side menu bar, Then click "Planning Commission" to go to the CTV web site to view
the Planning Commission meeting, Although a request was made to provide DVDs ofthe
meeting, the DVDs could not be completed in time for the release of this packet.
The City Council work session is not meant to be a forum to discuss the Planning Commission's
recommendation; instead, the goal of the work session is to discuss the PUD process and to offer
comments, questions, and suggestions about the proposal.
Plan Set and Traffic/parkin!!: Study
The plan set and the traffic/parking study were sent to the City Council prior to the release of this
packet in order to give the City Council additional time to review the proposed redevelopment.
Therefore, the full plan set and traffic/parking study are not attached to this report.
