CITY COUNCIL WORKSESSION
MAY 17, 2007; 6:30 P.M.
ARDEN HILLS CITY COUNCIL CHAMBERS
1. CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Harpstead Stan Harpstead called to order
the City Council Worksession meeting at 6:36 p.m.
Present:
Mayor Stan Harpstead, Councilmembers Brenda Holden, David McClung,
and Fran Holmes.
Absent:
Councilmember David Grant (Excused).
Also Present: City Administrator, Michelle Wolfe; Community Development Director,
Karen Barton; Stacie Kvilvang, Ehlers & Associates; Sid Inman, Ehlers &
Associates; and John Dean, Kennedy & Graven.
2. APPROVAL OF MEETING AGENDA
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the meeting agenda as presented. The motion carried
(3-0).
3. TCAAP MASTER DEVELOPMENT AGREEMENT
Members of the City Council discussed the meeting notes regarding Development Issues from
April 30th as prepared by Ms. Stacie Kvilvang (Ehlers & Associates), regarding development
issues for the proposed TCAAP Master Development Agreement. Ms. Kvilvang noted that she
would update the list of Development Issues for future review and discussion.
Ms. Kvilvang asked the City Council for input regarding what financial information they would
like to receive at the next meeting scheduled for May 26th.
Councilmember Fran Holmes requested information regarding the profitability of the TCAAP
project. What would be the necessary purchase price and density for the project to be profitable?

Mayor Harpstead requested a financial model that presents the necessary cash flow for the
TCAAP proj ect over the next fifteen years.
Mr. Sid Inman (Ehlers & Associates) noted that he will put together a fifteen year model for the
City Council to review.
Councilmember Holmes requested that Ehlers & Associates create a project model of the current
concept and show the proposed proj ect at a fifty percent density level.
The Mayor and City Council discussed a number of items relating to land acquisition and the
development that could be addressed in the MDA.
4. COUNCIL COMMENTS AND REOUESTS
Councilmember Holmes asked for guidance from the City Council regarding the next TCAAP
open house meeting.
Members of the City Council were agreeable that the proposed July 19th date for the TCAAP
open house should be noted as tentative in the TCAAP newsletter that is scheduled to be printed
and released to the public in the near future.
Members of the City Council tentatively set a City Council retreat date for June 2nd at 7:30 AM
to 10:00 PM.
5. ADJOURNMENT
