BACKGROUND
The City of Arden Hills approved an engineering consultant pool on August 27,2007 for use on
specialized proj ects or projects that the City of Roseville' s Engineering Department may not
have the capacity to assist with.
As part ofthe TCAAP redevelopment, the Developer will be preparing engineering plans,
reports and other documents for City staffto review. While the City ofRoseville Engineering
Department will be able to perform much ofthe review, staff feels that it will be beneficial to
have a consultant on board to provide additional support for review of more technical aspects of
the redevelopment, such as overall water and sanitary sewer system capacity analysis.
Therefore, a request for quotes was submitted to the City's planning pool, consisting ofthe
following firms: Kimley-Hom and Associates, Inc., SRF Consulting Group, Inc., URS
Corporation, and WSB & Associates, Inc. All four firms provided quotes for the proposed work.
DISCUSSION
The support to be provided with this contract includes, but is not limited to: review oftechnical
documents such as water system plans, sanitary sewer layouts, traffic analyses, storm sewer
plans. Meetings with City staff will occur on an as needed basis. Staff estimates that an average

of approximately four (4) hours a week will be needed to provide technical support on an as-
needed basis. This contract will be on an hourly basis based on actual hours spent providing
support, and shall continue through March 31, 2008, the duration ofthe Preliminary
Development Agreement (PDA). At that time, the contract may be extended as needed.
Based on the review of the submittals, staff is recommending that the City contract with WSB &
Associates, Inc. for this work. WSB provides services to governmental agencies only and has
never worked for private developers; this will ensure that the City's interests are well
represented. WSB also provided the most comprehensive proposal including a diverse team of
staff members available to assist the City. Some of their staff members have experience with
TCAAP, having worked on clean-up efforts on the site with past employers, as well as working
on groundwater aquifer clean-up efforts in neighboring cities. The hourly rates, when compared
with the other fInns, were lower overall; some of the miscellaneous expenses are incorporated
into the hourly rate, as opposed to the other fIrms, who bill these separately. In order to become
more familiar with the redevelopment of TCAAP, WSB has reviewed some of the preliminary
documents for the project. They have indicated that they will continue to do so on their own
time, so as to provide the City better service without increasing costs.
The proposals are also attached for your review.

Weare pleased to submit this proposal to provide technical support in the
form of developer reviews for the planned redevelopment of the 585-acre
Twin Cities Army Ammunition Plant (TCAAP) site. We understand that
the City is seeking a consultant to review technical documents on an as-
needed basis. City staff estimates an average time commitment of
approximately four hours per week through the end of March 2008, at
which time the contract may be extended through the preliminary design
stage ofthe redevelopment.
Project Understanding
With the Framework Vision for the TCAAP redevelopment in place, we
understand that the TCAAP Master Planning process kicked off in January
ofthis year. Stakeholders include the master developer, CRR, LLC, the
16-member TCAAP Master Planning Advisory Group, the Planning
Commission, City Council, staff, as well as the nearly 10,000 residents of
Arden Hills.
Once the Master Plan is completed, we understand the importance of
ensuring that the developer-designed improvements implement the vision
set forth in the Master Plan, are consistent with the design guidelines
established during the Master Planning process, and will result in
sustainable public infrastructure. The Kimley-Horn team has the
knowledge and experience to provide the technical support the City of
Arden Hills needs through all design phases of the TCAAP redevelopment
process.

Kimley-Hom has strong working relationships with other consultants
currently working on the TCAAP site. We have recently worked with the
developer's planning consultant, Hoisington Koegler Group, Inc., (HKGi)
on other local development/redevelopment projects in Maplewood and
Chanhassen. We are currently working with the City's environmental
review consultant, Barr Engineering, on projects in the Northwest
Quadrant area of New Brighton and on projects for the City of Inver
Grove Heights.
Technical Reviews
We understand that the City is seeking a consultant to review technical
documents including water system plans, sanitary sewer layouts, traffic
analyses, and storm sewer plans. The Kimley-Hom teams brings to the
City of Arden Hills solid experience in each of these areas as represented
in our individual staff resumes included in the Statement of Qualifications
submitted this past June as well as the attached project examples.
As a part of water system plan review, we would verify that the
developer's design meets current City of Arden Hills and Department of
Health standards, provides adequate looping and water main sizing,
includes valves at appropriate locations for system operation and isolation,
and incorporates adequate hydrant spacing to ensure fire protection
standards are met.
When reviewing sanitary sewer system layouts, we would ensure that the
design complies with current City and Metropolitan Council
Environmental Services (MCES) standards. Through providing
redevelopment services to other local communities, we understand the
need to coordinate with MCES when providing new connections to or
modifying flows contributing to the MCES collection system. We also
have experience in the preparation of Comprehensive Sanitary Sewer Plan
updates as may be necessary to address additional flows generated by new
development/redevelopment.
Traffic analysis and construction plans would be reviewed to verify
consistency with the AUAR as well as applicable City, Mn/DOT, and
County standards and policies. These reviews are recommended for any
site specific traffic impact studies, Intersection Control Evaluation reports,
and site development or roadway construction plans. Our staff will review
the methodology used in the traffic analyses to make sure reasonable
traffic growth rates, trip generation, and analysis inputs are used to ensure
appropriate mitigation measures are recommended and implemented. Site

development-plan review will help ensure that adequate parking stalls, site
circulation, and proper access layout and locations are incorporated as a
part of the development. Review of roadway plans are recommended to
make sure that appropriate standards are followed for intersection design
(unsignalized, roundabouts, or traffic signals), signing and striping, and
construction traffic control. Our strong relationships with Mn/DOT and
Ramsey County allow us to assist with any agency coordination that may
be required.
We understand the impact a poorly designed storm drainage system can
have on any project, particularly a redevelopment project. When
reviewing developer plans for storm water collection systems, we would
ensure that any proposed systems fit within the overall
hydrologylhydraulics of the surrounding area. Through several recent
projects within the Rice Creek Watershed District (RCWD), we have built
a positive working relationship with Watershed District staff. We have
also developed a strong understanding ofRCWD permit requirements,
specifically as they pertain to site redevelopment and reconstruction
projects. Finally, we would ensure that the designed storm water system is
consistent with current City standards.
Project Team
The Kimley-Horn team has significant local experience in municipal
infrastructure design and redevelopment, including the redevelopment of
contaminated industrial sites, and has provided developer review services
for a number of Twin Cities metro-area communities. Project Manager
Beth Engum has a variety of experience in the design and management of
public infrastructure proj ects. Client Manager Jon Horn brings over 18
years oflocal experience leading complex, multi-disciplined planning and
engineering projects. This core team will be backed by the more than 50
local professionals that make up the Twin Cities office and supported by
the depth of experience of 2,700 Kimley- Horn employees across the
country.
We have included short summaries of our teams' qualifications and
experience. Full resumes for core team members were included in our
Statement of Qualifications. Beth will serve as the lead contact
responsible for the management and administration of the project with the
City. As Client Manager, Jon will ensure that the City's needs are met by
providing his expertise to Beth and being available to attend meetings with
City staff, developers, developer consultants, regulatory agencies, and the
City Council as appropriate.

Beth has more than eight years of experience in municipal and
transportation engineering for a wide range of projects including the
design and rehabilitation of roadways, drainage/storm water management,
and utility improvements for a variety of clients. Beth has a Bachelor of
Science degree in Civil Engineering from the University of Minnesota as
well as a Master in Engineering Management from George Washington
University. Beth has served as the project manager for several local
infrastructure improvement projects, including Northwest Quadrant
Redevelopment projects for the City of New Brighton.
Beth will be the proj ect manager and have day-to-day responsibility for
review of technical documents, completion ofproject deliverables, and
communication with City staff and other project stakeholders. For this
work, Beth's hourly rate is $125.00.
Jon Horn, P.E.
Client Manager
Jon has more than 21 years of diverse engineering, planning, and project
management experience. Jon has a Bachelor of Science degree in Civil
Engineering from North Dakota State University. Jon has played an
integral role in the success of numerous, large-scale
development/redevelopment projects for the communities of Chanhassen,
New Brighton, Anoka, Maplewood, Bumsville, and Inver Grove Heights
by providing not only quality design and project management, but also
developer review services and public involvement expertise.
Jon will provide technical support and quality control review of all
deliverables under this contract. Jon will also serve as a secondary point
of contact for the City. Jon's hourly rate is $170.00.
Brandon Bourdon, P.E.
Traffic Analysis & Review
Brandon has more than ten years of experience as a transportation
engineer specializing in traffic studies, operational analysis, and the design
of traffic signals, signing and striping, and construction traffic control and
phasing. Brandon has a Bachelor of Science degree in Civil Engineering
from South Dakota School of Mines and Technology as well as a Master
of Science in Civil Engineering from the University of Colorado. Brandon
has worked for a variety of clients on traffic studies and design projects

Storm Sewer & Utility Plan Review
As a project engineer, April has completed preliminary through final
roadway, storm water, and utility design for a number oflocal public
infrastructure projects. April has a Bachelor of Arts degree in Physics and
Mathematics from Augnstana College and a Bachelor of Science degree in
Civil Engineering from the University of Minnesota.
April will assist the project manager in providing storm sewer and utility
plan review for the contract. Her hourly billing rate is $100.00.
Reimbursable expenses (copy/printing charges, plotting, mileage, delivery
charges, faxes, etc.) will be charged as an office expense at 6.0% of the
labor fee.
The attached project examples demonstrate our successful track record in
providing services similar to those requested as a part ofthis project.
These examples were chosen to highlight our experience in the design,
project management, and implementation of public infrastructure projects
as well as our expertise in providing development review services to
metro-area municipalities with issues similar to those your community is
facing.

CarMax/Mogren Improvements
Kimley-Horn assisted the City of Maplewood with preliminary design/
feasibility study, final design, and construction phase services for public
improvements to support the redevelopment of a 60-acre parcel of land
at the northeast quadrant of the Trunk Highway 61 (TH 61) and Beam
Avenue intersection. The site is being redeveloped from a golf course to
a four lot office/retail development. The scope of the public improvements
Included the following:

. 1,500 linear feet of sanitary sewer

. Storm drainage improvements including the construction of two ponds

The overall scope and design of the public improvements was closely
coordinated with the project developer. The design of improvements
along Beam Avenue and TH 61 was closely coordinated with Ramsey
County and Mn/DOT. The project also included significant coordination
with the Ramsey-Washington Metro Watershed District since a Watershed
ditch system runs through the project area. We also assisted city staff
by providing services to review plans and design information for the
associated private development improvements.

Kimley-Horn has assisted the cities of Maplewood, Inver Grove
Heights, and Chanhassen with engineering reviews for various private
development projects. This has included the review of plans and
engineering design information for residential, office, industrial, and
mixed-use developments. We have reviewed drainage analysis and
reports; roadway design; utility design, including water and sanitary
sewer; and grading/erosion control plans. We also have reviewed and
completed traffic impact analyses to determine the impact of proposed
developments on the surrounding roadway system. As a part of our
services, we provided construction observation to verify that private
development improvements were being completed in accordance with the

2005 MUSA Area Improvements
Kimley-Hom provided services to the City of Chanhassen for the
development of their 2005 MUSA expansion area. This included AUAR,
feasibility study, final design, and construction phase services for the
extension of public infrastructure (roadways, sanitary sewer, storm sewer,
and water main) to serve a 640-acre development area. The public
improvements were closely coordinated with adjacent developers and with
the Minnesota Department ofTransportation (Mn/DOT) since the 2005
MUSA area borders Mn/DOT's TH 312/212 design build project area.
The 2005 MUSA infrastructure improvements included the following:
. More than 9,000 linear feet of trunk (15-inch to 21-inch) sanitary sewer
. More than 9,000 linear feet of trunk (12-inch to 18-inch) water main
. Storm drainage improvements including storm sewer, storm water treatment/deten-
tion ponds, and wetland mitigation areas
. More than 5,000 linear feet of collector roadway including two roundabouts and a
traffic signal
The feasibility study services included the determination of estimated
project costs and the establishment of a proposed financing pian for
the improvements. Our services also Included a significant public
involvement process to present the proposed improvements to the area
landowners/developers and to develop consensus. We also were involved
in the acquisition of the necessary right-of-way and easements for the
improvements. We also assisted city staff by providing services to review
plans and design information for the associated private development
improvements.

South Cahill Improvements
Mn/DOT selected Kimley-Horn to provide preliminary design of
improvements adjacent to Trunk Highway 52 (TH 52) between the new
117th Street interchange and Concord Boulevard to facilitate closure of
local property access to TH 52. Kimley-Horn developed and analyzed
numerous roadway alternatives for frontage and backage roads, led
public involvement efforts during alternatives selection, completed a
Mn/DOT staff approved geometric layout for municipal consent,
pertormed all necessary traffic analysis, and conducted environmental
review as part of an environmental assessment worksheet.
Subsequent to the completion of the preliminary design work for
Mn/DOT, the City of Inver Grove Heights selected Kimley-Horn to
provide feasibility study, final design, and construction administration
services for the implementation of some of the improvements identified
in the Mn/DOT study. These improvements included water main,
sanitary sewer, a sanitary sewer lift station, storm sewer, 1,000 linear
feet of rural street reconstruction, and 2,500 linear feet of new urban
collector roadway. We also assisted the City in the acquisition of right-
of-way/easements and in obtaining $594,000 in Mn/DOT Cooperative
Agreement funding for the improvements.

engineering services to the City of Arden Hills for technical support on the Twin Cities Army
Ammunition Plant (TCAAP) planning. As one of the Midwest's leading consulting firms, SRF
has the broad technical expertise and dedicated staff to provide you with high-quality and cost-
effective services for this important project.
Our experience and expertise is well suited to the TCAAP project. Our familiarity with the
issues, City staff, and criteria of the various agencies with jurisdiction in the project area will be
a benefit to the project. With a multi-disciplinary staff of 250, SRF has the right people for the
right projects at the right time. We are well prepared to assist the City in evaluating the design
components of the TCAAP project.
Project Understanding
Based on the information detailed in the RFP and the subsequent information provided to us,
we understand that this contract would essentially be for the review of technical documents/
plans prepared by the developer's consultant. These plans would include improvements to
water, sanitary sewer, and storm sewer utilities/facilities as well as the review of traffic
analyses/forecasting and the associated necessary roadway improvements.
Project Deliverables
The deliverables for this project will be a series of memorandums, which summarize our review
comments on the developer's technical work. Our work will be performed on an as-needed
basis and will be on a mutually agreed upon schedule for the review of each set of
documents / documentation.
City Responsibilities
It is our understanding that City staff will prepare all Council reports and attend Council
meetings and work sessions. SRF staff will be available as needed for technical assistance at
Council Work Sessions and at any other time that City staff deems necessary.

through the course of the project. A brief biography of each of our team members follows.
David Juliff, PE - Principal
SRF's TCAAP team will be led by David, a project manager who has extensive experience with
similar projects and is known for his ability to facilitate multi-disciplinary projects. He is
supported by key staff members who are experts in their fields and have intimate knowledge of
the TCAAP site and/ or the City of Arden Hills.
David has more than 19 years of experience in municipal (street and utility) and transportation
engineering and is well-known for his ability to effectively manage multi-disciplinary projects
and his creativity in developing unique solutions for difficult and complex projects. He was
responsible for ensuring the timely and accurate preparation of public utility infrastructure

Mike Aaron, PE - Senior Associate
Mike has 16 years of experience in site development and municipal (street and utility)
engineering. He was the project engineer responsible for overseeing the streets and utilities
preliminary design for the City Council approved Framework Vision Conceptual Master Plan for
the TCMP site in the City of Arden Hills. His experience also includes serving as the project
engineer responsible for managing the public infrastructure improvements for the 100-acre
Heritage Park Redevelopment Project in the City of Minneapolis.
Nancy Frick, AICP - Senior Associate
Nancy brings 20 years of city planning and 10 years of environmental planning experience to
the challenge of balancing community development with protection of social and nature
resources and engaging stakeholders in the exciting work of managing change. Nancy
continues her on-going responsibility for securing state environmental clearance for the Ryan
Companies redevelopment proposal of the TCMP site through the Alternative Urban
Areawide Review (AUAR) process.
Todd Polum, PE - Senior Associate
Todd has more than 10 years of experience in transportation engineering and is well-regarded
as an expert in traffic operations analysis and interchange operations from both a regional and
local system perspective. He has developed unique solutions that benefit both the local and
regional system. Todd is currently responsible for review and comment of the traffic analysis for
the TCMP site on behalf of the City of Arden Hills and input into the AUAR documentation.
Lisa Goddard, PE - Senior Associate
Lisa has more than 10 years of experience with SRF in drainage design, permitting,
hydrologic/hydraulic modeling and design activities, including extensive use of XP-SWMM
modeling software. She worked on the initial hydrologic study for the TCMP master plan.
Other highlights of Lisa's career include the planning and implementation of innovative and
integrated stormwater management plans for the TCF Bank Stadium and Heritage Park
Redevelopment in Minneapolis.
Steve Miller, PE - Associate
Steven has 13 years experience in municipal engineering and over 10 years previous experience
in construction. His background includes a diverse mix of commercial and residential
developments involving street and utilities from feasibility reports to final design through
construction. Steven was responsible for the existing and proposed utility analysis for the
Framework Vision Conceptual Master Plan for the TCAAP site in the City of Arden Hills in 2002.
Craig Vaughn, PE - Associate
Craig, an expert in many areas of traffic and transportation engineering, has eight years of
experience and regularly contributes to a number of traffic and transportation projects. His skill
set includes detailed traffic operations analysis, high level transportation planning, and effective
project management and public involvement. Some of his recent projects include the
Normandale Lakes District Area Plan in Bloomington, the Richfield Comprehensive Plan
Update in Richfield, the Twin Lakes Business Park AUAR in Roseville, the review of the
Northwestern College Traffic Study in Roseville, and the review of the Aden Plaza Traffic Study
in Arden Hills.
Matt Pacyna - Traffic Engineer
Matt has several years of experience in traffic engineering, including macroscopic and
microscopic traffic simulation. He has worked on a variety of traffic related projects ranging
from detailed freeway analysis to small traffic impact studies. Recently, Matt has worked in
Roseville on the Twin Lakes Business Park AUAR, the review of the HarMar Shopping Center
Traffic Study, and the Fairview Avenue/Oakcrest Avenue Intersection Evaluation.
Resumes for the majority of our team members were submitted in SRFs Statement of
Qualification for Consultant Services in June of 2007. However, we have provided resumes for
Mike Aaron, Todd Polum, and Matt Pacyna in our submittal.
Basis of Payment/Budget
We propose that we be reimbursed for our services on an hourly basis for the actual time
expended. Other direct project expenses, such as printing, supplies, reproduction, etc., will be
billed at cost, and mileage will be billed at the current allowable IRS rate for business miles (as
detailed in our Statement of Qualifications provided previously).

Thank you for the opportunity to submit this proposal for technical support related to the ongoing TCAAP
development process. We have outlined our understanding of the project, our proposed key personnel and
hourly rates for the work below.
PROJECT UNDERSTANDING
We understand that you are seeking professional services to assist City staff with the technical review of water
system plans, sanitary sewer system plans, storm sewer system plans as well as traffic analyses. Based upon
your RFP, we anticipate our efforts to include reviewing plans prepared by the developer's consultants and
providing written comments, recommendations or technical questions associated with the system plans to be
addressed by the developer. The anticipated time commitment is approximately 4 hours per week through
March 31, 2008 with the potential for extension through the end of 2008 at the request of City Staff.

acre Arbor Pointe development in Inver Grove Heights, a development very similar in scale to the proposed
TCAAP development. In addition, Greg has superior knowledge of utility and drainage infrastructure
throughout Arden Hills including the TCAAP property as a result of providing City Engineering and
infrastructure planning services from 1997 to present. Greg's experience includes the design of CSAH 96
roadway, storm sewer and watermain improvements that directly interface with the TCAAP development.

Prank is a senior civil engineer within the Roadway and Infrastructure group of URS and brings eight years of
experience associated with preliminary and final utility and stormwater design to the City's TCAAP review
team. Prank is also intimately familiar with Arden Hills' utility and drainage infrastructure as a result of his
experience with providing planning and engineering services to Arden Hills from 2000 to present. Frank was
responsible for managing the lift station rehabilitation program including the design and upgrade of 10 lift
stations.

Joel recently joined URS and brings over twenty years of unique expertise in the areas of stormwater system
design and modeling as well as water distribution and sanitary sewer system design. Joel will offer a fresh
perspective on storm water management from both a quality and quantity point of view. Joel's career has
focused on leading edge techniques for modeling and designing of water resources improvements. Joel will be
able to quickly assess the accurateness and appropriateness of developer masterplans and models related to
storm water, potable water supply and sanitary sewer improvements.
Traffic Analyses:
John Crawford, PE, PTOE
John leads the URS Traffic Engineeling group and brings over fifteen years of experience with traffic
engineering, travel demand modeling and transportation planning to the City's TCAAP review team. He has
recently conducted a traffic impact analysis for a similar 600-acre development in Hassan Township, just north
of Maple Grove. John understands the range of traffic issues associated with the TCAAP property,
specifically how the location and design of perimeter access nodes to the property impact existing travel
patterns and traffic levels on CSAH 96, TH 10, I35W and County Road 1. John will be able to evaluate trip
generation methods, review and run traffic models prepared by the developer and quickly assess whether they
have accounted properly for existing and proposed conditions.

Overview
Dr. Tosa has twenty-five years of experience in water resources
engineering. He is the water resources department manager of the URS
Minneapolis office. He has managed and provided technical direction for
surface water management plans for several municipalities and
developments around the Twin Cities Metropolitan area in Minnesota.
These plans included: hydrology and hydraulic modeling; channel, pipe,
and pond sizing; wetland delineations and considerations; and cost
estimates. He has also provided expertise in the area of water supply
including: source investigation for future needs, designing wells,
pumphouses, and water mains. Selected examples of his experience
related to water supply and stormwater management are provided below.
Woodbury, MN. Provided general civil engineering services for several
sites that included: new stormwater management techniques (pervious
pavements, rain gardens, increased infiltration methods), sanitary sewer

The City began planning for the redevelopment of the TCAAP property in 1995,
based on the vision of the late Congressman Bruce Vento. This original vision
was incorporated into the City's 1998 Comprehensive Plan and includes a mix
of open space, preservation of site features and amenities, transit, pedestrian-
friendly housing, and retail employment centers. The City began with the
development of a Framework Vision and Goals for approximately 585 acres of
the property between 2002 and 2005 and has developed a Master Development
Plan based on the Framework over the past two years.
The next step in the process is the development of a refined concept and
detailed preliminary plans. The City is requesting assistance with the review of
the technical aspects of the plans as part of the process through March 31,
2008, with the understanding that the contract may be extended through the
preliminary design stage expected to be completed at the end of 2008. We also
understand that the City expects an average of four hours per week of
assistance, on an as-needed basis, in the following areas:

WSB is committed to being a strong partner with the City of Arden Hills, its
residents, landowners, and proposed developer(s). WSB and our proposed
Development Review Team are committed to providing the City with value in
everything we do, no matter the task. With this in mind, we will take the
following approach to this project:
There has been a great deal of time and effort invested in planning for this
project and we understand that the technical review of the project cannot be
completed in a vacuum. We need to understand the overall vision, goals, and
policies for the TCAAP project in order to provide the best review of the
technical aspects of the project. We have already reviewed some of the guiding
documents for the project and will continue to educate ourselves on the
intricacies of the TCAAP Redevelopment on our own time. This will include a
review of the Master Planning Framework, ADAR, and utility and transportation
studies, among others. There will not be a charge for these hours. This will
involve reviewing the pertinent documents, including but not limited to the
following:

Upon notification by the City of a specific development review task, we will
meet with the design team to clarifY roles and responsibilities. Jay Kennedy, our
Development Review Manager, will be the contact for the City and developers
and will attend these kick-off meetings. Jay will assemble the WSB review team
and assign review responsibilities. This team may need to have direct contact
with the developer's engineer or outside agencies, and will coordinate directly
with them on specific design issues. We will keep the City staff informed at all
times of our direct discussions.

We are comfortable serving whatever role is needed, depending on the City's
requirements and staff availability. If there are small individual items that the

We will tailor our services and reports based on the City's needs, project
schedule, and the end user. We understand that the City Council, City staff,
outside agencies, and developer's professional staff need different information
in order to make decisions. Our Development Review Team has utilized a
number of techniques to meet this goal in other communities, depending upon
the specific situation, including:
. Separate planning/policy review and detailed technical review letters
. Detailed technical comments included directly as "red lines" on the plans,
which are then scanned and provided as an attachment to our
planning/policy report

The TCAAP project involves a large developer team, induding numerous
engineeting and planning firms and several development firms. Considering
this group and the City team assembled to manage the process, it will be
important that the selected reviewing firms be adept at the coordination role.
WSB and Jay Kennedy regularly serve in this role for many Cities and
understand how to help the process toward success. We communicate quickly
with agencies, engineers, planners, and developer representatives to make sure
they are not wasting design dollars, while also ensuring that the City's goals are
being met.

Jay's primary focus over the past five years has been in the role of City Engineer
and/or Development Review Manager for projects in the Cities of Hugo,
Mahtomedi, and North Branch. Jay has participated as the lead Project
Manager for many large public and environmental projects including design,
review, agency coordination, agreement negotiation, and environmental
documentation. He views this role as a specialty that has been carefully
developed through his involvement reviewing development projects in several
communities.

review work, which all involved coordinating improvements with agencies such
as Ramsey County, Mn/DOT, Rice Creek Watershed District, MPCA, and the
EPA. We are a strong advocate for City interests and have been very successful
in this regard.

In this section, instead of providing project descriptions from many different.
Cities, we are focusing on the role we have served for the Cities of Hugo and
North Branch over the past several years. Our role with both cities is very
similar to the role that is being proposed for the TCAAP project in Arden Hills.
We have established a plan review team to address street, transportation, utility,
grading, and other miscellaneous improvements for a series of large
developments, very much like the review structure that will be needed in Arden
Hills.
After an overview of our experience in Hugo and North Branch, we have
included project sheets to provide a sampling of our development review
experiences. We have also included brief summaries of the variety of expertise
our staff can provide. This will give you an overview of our qualifications to
manage the utility, storm water resources, and transportation review process for
your City, as well as highlight other potential areas where we can assist you.
Our proposed team is not a part of the developer's TCAAP project team,
although we were invited to provide a proposal and declined the offer. As we
have previously discussed with the City, WSB does not work directly for private
clients. We believe that having WSB on the City's development review team will
provide a "second set of eyes", and a partner that is working in the City's best
interest.
Members of our team have had experiences with the TCAAP in the past. Todd
Hubmer is currently involved in the NRPA process representing St. Anthony
Village and working closely with all of the regulatory agencies and stakeholders
on the long term clean up of the groundwater aquifers. In addition, Pete
Willenbring has had extensive experience with the cleanup efforts at TCAAP
dating back to the early 1980's. Pete will be a resource for Todd and the rest of
the team as part of our review.
Jay Kennedy serves as the Development Review Manager for Hugo and North
Branch and coordinates all of the review activities for the different phases of
development. We have been involved with preparing the engineering portion of
the staff report for distribution to the Planning Commission and City Council.
We also are involved with the drafting of the Developer's Agreement for many
of the projects.
WSB is very active in working with the City and developers to provide
infrastructure options that would be beneficial to the overall project and achieve
the goals of the community. In this role, WSB regularly gave presentations to
the Planning Commission and City Council and participated in developer
meetings and City staff meetings as a member of the staff. While the City is not
requesting assistance at Planning Commission and City Council meetings, the
staff we have proposed is prepared to do so if the City desires.

The first stage of development is the planning/concept plan process. We are
well versed in providing project support in this area as it relates to streets,
utility systems, and transportation networks. We regularly prepare planning
documents for transportation and utility systems, which gives us the ability to
review development documents quickly and thoroughly.

use development which is predominantly zoned industrial
. Completed an AUAR to provide the City with important planning tools
such as transportation, utility, and storm water management plans

. Managed the removal of several buildings with asbestos and implemented
a RAP for petroleum contaminated soils
. Designed a regional storm water management facility that extends the
length of the development. Construction of the regional pond is designed
to occur in phases as development progresses and eliminates the need for
individual ponds as sites develop. It is also designed as a site amenity
including open space and a trail system. Lastly, the soils generated as part
of the pond construction are utilized within the adjacent properties to
provide adequate building sites consistent with an overall grading plan
that we developed for all 400 acres
. Project included roundabouts, reconstruction of Chisago CSAH 30 at 400th
Street to allow for an at-grade crossing of 400th Street at the BNSF
Railroad tracks and planning for a future overpass of 1-35 at 400th to
provide a key connection between the east and west portions of the
community
. Construction of trunk municipal utility infrastructure to serve the
development. This includes both onsite and offsite improvements,
including the extension of sanitary sewer from the City's Wastewater
Treatment Facility.

. North Branch Market Place (NBMP) is a 30 acre commercial development
accessing TH 95 and near the 1-35 interchange. WSB provided plan review
for the private development and designed the public improvements to Flink
Avenue
. The project has been completed in cooperation with Mn/DOT and the
North Branch Market Place (NBMP) development team
. The project is part of the overall layout for the TH 95 Interchange project
developed in cooperation with the City, Mn/DOT and Chisago County.
The layout includes the realignment of Flink Avenue which will result in
improve traffic flow and access along TH 95 to minimize congestion in the
future as the area develops.
. Worked with the City, Mn/DOT, and the developer to install a traffic signal
at new Flink Avenue until the TH 95 interchange project is completed.
This resulted in a short term compromise, since there are two signals at a
closer spacing than typically allowed by MnIDOT.
. Worked with the developer to implement the City's comprehensive utility
plans within the site to minimize overall cost and provide safe access for
the Public Works maintenance staff
. Coordinate the storm water management with the future TH 95 bridge
improvements
. Storm water management for the area was planned to include runoff from
the private development and from the current and future public
improvements along Flink Avenue and TH 95

We have attached our current 2007 and proposed 2008 fee schedule with hourly
rates for each employee classification. The hourly rates include all miscellaneous
costs such as cell phones, mileage, CADD time, mailing, general correspondence,
and word processing.
Billing - Billing will occur monthly for all projects. It is important to note that
WSB provides a separate invoice for each project that we work on and will work
with City staff to determine the appropriate separation(s). This allows for ease of
financial tracking, which is particularly important for development projects that
have escrow accounts associated with them. Our project management system
allows us to include comments on each specific task so that invoices can be more
descriptive if the City desires.
We have provided a rate category billing table for the staff included in this
proposal. We do have other, lower rate staff that could be involved, depending
on the tasks we are asked to accomplish. We believe that more experienced staff
will provide the most value to the City through the efficient and thorough review
of development documentation.

RFP for Residential Recycling Services
1. INTRODUCTION
This request for proposals (RFP) defines the service standards, specifications and proposal
requirements of the residential recycling collection program for the City of Arden Hills (City).
The City seeks to enter into a recycling contract with a company that has the resources and
ability to provide residential recyclable materials collection services for the City.
It is the intent of the City to accept and evaluate proposals for residential recycling services
including collection, processing, and marketing. The goals of the City are to maximize the
fullest recovery possible of recyclable materials from all residents in the City and to achieve the
most cost-effective solution.
The City encourages Proposers to submit their best proposal possible. The requirements within
this RFP may be altered by Proposers if proposals explicitly describe the change, rationale
and price implications. For example, the "dual-stream proposal" scenario assumes the City's
current dual-stream collection/processing recycling method. Proposers may propose a "single-
stream proposal" scenario or they may propose on both scenarios. Each scenario proposed must
have a distinct, associated price.
2. BACKGROUND
The City's current recycling contract requires single-family households to be serviced on a
weekly basis. Households north of lnterstate 694 have recyclable materials collected every
Wednesday and households south of 1-694 have recyclable materials collected every Tuesday
(see Attachment A for a map of Arden Hills).
The current population of Arden Hills is estimated to be 9,692 persons. The City has
approximately 2,560 single-family housing units included as part of the City's residential
recycling program.
Three buildings in the City (one senior living building, one condominium complex, and one
apartment building) totaling 173 units contract individually with one private hauler for once
weekly dual-stream collection of recyclable materials.
There is one manufactured home park (Arden Manor) in the City, consisting of 294 housing
units. The park owner contracts with one hauler for the collection of recyclable materials from
these units.
The City currently has a dual-stream recycling program for fiber and rigid containers. Paper
products accepted in the City's recycling program include old newspaper (ONP), old magazines
(OMG) including catalogs, old corrugated containers (OCC), mixed mail, old boxboard (OBB),
phone books, and pop and beer carriers/cartons. Rigid containers accepted in the program
include glass food and beverage containers, plastic bottles with a neck, steel and tin cans,
aluminum foil, and aluminum cans. These materials are described in more detail in Section 3,
"Definitions ".
The City is billed $2.05 per household for residential recycling services by its current contractor.
The total quantity of recyclable materials collected from the single-family curbside program in
2006 was 861 tons. The breakdown of 2006 recyclable materials collected in Arden Hills, by
material type, can be found in Attachment B.

3. DEFINITIONS
Disposable containers fabricated primarily of aluminum, commonly used for soda, beer,
juice, water or other beverages.
3.1 Aluminum Cans
3.2 Contractor
The City's recycling service contractor under the new contract beginning operation on
March 1,2008.
3.3 Curbside
The area of public right of way between the property line and the curb or edge of the
street, but not on the street.
3.4 Curbside Recycling Bins
Uniform curbside recycling bins (e.g., I8-gallon, green plastic recycling tubs) in which
recyclable materials can be stored and later placed for curbside collection, as specified by
the City. Also pertains to bins, boxes, bags or other containers used by residents to
separate their recyclable materials. (The current I8-gallon curbside bins were originally
distributed free of charge to all households by the City. Residents may now purchase
bins for $550 each, plus tax.) For single-stream collection proposals, see Section 4.6.2
of this RFP which states that the Contractor shall provide containers for use in single-
stream collection programs.
3.5 Curbside Recycling Service
The recycling collection service, together with related public education and other
customer services, specified within this RFP utilizing curbside recycling pickup.
3.6 Fiber
As part of a dual-stream collection program, fiber includes the following paper items: old
newspaper (ONP) including inserts; old magazines (OMG) including catalogs; old
corrugated containers (OCC); mixed mail; old boxboard (OBB); phone books; and pop
and beer carriers/cartons.
3.7 Glass Jars and Bottles
Unbroken glass jars, bottles, and containers (lids/caps and pumps remo\ed) that are
primarily used for packIDg and bottling of food and beverages.
3.8 Mixed Mail/Junk Mail/Household Paper
Mail, advertisements, office paper, school papers, envelopes, etc. Shredded paper is
acceptable in closed paper bags, no plastic bags.

3.9 Markets
Any person or company that buys (or charges) for recycling of specified materials and
may include, but are not limited to: end-markets, intermediate processors, brokers and
other recyclable material reclaimers.
3.10 Materials Recovery Facility (MRF)
A recycling facility in which recyclable materials are processed. The facility will
conform to all applicable rules, regulations and laws of state, local or other jurisdictions.
3.11 Multi-Family Dwellings (MFD)
Any building used for residential purposes consisting of five or more residential units is
considered multi- family dwellings (MFDs) and are considered commercial property.
Garbage and recycling collection services are contracted directly by the building owners.
The City's ordinance is scheduled to be amended by the end of 2007 to ensure all
residents have access to recycling, including those living in multi- family complexes.
3.12 Non-Targeted Materials
Non-recyclable materials that are not included in the City's recycling program.
Examples of typical non-targeted items include (but are not limited to): pumps on plastic
bottles, ceramic material, frozen pizza boxes, plastic tubs such as butter or whipped
topping containers, electronics, etc.
3.13 Old Boxboard (OBB)
Boxes including cereal, cake, chip, cracker boxes, etc. Does not include boxboard
containers used forrefrigerator or freezer food product storage.
3.14 Old Corrugated Cardboard (OCC)
Cardboard material with double wall construction and corrugated separation between
walls. Does oot include plastic, wax or other coated cardboard.
3.15 Old Magazines (OMG)
Glossy and non-glossy magazines and catalogs.
3.16 Old Newspaper (ONP)
Newspapers including inserts.
3.17 Plastic Bottles
Plastic bottles with a narrow neck including milk jugs, laundry bottles, ketchup bottles,
pop bottles, etc. Wide neck containers such as butter or whipped topping containers, are
not included.
3.18 Process Residuals
The normal amount of material that cannot be economically recycled due to material
characteristics such as size, shape, color, cross-material contamination, etc. and must be
disposed as mixed municipal solid waste. Process residuals include subcategories

including, but not limited to, bulky items, contaminants, sorted tailings, floor sweepings
and rejects from specific processing equipment (e.g., materials cleaned from screens, etc).
Process residuals does not include clean, separated products that are normally processed

3.19 Processing

materials delivered to the processing center for transportation or marketing purposes.
3.20 Processing Center
A recycling facility in which recyclable materials are processed. The facility will
conform to all applicable rules, regulations and laws of state, local or other jurisdictions.

We have reviewed the Preliminary Plat application for the above-referenced project. In
particular, we reviewed the following plans related to this particular request:

Our comments regarding this request are as follows:
Preliminary Plat
1. All drainage and utility easements need to be clear! y identified. At a minimum, the
ponds and wetlands should have drainage and utility easements encompassing the
100-year HWL. Any sanitary sewer, storm sewer, or water main outside the road
right-of-way needs to have a minimum 20-foot drainage and utility easement.

2. As indicated in the soils report prepared by GME Consultants, Inc. dated
11/23/2001, there are substantial areas of peat and/or organic silt on site. These
materials will not be allowed for embankment areas or within roadway subgrades.

3. The regional ponds along the east side of the site will require some additional
modification to provide appropriate regional treatment prior to discharging to the
main branch of Clearwater Creek. The ponds will need updated outlet structures
consistent with city standards, additional grading, and additional storage as
specified in Comprehensive Stormwater Management Plan.
4. The applicant has agreed to partner with adjacent land developers to complete the
area-wide Clearwater Creek floodplain map revision applications for this section of
the City. We will provide assistance as needed during this process.
5. The Parkway design needs to comply with State-Aid requirements since the
roadway will likely be added to the City's State-Aid system in the future. There
are design modifications required regarding the side slopes adjacent to the roadway
and the minimum street grades. As we discussed at an earlier meeting with the
applicant, the typical section for the Parkway median should be modified to capture
water within the median to provide maximum infiltration opportunity and minimize
the number of required catch basins within the roadway.
6. The City understands that the applicant has received a waiver of onsite infiltration
requirements from RCWD.
7. We provided detailed comments to the applicant regarding locations where required
low floor elevations will need to be higher than shown due to floodplain,
groundwater, or stormwater bounce.
8. We provided detailed comments regarding locations where required Drainage and
Utility Easernents need to be provided.
Streets and Utilities
1. The southern portion of Everton A venue will become an urban-section roadway
once additional development occurs along the corridor. The timing of constructing
tbe urban-section roadway will be based on the timing of other development in the
area, so the Planning Commission and City Council should consider requiring that
the applicant pave Everton A venue from CR 8 to the north end of Block 1, at
minimum. Since the roadway will essentially be temporary in nature, the upgrade
can consist of shaping the existing gravel surface, and providing a bituminous
surface.
Since the long-range plans for this portion of Everton A venue include the
construction of an urban section roadway, the Planning Commission and City
Council should consider requiring the applicant to finance the eventual upgrade of
the roadway along the western plat frontage. This would amount to providing the
funding for one-half of the cost of a standard City street with a credit provided
based on the cost of the temporary paving. This concept is consistent with that
required as part of the recently-approved Northern Pines development and that
suggested as part of the proposed Powers/Neeser Project.

9. The Parkway will be extended to the southern boundary of the plat. The Parkway
will be extended to CR 8 in the future to a signalized intersection. The time line for
the roadway connection is not set; however, it is anticipated that the connection
will be completed within the next one to two years. The roadway connection and
CR 8 intersection location are consistent with the Everton Avenue AUAR.
10. Soil borings and street design calculations need to be submitted for review for
Wood Duck Parkway to verify that the section is consistent with State-Aid
standards. All other streets must meet the City of Hugo's standard section.
II. The Metropolitan Council Environmental Services (MCES) is planning to construct
an additional interceptor line essentially parallel to the existing line located along
the east property boundary of the proposed plat. The Parkway right-of-way has
been identified as a potential location for the new pipe. City staff is currently
working with the MCES and the applicant to coordinate the construction of the new
interceptor concurrently with the development of the proposed plat as well as the
plat for Water's Edge North.
12. The City's Comprehensive Water Supply Plan identifies this area for a potential
new well site. The applicant has included three potential sites within the plat that
the City could utilize for this purpose.
13. The plans include extension of a 24" diameter trunk watermain following the
Parkway alignment from the City water tower within the Water's Edge North plat
to the east edge of the Waters Edge South plat. The 24" diameter trunk watermain
will need to connect to the existing watermain near the City's Well No.3. The
connection at the well is necessary as part of this plat to provide adequate water
service and is consistent with the requirements of the City's Comprehensive Water
Supply Plan.
14. Additional trunk water mains and sanitary sewers will be necessary within the plat
to provide for adequate service within and adjacent to the plat consistent with the
City's Comprehensive Plans. The exact size and locations will be finalized with
the applicant as part of the final plan preparation.
We have provided additional, detailed technical comments directly to the applicant. These
issues are generally routine in nature and do not require formal consideration by the
Planning Commission and City Council.
