DATE: December 4,2007 TO: Honorable Mayor and City Council Members Michelle Wolfe, City Administrator FROM: Sue Iverson, Finance Director Pang Silseth, Accounting Clerk SUBJECT: Resolution 07-74: Revising Arden Hills' Utility Rates for 2008 Background The firm of Abdo, Eick and Meyers was hired in 2004 to conduct a utility rate study for the City. Based upon the findings of the study, the City Council adopted a four year (2005-2009) implementation plan to increase the City's utility rates for residential and commercial customers. The City is currently conducting a new rate study. A mid-year 2008 rate adjustment will be considered when this study is completed. The current rate study is recommended to be used for the meantime, as we await the results from the new study. Discussion Resolution 07-74, containing the proposed 2008 utility rates, is attached for Council review. Staff Recommendation Staffrecommends a motion to approve Resolution 07-74, revising the utility rates for 2008. C:\Documents and Settings\sue.iverson\Local Settings\Temporary Internet Files\OLK29\Council Memo 40.doc ~ ~HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 07-74 RESOLUTION REVISING WATER, SANITARY SEWER, AND SURFACE WATER UTILITY RATES EFFECTIVE JANUARY 1, 2008 WHEREAS, the City Council established a policy to review its water, sewer, and surface water rates on an as needed basis; and WHEREAS, the City had hired a consultant to conduct a Utility Rate Study and had revised the City's utility rate structure based on their recommendation; and WHEREAS, this study has determined that the rate increase is necessary to enable the utility to rernain self-supporting while having adequate funds to maintain and upgrade the City's infrastructure that supports the water, sewer, and surface water utilities. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, Minnesota that effective first quarter of2008, water, sewer, surface water, standby and water test rates be revised as follows: Service Description Water - Residential per Quarter: Senior - Winter (no base/minimum) per 1,000 gal.
