TCAAP Update
Acquisition of TCAAP Property
. The City and RRLD met with the GSA and Army in Washington D.C. on November 27-28,2007,
At the meeting they discussed credit categories, with the three (3) remaining credit categories still
needing further discussion: hazardous materials, water treatment facility and vapor intrusion,
The next meeting with the parities is scheduled for January 15-16, 2007 in Minneapolis,
. RRLD and the Army are working on the final details of a confidentiality agreement regarding the
results of the asbestos survey, in which if the transfer process does not occur, the Army will
return the information or reimburse RRLD for the cost of the survey.
. RRLD and Army will review options for moving the piping for the water treatment facility or
leave the facility where it is currently located and analyze the financial impact of the options on
the development.
. RRLD's attorney is drafting a letter reciting the items that the parties have tentatively agreed
upon on for signature by the Army and GSA,
. It is anticipated that a 7th amendment will be required for the OTP to extend the date for
agreement on the credit amount. It is anticipated that the amendment will be scheduled for the
January 28, 2007 Council meeting,
Environmental Characterization & Demolition
. Preliminary sample results should be available for review with the Army at the meeting In
January,
. Updated demolition and abatement costs should be provided by the contractors to RRLD in mid
December.
Master Development Agreement
. On November 13,2007, staff and RRLD provided the City Council with photographs of various
housing developments in the Metropolitan Area, along with their corresponding unit per acre
calculation, The information was provided so they could tour the sites on their own to assist them
in visualizing the level of density currently contemplated for TCAAP.
. On November 21,2007, staff and Ehlers met with RRLD and their engineers to discuss the public
improvements required for the development. The meeting was to review the phasing plan, costs
associated with the improvements to better define the timing of the improvements and reduce
costs if possible, Ehlers and RRLD met on December 6, 2007 to review the updated

improvement schedule, Ehlers will utilize the updated schedule to provide financing costs and
numbers to RRLD for use in the overall financial modeL
Hwy 10 and 96
. Mn/DOT continues to work on options for the design of the roadways and staff anticipates
bringing something back for City Council review and discussion in January,
County Road H
. The City Council will be considering approval of a resolution requesting the County to place
County Road H as a priority on its Roadway Capital Improvement Plan at Council meeting in
December.
Bouding Bill
. The City Council discussed the 2008 bonding request for Hwy 10/County Road 96 and County
Road HlI 35W interchange at their work session on December 3, 2007 in preparation for the
Senate congressional visit on December 13, 2007, It is anticipated that the House bonding
committee visit will be scheduled for sometime in January,
Market Stndy
. Maxfield continues work on gathering the necessary data for the housing market study, As of the
end of November they have compiled approximately 75% of the demographic tables for the
report, begun calling the major employers, collected the market information on newer,
competitive general-occupancy rental properties, collected information on about 75% of the
competitive senior buildings in the market area, and compiled about 90% of the resale trends for
single-family & town homes in the market area, It is anticipated that the preliminary report will
be brought to the City Council for a work session in January,
Communication Strategy
. Ted Davis has contacted the City Council to discuss expectations for the communications plan
and perspective on what needs to be communicated, identifYing stakeholder groups, etc, He will
utilize this information in formulating the communications plan. In addition, he met with the
Communications Committee on November 27, 2007 to have similar discussions and discuss how
they and the Committee will work together.
. Since it has been a while since the City has met or discussed Highway 10 and County Road 96 as
a group or with interested parties, staff has requested that Davis Communications prepare
correspondence to be sent to residents regarding status of the project to date to keep them
informed and engaged in the discussions.
. Staff and Davis Communications will be working with the local cable access station to possibly
do an informational segment on TCAAP,

. Staff sent out an RFQ for technical assistance to the approved engineering pool to assist the City
with review ofroadway and utility improvements for TCAAP. Staffreceived four (4) proposals
and is recommending utilizing WSB. Staff will be bringing this recommendation forward for
City Council review Iconsideration at the December 10, 2007 meeting,
