ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the regular City Council meeting at 7:03 p.m. Present: Mayor Stan Harpstead, Councilmembers David Grant, Brenda Holden, David McClung, and Fran Holmes. Absent: None. Also present were City Administrator, Michelle Wolfe; Assistant City Administrator, Noah Simon; Public Works Director, Gregory Hoag; Finance Director, Susan Iverson; City Planner, James Lehnhoff. PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA MOTION: Councilmember Grant moved and Councilmember Holmes seconded a motion to approve the meeting agenda as presented. The motion carried unanimously (5-0). 2. PUBLIC INQUIRIES/INFORMATIONAL None 3. APPROVAL OF MINUTES A. October 22, 2007 Regular City Council Meeting MOTION: Councilmember McClung moved and Councilmember Holmes seconded a motion to approve the October 22, 2007, Regular City Council Meeting Minutes as amended. The motion carried unanimously (5-0). ARDEN HILLS CITY COUNCIL - November 13, 2007 2 4. CONSENT CALENDAR A. Claims and Payroll MOTION: Councilmember Grant moved and Councilmember Holmes seconded a motion to approve the Consent Calendar and to authorize execution of all necessary documents contained therein. The motion carried unanimously (5-0). S. PULLED CONSENT ITEMS None 6. PUBLIC HEARINGS None 7. NEW BUSINESS None 8. UNFINISHED BUSINESS A. TCAAP Update City Administrator Wolfe reported that in order to prepare for the meeting in Washington, D.C., Mr. Mike Comadeca would meet with staff for a morning session. Mayor Harpstead asked if Mike Comadeca would be available for the worksession on November 19, 2007. City Administrator Wolfe replied Mike Comadeca would attend if Council wanted him to. Councilmember Holmes inquired whether a walk through ofthe site was planned. City Administrator Wolfe stated nothing was planned. City Administrator Wolfe stated she spoke with Mr. Comadeca who indicated the Army commented they could not get meeting room in Washington and want to move the meeting to Boston. She stated staff would look into finding a conference room at the hotel or a room at their firm in Washington, DC. City Administrator Wolfe distributed a packet from Ms. Stacie Kvilvang and explained the information on density. She stated Councilmembers should call Ms. Kvilvang if they have questions about the material. ARDEN HILLS CITY COUNCIL - November 13, 2007 3 9. COUNCIL COMMENTS AND REQUESTS Councilmember Holden referenced emails about Sheehy Park. She stated there used to be work done by the PTRC and a process for fund raisers for the parks. She stated other City PTRC's are working committees that do not use the City staff. She commented she no longer knew the purpose of the PTRC. She stressed it would be good of the PTRC would apply for grants. Discussion ensued. Mayor Harpstead commented that Council has an adversarial relationship with the EDC and the PTRC Committees because they are asking for the city to invest in directions not supported in the past. City Administrator Wolfe stated Council needs to decide the priorities, goals, and vision that these committees should work towards. She stated Council needs to decide how they work through and with the committees. Discussion ensued. Mayor Harpstead suggested staff begin by working on writing grant applications as he sees this as a staff function. A discussion on goals and objectives ensued. City Administrator Wolfe commented the idea of quarterly meetings with committee chairs has been discussed. Mayor Harpstead suggested the Chairs from all committees be invited to the December work seSSlOn. Councilmember Holmes commented Council is not ready to talk to the Chairs until it decides how it will communicate and work with each committee. Mayor Harpstead stated he did not want the charge to committees to be a task list. Councilmember Holmes suggested the first step is for the Council liaison to each committee to meet with their committee. Council members agreed this was a good idea to do the prep work would meet to decide how it would work with each committee. Councilmember Grant indicated he received posltJve feedback from residents on the improvements to trails located behind the Chatham neighborhood. ARDEN HILLS CITY COUNCIL - November 13,2007 4 Councilmember Grant mentioned that, per the Memorandum of Understanding with the garbage hauler, which states that "the hauler will structure routes so that lighter-loaded trucks travel on the streets with poorer construction." Staff will send the hauler the PCI rating when updated ratings are completed. City Administrator Wolfe questioned whether a Town Hall meeting should be added to the December 2007 work session agenda. Councilmember Grant mentioned the problem with the room divider for the gymnasium used during voting at Valentine Hills Elementary. Mayor Harpstead tasked Assistant City Administrator Simon to research election site issues and options prior to the next election. Mayor Harpstead stated he would like to have a Town Hall meeting on a weeknight in January 2008. MOTION: Mayor Harpstead moved and Councilmember McClung seconded a motion adjourn the meeting.
