The City, RRLD and the GSAlArmy will be mee1ing on January 15-]6, 2008 in Minneapolis 10 discuss (I) finalizing the remediation credit categories (with a signed letter agreement), (2) providing an upda1e on the remedial investigation, (3) setting a timeline for negotiating the remediation cost credit (with a corresponding amendment to the OTP), and (4) discussing the assumptions for cleanup. The City and RRLD will be having a conference call on January 8, 2008 to prepare for the meeting on January 15th. . On December 18, 2008, RRLD and the Army executed a letter agreement regarding the results of the asbestos survey. The Agreement outlines that if the transfer process does not occur, the Army will return the information or reimburse RRLD for the cost of the survey. . RRLD sent the Army a draft letter agreement regarding sharing the results of the remedial investigation (same as asbestos survey). ]t is anticipated that the agreement will be executed by both parties by January 10, 2008, so RRLD can share the information with the Army at the meeting on January 15-] 6, 2008. . On January 28, 2008, the City Council will review amendment #7 to the Offer to Purchase (OTP). The amendment will be an extension of the date upon which the credit amount needs to be agreed to by the parties. The current date is February I, 2008 and the new date will be discussed at the meeting with the GSAlArmy on January 15-16, 2008. Environmenta] Characterization & Demolition . Ryan has received preliminary demolition numbers from their contractor and will be reviewing them this week. . The draft form of the sample results are completed and will be shared with the GSAI Army at the meeting on January 15-16, 2008. Barr engineering will be meeting with RRLD's environmental consultants in the near future to review the data. Preliminary Development Agreement . The PDA expires on March 30, 2008. It is anticipated that a request for an extension will be brought to the City Council for discussion at a work session in February and for formal review/approval in March. Hwy 10 and 96 . MNDOT prepared three (3) design options for the roadways and these, along with the previous concepts, will be discussed with the City Council at a work session on January 22, 2008. Project Status Merno ] Master Development Agreement . On January 2, 2008, Ehlers met with RRLD to discuss the public improvements required for the project. This was a follow up meeting to the one held on November 21, 2007 with City staff and RRLD. The updated amount needed for the improvements, as well as the timing of the improvements was discussed. RRLD is to provide Ehlers a chart delineating projects costs, phasing, what is being assessed or financed by RRLD and timing of development and need for funding. Based upon this, Ehlers can provide RRLD more realistic costs related to financing the improvements and incorporate this information into the financial work sheets. It is anticipated that this work will be completed and presented to the City Council at a work session with Ehlers in February. Bonding Bill . The Senate Bonding Committee attended a 30-minute presentation at City Hall on December 14, 2007. The Mayor gave a short presentation and there were a number of questions from the Committee members and from the public in attendance. Five Committee members and a number of staff were in attendance. In addition, affordable housing protestors were present outside with signs and handouts. Market Study . Staff will be meeting with Maxfield on January 14, 2008, to discuss the preliminary, draft market study. The report will be included in the City Council packets and will be presented and discussed with the Council at the January 22, 2008 work session. Communication Strategy . Davis Communications Management, the City's communications consultant, is close to finishing the draft TCAAP Redevelopment Communication Plan. The plan will divide into two parts; . Executive Summary and Recommendations, which outlines a series of recommendations for communicating with the city's audiences around the TCAAP redevelopment, and . Key Audiences, Tactics and Tools, a detailed description of communications messages and tools that will help the city reach its key constituencies. Noah Simon reviewed a rough draft during the week of December 24and provided comments to Davis. Davis is incorporating those comments into the plan and will provide an updated copy Noah and Stacie prior to a review by the City Council and Communications Committee for review and comment. . On December 2],2007, staff met with Davis Communications to overview the Hwy]O & 96 projects to provide them with a better understanding of the issues surrounding the project so they could assist the City with any future communication needs. Congressional Letters . The last letter was sent out on December 17,2007. Engineering Consultaot(s) . Staff met with WSB on December 17, 2007 to go overview TCAAP redevelopment and review and discuss information WSB will need to complete its review of utility improvements. Project Status Memo 2
