HomeMy WebLinkAbout06-11-07-WS ~ ~~HILLS Approved: January 14, 2008 CITY OF ARDEN HILLS, MINNESOTA CITY COUNCIL WORK SESSION JUNE 11,2007 ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Harpstead Stan Harpstead called to order the City Council Work Session meeting at 9:05 p.m. Present: Mayor Stan Harpstead, Councihnembers Brenda Holden, David Grant, David McClung, and Fran Holmes. Also present: City Administrator, Michelle Wolfe; Community Development Director, Karen Barton Others present: Stacie Kvilvang, Ehlers and Associates; Steven Bubul, Kennedy & Graven APPROVAL OF THE AGENDA Motion by Councilmember Grant, second by Councilmember Holden, to approve the agenda. The agenda was approved as presented. The agenda included the following items: I. Overview of Two Document Books a. How used b. Overview of new information i. Map ii. Grant sources 2. Continuation of Deal Points Discussion a. Brainstorm any additional deal points b. Discuss issues/Prioritize issues c. How we move forward i. Preliminary Term Sheet 3. Arden Manor Meeting OVERVIEW OF DOCUMENT BOOKS ARDEN HILLS CITY COUNCIL WORK SESSION-June I 1,2007 2 Ms. Kvilvang reviewed the binders that have been prepared for City use. The first binder contains confidential protected financial information. These are to remain at City Hall. The second binder contains copies of major documents including the Preliminary Development Agreement, Deal Points, Road improvements, Grant Sources, and Offer to Purchase/Acquisition Documents. It was suggested that some items to add include a Key Contacts list and Affordable Housing/Relocation/Goals from Met Council. CONTINUATION OF DEAL POINTS DISCUSSION Ms. K vilvang reviewed the document entitled "Council Summary of Comments on All Issues". Mayor Harpstead indicated that Ms. Kvilvang should be briefed regarding the recent meeting with Attorney Comodeca and the Council mini-retreat. Ms. Holden stated that the Council's priorities may change depending on cost. Ms. Kvilvang noted that the Council will review the document tonight, but that the discussion will continue regarding deal pints in future meetings; it will be an on-going discussion. Councilmember McClung stated that he is interested in discussing issues relating to possible City ownership of some land for parks, etc. The Council discussed what the process for MDA discussions will be going forward. Mayor Harpstead noted that he is comfortable with developing a list of five or so deal points for discussion, knowing there will be more. He stated that it should be explicit that it is not a complete list. Councilmember Grant stated that he is uncomfortable with plans that would include Ryan Companies would sell off pieces of property. It had been his understanding that the developer would do all the development, perhaps bringing on new development partners but not selling land. Councilmember Holden noted a similar discomfort. ARDEN MANOR MEETING Ms. Kvilvang suggested that the initial focus for meeting with the residents be on explaining their rights if property is taken. There are relocation benefits. She cautioned the Council that these meetings can be difficult. She suggested that an overview of the project be presented at the meeting. Mr. Bubul notes a legal issue, which is that the City should be careful not to communicate that a property will or will not be taken at this time. The major message should be that no decisions have been made yet, and it is impossible to say which properties may be taken. It was discussed that the presentation should also include an overview of the process to-date and a discussion regarding the types of relocation assistance available. Mayor Harpstead indicated that there would also be a need for a separate meeting with the residents of the Briarknoll neighborhood. Councilmember McClung stated that how we move forward will be a major public relations impact on the City (process and timing.) ARDEN HILLS CITY COUNCIL WORK SESSION-June 11, 2007 3 Councilmember Grant stated that he hoped the meeting provides an opportunity to receive input from residents, and for them to ask questions. Council requested to see an agenda for the meeting ahead of time. ADJOURNMENT Mayor Stan Harpstead adjourned the Work Session meeting at II :01 p.m. ,~~ . oah A.
