Proposal for 200S Pavement Condition Ratings (PCI)
BACKGROUNDIDISCUSSION
In 2005, the City entered into an agreement with GoodPointe Technology to complete a
Pavement Condition Index (PCI) survey, It is standard practice to perform these surveys every
three years. GoodPointe has submitted the attached proposal to complete the survey in 200S for
$6,975, This would be financed through the PIR Fund and spread over the proj ects listed in the
Five-Year Capital Improvement Plan (CIP).
RECOMMENDED COUNCIL ACTION
Authorize staff to enter into an agreement with GoodPointe Technology to perform the 2008
Pavement Condition Index (PCI) survey,

Dear Kris:
GoodPointe Technology is pleased to offer pavement evaluation services to
the City of Arden Hills. The requested services are to perform a detailed
Pavement Condition Index (PCI) survey on approximately 31 centerline-miles
of roadway in the City of Arden Hills and enter the data into the City's existing
pavement management system. This pavement condition survey will update
the set of pavement management system data and will form the basis of
future budget analysis projections for the City.
Attached to this letter is a scope of services and related cost proposal. If
after reviewing this document you have any questions or concerns regarding

Proposed Scope of Services - City of Arden Hills
GoodPointe Technology proposes to provide the City of Arden Hills with the following services:
Task 1.0 Pavement Condition Survey and Data Entry
The Pavement Condition Index (PCI) data collection survey will cover the selected streets within
the City of Arden Hills pavement network. The surface condition survey proposed in this task is
a walking survey in which 100 percent of the street surface will be evaluated.
At a minimum, the following bituminous pavement distress types will be collected as part of the
PCI Pavement Condition Survey:
Alligator Cracking
Block Cracking
Bumps
Corrugation
Depression
Edge Cracking
Flushing
Heaving
Lane-Shoulder Drop Off
Longitudinal Cracking
Patching
Polished Aggregate
Potholes
Railroad Crossing
Raveling
Reflective Cracking
Rutting
Shoving
Slippage Cracking
Transverse Cracking
GoodPointe Technology will enter all the data of the pavement condition survey, calculate the
PCI and then deliver the updated databases to the City for installation. The City will be able to
run system reports and budget scenario runs immediately after the installation of the updated
databases.
Basis of Payment:
Task 1.0 Pavement Condition Evaluation Survey and Data Entry
The pavement condition survey data will be conducted in the field on the selected pavement
sections within the City's jurisdiction and entered into the City's ICON program at a unit cost rate
of $225 per centerline mile, according to the terms specified in this proposal.
