However, MnDOT statcd that they would not support this new design concept since the remaining driveway access points on Highway 10 remained and were a safety concern. Based upon this, the Council asked MnDOT to take an independent look at the area and havc their Engineers design some new alternatives. The Council provided MnDOT with the parameters of reducing impacts to the Ardcn Manor neighborhood, providing access to Scherer Brothers and providing local access to Highway 10 and TCAAP. At the January 22, 20(J7 Council work session, the City reviewed the single new concept drawing Ji'OIn MnDOT, along with two (2) phasing options for a future local access interchange. MnDOT reiterated that if thc Council wanted to provide full access to J-Iwy 10 and TCAAP, that a standard diamond interchange would bc thc lcast intrusivc to thc surrounding Arden Manor neighborhood. In addition they stated that their design (a variation of a diamond interchange) would likely be more intrusive than the concept design prepared by SEH, dated July 23, 2007 (also a diamond interchange). This is based on the fact that the MnDOT drawing was not completed at the same level of detail. Based upon their experience the impacts to Arden Manor would be equal to or greater than shown on the SEH drawing and be more costly due to the need for two (2) additional bridges to "fly over" Hwy la, At the meeting, MnDOT, the County and staff stated that the prefcn'Cd plan to move f<'1I'\vard to preliminary design was the concept plan prepared by SEI.1. DISCUSSION Improvements or modiileations to the transportation system arc completed on a partnership basis between governmental entities (City, County and MnDOT). This is done so these entities needs and issues can be addressed at the time of the modiilcations to assure the integrity of the transportation systems is maintained, Over arching this is the required approvals by MnDOT for any modiilcations that affect the State highway system. The County is proposing to grade separate the intersection at Highway 10 and County Road 96 to correct safety concerns which is a mutual concern of the City and MnDOT (the intersection is currently ranked !l21 on MnDOT's list of the top 200 accident-prone interchanges in the State). The County has received funds to complete the project and would like to move fi.lnvard, Since this grade separation will close off access to Highway 10 lI'om County Road 96, the County has becn working with the City to reestablish local access. This has Icd to the discussion and dcvclopment of conccpt plans that provide local access on Highway] 0 via a full intcrchange approximately 1/2 mile to the north of County Road 96. The concept plan prepared by SEH (dated July 23, 2007) is the plan that MnDOT, County and stalf agree is the best plan to advance to preliminary design, in order to provide the least amount of impacts to the Arden Manor neighborhood and provide local access. Approval of a concept will allow moving preliminary design ]i.lnvard, which will take approximately eight (8) months, During this time the design can become morc relined/detailed to thc level neccssary to truly analyzc impacts to affected propcrty owners. An cnvironmental assessment (EA) will bc eonducted on the prcferred concept. The EA will analyze various impacts ineluding noise, land use and other social and economic effects to ensure that the project is developcd in a manner that meets the purpose and necd, whilc at the samc timc rcsulting in the lcast amount of impact. During this timc staff and consultants will be able to better answer qucstions regarding impaets and will work to resolve issues to the greatest extent possible. The findings fi'om the EA will be presented at a public hearing for review and commcnt by residents and Council. During the preliminary design stage, stalf and consultants will be guided by the prineiples stated by the Council at the January 22, 2008 work session of; (I) minimize impacts on the Arden Manor neighborhood as well as other nearby residential areas that eould be affected by the improvements; (2) develop a relocation strategy/plan to minimize the number of relocations within the area and maximize the opportunities for moving affected owners into other locations within the Arden Manor neighborhood. Stal1'recommends approval ofthc preferred concept fi.lr the following reasons: . Of all the concepts considered, the recommended alternative most closcly meets the principles outlined by the Council as discussed above. . Major safety concerns will be addressed with the construction of a grade-separated intcrchange at thc intersection of the two highways, whilc maintaining local acccss, . Approval of a concept will morc clearly define the impacts to arca residcnts and businesses, The uncertainty that has risen during the decision making process has been difficult for the homcowners and businesses in the area, Selection of a preferred concept will allow preliminary design to commence so true impacts can be identilled and addressed. · The project has been discussed lor many years and would allow Ramsey County to extend improvements to County Road 96 through Arden Hills, Moving ahead at this time would coincide with the availability of County and Federal funding for thc projcct. . In ordcr to pursue additional, rcquired funding a preferred plan including estimated projcct costs is ncccssary, . These improvcmcnts are critical to the traffic management rclated to redevelopmcnt of TCAAP. . The Council will have additional oppOliunities to review plans at various stages in the design process. Approval of a preferred concept will allow MnDOT, the County, City, RRLD, and consultants to bcgin preliminary engineering f()r the project. It should bc noted that if this concept plan is approvcd by the Council. stafl will bring forward at the February II, 2008 Council mceting a request f()r an amendmcnt to thc Preliminary Development Agreemcnt and a resolution regarding reimbursement of funds. similar to the action the Council took in relation to the County Road H improvement project. This will allow RRLD to commit funds f()r preliminary design, which they have agreed to. Attachments Timeline of Public Process to Date Below is a brief summary of discussions to date regarding the State Highway 10 and County Road 96 Improvement projeet: . Engineering Consultants SEH met with the City Couneil in March to gain an understanding of the Council's goals and pnontles relating to the intersection improvements, and well as to brainstom1 with the Council regarding city-wide transportation issues . SEH dcveloped several coneepts that were presented to Council and some were considered "viable" and others "non-viable" (though not unanimous) . Background inlilrInation and multiple concepts were presentcd at a public open house on March 29, 2007. Community feedback was received at the meeting and following the meeting, results were compiled and shared with Council . Council held additional work sessions in April and May to continue discussing the project, and requested the developmcnt of another concept option. One of the primary goals of the new concept was to limit as much as possible impacts on the "triangle" bordered by Highway 10, County Road 96, and 1-35W (ineluding several single family homes. the Arden Manor development, and a few businesses,) . The Mayor and City Councilmember Holden attended a meeting with MnDOT to explore the possibility of Highway 10 being downgraded to a local road, without connection to 1- 694 and 1-35W . The ncw concept lilr Highway 10 and County Road 96, along with a proposed Resolution, were discussed at a May 14, 2007 work session. Council requested additional changes to the concept and requestcd changes to the proposed Resolution in support of the project . May 29, 2007 - the City Council was to adopt Resolution 07-61 supp0l1ing a concept plan tor the State Highway 10 and County Road 96 improvement project, A motion to table this item carried unanimously, . Junc 19, 2007 - a Public Open House was held at North Heights Chureh to present and discuss thc proccss for the rclocation of impacted homcs and busincsscs, . July 9, 2007 - a City Council meeting was held with the Arden Manor Residenee Association. At this meeting the projeet planning to date was discussed as well as possible options to shift the alignment of Highway 10 to the east. . July 23, 2007 - a City Council meeting was held with Arden Hills residents residing north of Interstate 694, west of Hamline A venue and to the city limits nOl1h and west. The attendanee at this meeting was primarily residents of the Briarknoll neighborhood and the Arden Manor neighborhood. At this meeting general discussion on the projcct planning to date occurred. Also discussed were downgrading the functional status of Highway 10, keeping the traffic signaL and noise issues to the surrounding neighborhoods. . July 23, 2007 - thc Mayor and City Council received a lettcr Jl'om MnDOT Metro District Traflic Engineer, Amr JabI', confinning MnDOT support of a grade separation at Highway 10 and 96, This letter clarified safety conccrns that wcrc misrcprescnted, In addition, this Ictter eonfirmed that MnDOT would not support a sccond trat1ic signal on this section of highway. . August 13 & 20, 2007 - the City Council held work sessions to continue discussions on the project. These two meetings f()cuscd on receiving feedback from thc City Council on six questions relating to the project. o Should the City of Arden Hills support a grade separated intersection at Highway 10 and County Road 96') () Should Arden Hills support the continued reconstruction of CR 96 to the west of North Heights Church, continuing west to thc City limits at 1-35W') o Should the TCAAI' property havc access to Highway 10'1 (; If therc is a grade separated intersection at 10/96, should the connecting (tuming) traffic between these two highways be directed through TCAAP or on the west side of Highway 10') o If there is a more limited access onto Highway 10, how should access to the tip of thc triangle be accomplishcd') () What elemcnts of noisc rcmediation should the Council direct the preliminary design enginecrs to considcr in their studics? September 10, 2007 - at the City Couneil meeting, Ken Hclvey, Reloeation Consultant, provided a presentation on the rights of displaced homeowners and the benefits they are entitled to. This was a f()lIow up presentation to the June 19, 2007 meeting with the Ardcn Manor residents to further clarify and explain the process and benefits, . Scptcmbcr 17, 2007 - thc City Council held a Work Scssion to discuss a ncw alignmcnt proposcd by City Staff. This conccpt appcarcd to minimizc thc impacts on thc Ardcn Manor ncighborhood, MnDOT statcd at this mccting that thcy could not support this ncw dcsign conccpt bccausc of thc rcmaining drivcway acccss points on Highway 10. Thc City Council askcd MnDOT to takc an indcpcndcnt look at thc arca and havc thcir dcsign cngincers try to design somc ncw altcrnativcs. The MnDOT dcsign tcam held an internal meeting on Novcmbcr 28, 2007 and was givcn paramcters of rcducing impacts to thc Ardcn Manor neighborhood and providing access to TCAAP, · Deccmber 13, 2007 - thc Scnate Bonding Committee visits Ardcn Hills for a prescntation by the Mayor on why this project should bc included in the bonding bill. . January 22, 2008 - the City Council held a Work Session to revicw and discuss the concept and phasing options that MnDOT dcsigned at their internal mceting on November 28, 2007. At the meeting represcntativcs j1-01n MnDOT, Ramsey County, and City Staff presented thc July 23, 2007 SEI-I concept as thc rccommcnded prefcrrcd concept. I ~:.E'1-.o:''''. f.', ,.~~'" ~ ~~HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2008-008 A RESOLUTION SELECTING PREFERRED CONCEPT FOR HIGHWAY 10/96 INTERCHANGE PROJECT BE IT RESOLVED, by the City Council of the City of Arden Hills (the "City"), as follows: WHEREAS, the City and Ramsey County (the "County") have for the past decade discussed the need f(lI- improvements to the intersection of County Road 96 and Trunk Highway lOin the City (referred to as the "10/96 Interchange"): and WHEREAS, traffic volumes at the 10/96 Interchangc have led to a low level of service rating by the Minnesota Department of Transportation ('"MnDOT") and a rank of 21 on MnDOT's list of the top 200 aceident-prone intcrchanges in the State; and WHEREAS, MnDOT, the County and the City have all determincd that improvements to the 10/96 Interchange arc needed to address these long-standing public safety concerns, and the County has already sccurcd fedcral funds and its own funds to undertakc gradc separation work at the interchange; and WHEREAS, MnDOT has also dctcrmincd that the Trunk Highway 10 diagonal bctwccn 1-694 and 1-35W, and improvements to thc 10/96 Interchange, arc vital to thc regional transpOliation system and must remain in place: and WHEREAS, the City has dctcIlnincd a nccd to maintain acccss to and from Trunk Highway 10 f()r busincsscs and residents within the trianglc f(lrIncd by Trunk Highway 10, 1-694 and I-35W (thc "Trianglc Area"), and for futurc busincss and residcnts aftcr redevclopment of the Twin Citics Army Ammunition Plant ("TCAAP") sitc: and WHEREAS, in ordcr to addrcss both thc safcty and acccss issues, MnDOT, thc County and thc City havc all dctcrmincd that the most reasonablc solution involves grade separation at thc actual intcrchange of Trunk Highway 10 and County Road 96 along with construction of a new interchange at some point along the diagonal between County Road 96 and 1-35W (such improvements being referred to collectively as the "10/96 Interchange Improvcmcnts"); and WHEREAS, the City has determined that the 10/96 Interchange Improvements must be intended to minimize the impact on residents and businesses within the Triangle Area, including the manufiletured home community known as Arden Manor; and WHEREAS, in order to move forward with the 10/96 Interchange Improvements under the environmental assessment process, the City must select a "preferred concept" for the purposes of further analysis and prcliminary design; and WHEREAS, during the preliminary design phase and the environmental assessment process, the preferred concept will be analyzed ftlr various impacts, including noise, land use and other social and economic effects; and WHEREAS, the preferred concept will be refined and amended in response to the impact analysis, and concepts of phasing the improvements will be devcloped and studied: and WHEREAS, the preliminary design phase is expected to take approximately eight months, atter which environmental assessment ftlr the 10/96 Improvements must be approved by the City, MnDOT and the County and is subject to public hearing and review; and WHEREAS, in light of the goals expressed by the City, County and MnDOT and review of various alternative concepts, the City has determined that the concept for the 10/96 Interchange Improvements dated July 23,2007 (the "July Concept Plan") is the most reasonable starting point for preliminary design and analysis under the environmental assessment process; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills as ft)lIows: I. The City selects the July Concept Plan ftlr the 10/96 Interchange Improvements as the preferred concept ftlr the purposes of proceeding with the preliminary design phase and undertaking the environmental assessment ftlr this project. 2. City staff and consultants arc authorized to take actions necessary to move ftllward with preliminary designs and the environmental assessment process based on the July Concept Plan, subject only to the City and RRLD (the "Redeveloper") reaching agreement on Redeveloper's provision of funding ftlr such preliminary design activity prior to receipt of state and federal funds ftlr such work. 3. The Council further directs that the preliminary design process shall be guided by the principle of minimizing impacts on the Triangle Area as well as other nearby residential areas that could be affected by the improvements, EfTtlrts to minimize impacts must include development of a relocation plan to minimize thc number of relocations within the Triangle Area and maximize the opportunities for moving affected owncrs into other locations within the Triangle Area. 4.
