TCAAP Update
Acquisition of TCAAP Property
. On January 28, 2008, the City Council approved signing a letter with the GSA, Army and RRLD
outlining the agreed upon remediation credit categories.
. On February 5, 2008, the City, RRLD, GSA and Army had a conference call to discuss:
1. Setting the next face-to-face meeting. This meeting is tentatively scheduled for April 9-10,
2008, in Minneapolis at the office of Dorsey and Whitney (contingent on the exchange of
demolition hazardous material data and cost estimates scheduled for early March).
2. Reviewed the list of credit categories to determine what would be discussed at the meeting.
The following will be discussed: Review of a spreadsheet of subcategories of remedial
investigation costs and discussion on categories and types of costs to be included; RAP
implementation costs; status update on MPCA VIC Program guidance document for Vapor
Iutrusion; discussion on other associated environmental remediation costs; exchange of
demolition hazardous materials data and costs (possibly begin negotiations of credit amount)
and, status update on engineering research and analysis for the groundwater treatment facility
relocations.
3. Resume the attorney conference calls for drafting transfer documents. Attorneys for the City,
RRLD, the Army and GSA had a separate conference call and agreed to a plan to resume
these calls. Mike Comodeca put together a tentative schedule to have substantial drafts of the
transfer documents completed by October 1, 2008.
4. Schedule an exchange of demolition hazardous materials data and costs (to take place before
March 11, 2008); and
5. Provide an update on the status of the 7'h amendment to the OTP. We were informed that
Jolin Kelly would be executing it and sending a copy back to the City by the end of the week.
The next conference call is scheduled for March 11, 2008, to confirm the April meeting and
discuss any updates or information required for that meeting.
. The GSA and Army indicated that ATK will be responsible for cleaning up Sites I and K for the
Army.

Hwy 10 and County Road 96
. At the January 28, 2008, City Council meeting, the Council did not approve the July 23, 2007
plan as the concept plan to move forward to preliminary design. Staff and consultants are
working on a revised plan based upon comments by the City Council. It is anticipated that a new
concept plan will be brought to the City Council for review and discussion at a work session in
February.
Market Study
. On January 28, 2008, City Council formally accepted the Housing Market Study prepared by
Maxfield Research. A copy of the Study is available on the City's website at\YloY\YSi,,\r,lcl):

Communication Strategy
. It is anticipated that the draft plan will be reviewed by the Communications Committee at their
meeting on February 26, 2008 and then forwarded to the City Council for review and comment
sometime in March.
