Intcrim City Administrator FROM: Kristine Giga, Civil Engineer Greg Hoag, Public Works Director SUBJECT: City Hall Parking Lot Expansion Discussion BACKGROUND The City Council has requested that staff review the possibility of expanding the parking lot at City Hall to accommodate the additional parking needs of election days, town hall meetings, and other well-attended City meetings. DISCUSSION The existing parking lot has 65 parking spaces, which includes three (3) handicapped stalls. Staff has reviewed the City Hall site and has determined that the existing steep slopes and wetlands on the northern portion of the property do not allow for expansion in these areas. The area that could be considered for expansion is along the southern portion of the site, to the cast of the existing entrance to City Hall. The attached exhibit shows an expansion of 45 parking stalls, with a turn- around area at the end of the parking lot. Staff reconllnends that the City Council consider the use of porous pavements, permeable pavers or other Best Management Practice (BMP) for the overt1ow parking area. A preliminary cost estimate for a pervious parking lot holding 45 spaces, as shown in the attaehed figure, is approximatcly $150,000. Constructing a standard impervious parking lot of this size would cost approximately $50,000: however, the runoff would need to be treated to meet Rice Creek Watershed District standards, which would add approximately $ I 0,000 to this cost.
