BACKGROUND WSB and Associates, Inc. were selected by the City Council in September of2007 to prepare plans and specifications for the tennis court reconstruction project at Cummings Park. After plans and specifications were completed, WSB and Associates, Inc. solicited quotes from five contractors who specialize in tennis court reconstruction. The quotes were returned with an average price of approximately $65,000. Since the quotes exceeded $50,000, and the project would need to be advertised for competitive bids, the City Council directed staff to delay the Cummings Park Hard Court reconstruction until spring of2008 at their Regular City Council Meeting on October 29,2007. At that time, staff was directed to update the 2008 budget and also include the resurface of the hard courts at Hazelnut Park and the Ridgewood neighborhood (commonly referred to as Sheehy Park). The City Council authorized the advertisement of bids for this project at their Regular Meeting on January 14, 2008. The bid opening for this project took place on February 28, 2008 at the Arden Hills City Hall. There were a total of eight bids submitted with the lowest bidder being Buck Blacktop, Inc. North Valley, Inc. $76,775.00 $91,651.50 After reviewing their proposals, staff recommends that we engage Buck Blacktop, Inc. to complete this work at a labor cost not to exceed $63,749.00 for the base bid. Four alternates were included in addition to the base bid. They included: 1. Furnishing, installing, and maintaining sod and four inches of topsoil for all disturbed areas as specified. 2. Removal of existing tennis ball bounce wall plywood, and furnishing, installation, and painting of new plywood. 3. Mobilization, removal of existing tennis bounce wall concrete base, wood frame and plywood, furnishing and installation of new chain link fence posts as specified, modification of existing fence, furnishing, installation, and painting of new plywood, and hanging on chain link fence. 4. Install a two inch thick hand tamped bituminous apron including mobilization, preparation of base, furnishing and installation including compacting. Staff recommends that alternate four be added to the base bid for this project. The bituminous apron is designed to keep grass from growing into the court area. Buck Blacktop, Inc. gave a bid of $2,444.00 for this alternate. Staff has determined that the tennis bounce wall is in good shape and recommends that it be left as is and our Maintenance Staffwill put a fresh coat of paint on it, versus adding alternate two or three. Staff also recommends that City Staff install and maintain the sod around the Cummings Court Project versus engaging Buck Blacktop, Inc. for alternate one. The sod replacement should be minimal with the addition of alternate four. Staff recommends approval of a total project bid of $66, 193.00. BUDGET The engineer's estimate for the Cummings Park reconstruction project was $71,000. Staff budgeted $70,000 from the Special Revenue Fund for the Cummings Park reconstruct project and $17,500 from the General Fund for the resurface projects. The breakdown of costs is as follows: Cummings Park Reconstruct Project: Alternate Four: Special Park Fund Expenditure: $53,740.00 - construction $ 2.444.00 *$56,184.00 Ridgewood Tennis Court Resurface: Hazelnut Hard court Resurface: General Fund Expenditure: $ 4,820.00 $ 5,189.00 *$10,009.00 *These totals do not include engineering expenses. Once we have a construction meeting, the neighbors immediately surrounding each construction site will be notified of the project schedule. A total of eight bids were received. The bids were checked for mathematical accuracy and tabulated. The engineer's estimate for the base bid construction costs was $71,000.00.
