SUBJECT: Approval of Rcsolution No. 2008-020, Approving Preliminary Design Positions
For Interstate 694, Highway 10 and County Road 96 Projects
BACKGROUND
At the February 13,2008, work session, the Council discussed a proposed concept plan for grade
separation of Highway 10 and County Road 96 and development ofa local access interchange on
Highway 10. The Council discussed the following areas related to these projects to ascertain
Council support and/or concems:
I. Grade separation at Highway 10 and County Road 96
2. County Road 96 alignment and width on westem end
3. Access for Scherer Brothers/lessen impact to Arden Manor
4. Preservation of access between Highway 10 and County Road 96
5. Provide access from Highway 10 into TCAAP
6. Provide at-grade signalized intersection at Highway 10 into TCAAP; and
7. Move Highway 10 alignment to the east
Overall Council supported all seven (7) areas and directed staff to prepare a concept plan
position paper to outline the design constraints that should be reviewed and addressed to progress
these project further in preliminary design.
DISCUSSION
The concept plan position paper will be utilized as a communication tool to articulate the
Council's issues they would like reviewed and addressed as the preliminary design phase moves
forward. Based upon comments from the Council related to each item above, staff categorized
them into design constraints by specific project (three projects total). Each project is overseen by
a responsible party to carry out the preliminary design aspects for the project (with assistance
from the City as needed) and report back to the City as follows:
1. MnDOT - Interstate 694 Study from 35E to 3SW
a. Sound mitigation for neighborhoods south of County Road 96
2. Ramsey County - Grade separation of Highway 10 and County Road 96
a. Turn lane from north bound Highway 10 onto east bound County Road 96
b. Minimize median, shoulder and trail widths on north and south side of County
Road 96 (possible elimination of trail on north side)
c. Utilize southern edge of County Road 96 for future alignment of Interstate
Highway 35 bridge expansion
d. Provide pedestrian crossing over or under County Road 96
3. City - Preserve full access for residents between Highway 10 and County Road 96
through development of an interchange that includes access to TCAAP from
Highway 10
a. Review phasing option to see if all four entrance/exit ramps on a new diamond
interchange are needed and provide timing and phasing of project
b. Review to determine how safe access for Scherer Brothers can be provided in the
interim and long-tenn based upon phasing plan for the interchange
c. Review costs associated with realigning Highway 10 further northeast
i. Move south lane closer to north lane
11. Move both lanes further north, but within MnDOT ROW
Ill. Move both lanes further north into TCAAP (outside of ROW)
The only issue not addressed that was raised by Council was support for a signalized intersection
at Highway 10 into TCAAP. Staff did not move this forward as a preliminary design
consideration since MnDOT has repeatedly stated they will not support this type of access.
Upon approval of the resolution, City staff will work with the various entities to gather the
appropriate information for Council review and consideration. It is anticipated that the
information to be provided will include reports on costs associated with the design constraint,
timing and phasing options, possible layouts, etc. When Council has concluded their review of
the information, it is anticipated that an updated plan will be developed to move forward to
design and environmental assessment.
ACTION REQUESTED
The document has been provided in draft form for Council revIew and/or discussion. The
Council has two options for this evening:
1. Approve the resolution; or
2. Provide comments and requested changes to the position paper and bring it back to a
special Council meeting or at the next regularly scheduled Council meeting (March 31,
2008)

APPROVING PRELIMINARY DESIGN POSITIONS
FOR INTERSTATE 694, HIGHWAY 10
AND COUNTY ROAD 96 PROJECTS
BE IT RESOLVED, by the City Council of the City of Arden Hills (the "City"),
as follows:
WHEREAS, the City is in the process of considering three road improvement
projects located in part the City, identified as follows:
(a) Interstate 694 from Interstate 35E to 35W;
(b) Grade separation of Highway 10 and County Road 96; and
(c) Access between Highway lO and County 96 after grade separation;
(referred to together as the "Road Projects")
WHEREAS, the Road Projects are being undertaken primarily by the Minnesota
Department of Transportation ("MnDOT"), Ramsey County (the "County") and City of
Arden Hills (the "City"), either in lead or cooperative roles, depending on the project,
with input from the City; and
WHEREAS, the City Council has identified various issues and concerns that
must be addressed as part of preliminary design work for each of the Road Projects,
which concerns are summarized in the document titled "Arden Hills Interstate 694,
Highway 10 and County Road 96 Preliminary Design Issues and Position," attached
hereto as Exhibit A (the "Position Paper").
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Arden Hills as follows:
1. The City approves the Position Paper.
2. City staff, consultants and the Mayor and Interim City Administrator are
authorized and directed to take all actions and execute any documents necessary to carry
out the intent of this resolution, including without limitation delivery of a copy of this
resolution to MnDOT and the County.

Interstate 694, Highway 10 and County Road 96
Preliminary Design Issues and Position
The City has three separate projects that are being studied and have potential impacts on residents:
1. Interstate 694, 35E to 35W - MnDOT Project
2. Grade separation of Highway lO and County Road 96 - Ramsey County project
3. Preservation offull access between Highway 10 and County Road 96 through development
of an interchange that includes access to TCAAP from Highway 10 - City project
Projects #2 and #3 above are intertwined due to issues of continuing to provide local access to
residents between two major roadways. In order to progress these two (2) projects further to
preliminary design, the City wanted to provide guidance to the appropriate entities that are
undertaking the design process to assure that the City's issues and concerns are addressed. In
addition, the City wanted to be assured that noise issues would be reviewed and mitigation plans
prepared to address all three projects.
MNDOT PROJECT
I. INTERSTATE 694 - 35E TO 35W PROJECT
MnDOT is undertaking a study for widening Interstate 694 into a six (6) lane freeway
between 35E and 35W.
o DESIGN CONSTRAINT #1
Review noise impacts to residential areas located south of County Road 96 and
provide mitigation options.
o CITY PERSPECTIVE
The City is concerned that noise levels may increase for these neighborhoods over
time. The City understands that MnDOT is undertaking a noise study for this area as
an extension of the Interstate 694 study. The City would like to review mitigation
measures to see if noise can be reduced through noise walls, landscaping and/or
paving materials. The City understands that if the noise levels do not meet
MnDOT's standards for mitigation, the City would be financially responsible if they
wanted to provide mitigation.

II. Grade separation of Highway 10 and County Road 96
The City supports grade separation of these two roadways to address safety and traffic
operational issues. However, due to these improvements, some properties may be
negatively impacted and the City wants to assure that all measures to reduce the impacts are
undertaken.
o DESIGN CONSTRAINT #1
Review need to provide a turn lane from north bound Highway 10 onto east bound
County Road 96.
o CITY PERSPECTIVE
City would like to provide better local access onto County Road 96, if it makes financial
sense, due to the proposed elimination ofInterstate 694 exit onto Hamline Avenue.
o DESIGN CONSTRAINT #2
Minimize impacts to Arden Manor by minimizing median, shoulder and trail widths on
north and south side of County Road 96.
o CITY PERSPECTIVE
City would like to preserve as many homes along County Road 96 as possible and local
decisions on medians, trail widths and possible location of trails on both sides of the
roadway are ways to assist in meeting this goal. The City also understands that
appropriate turn lanes, alignments with bridges and other traffic flow and safety issues
need to be adequately addressed in the design and may dictate certain elements of the
road layout.
o DESIGN CONSTRAINT #3
Utilize southern edge of County Road 96, if possible, for future alignment of Interstate
Highway 35 bridge expansion.
o CITY PERSPECTIVE
City would like to preserve as many homes along County Road 96 as possible and if the
alignment can meet engineering standards by having County Road 96 located as far
south as possible, that would be preferred.
o DESIGN CONSTRAINT #4
Provide pedestrian crossing over or under County Road 96.
o CITY PERSPECTIVE
City would like to provide safe access to pedestrians to cross over County Road 96 to
access trails, etc.

III. Preserve full access for residents between Highway 10 and
County Road 96 through development of an interchange that
includes access to TCAAP from Highway 10
The City supports providing full access for residents between these roadways and access to
the TCAAP site from Highway 10. However, the City is of the opinion that the following
three aspects need to be further resolved:
l. Number of entrance/exit ramps that need to be constructed for the interchange and when
2. How to provide safe access for Scherer Brothers
3. Can or should Highway lObe realigned to move the interchange further northeast
The City understands that construction of a full interchange will need to be shown on plans
but would like the ability to review timing and phasing options for the project.
o DESIGN CONSTRAINT #1
Review phasing option to see if all four entrance/exit ramps on a new diamond
interchange are needed and provide timing and phasing of project.
o CITY PERSPECTIVE
City would like to preserve local access for residents while minimizing impacts to the
residential and business community located within the "triangle" area. The City would
like to review timing of when the south bound Highway 10 exit ramp into TCAAP
would be needed, if at all.
o DESIGN CONSTRAINT #2
Review to determine how safe access for Scherer Brothers can be provided in the interim
and long-term based upon phasing plan for the interchange.
o CITY PERSPECTIVE
City would like to provide safe access while minimizing impacts to Arden Manor. This
could include interim solution of direct access until the exit ramp is possibly needed
(right in, right out), moving the access road closer to Highway 10 if the south bound exit
ramp is not needed initially and moving the access road which leads onto the new diamond
interchange as far northeast towards the southbound Highway 10 exit ramp as possible.
o DESIGN CONSTRAINT #3
Review costs associated with realigning Highway 10 further northeast.
o CITY PERSPECTIVE
City would like to minimize impacts to Arden Manor, but needs to be assured project
solution is cost effective. City would like to review costs of realignment, beginning and
terminus of realignment, impacts to property further south of County Road 96 and
quality of existing roads to determine if they are in need of replacement. Realignment
could include a few options such as moving the south lane further north, moving both
lanes further north (but within MnDOT ROW) or moving both lanes further north onto
the TCAAP site.
