Sheehy BACKGROUND On October 29,2008 at a Regular City Council Meeting, a motion was passed directing staff to budget for the resurface ofthe tennis court on the 8.57 acres ofland donated from Mr. James Shacker and Mr. C.E. Sheehy (donated to the City in November, 1994) and open it up for use to the public. Staff was also directed to create a plan to establish this donated land. Staff recently included the resurface project for this tennis court within our bid for the Cummings Park Reconstruction. Bids came in under budget and this court is scheduled to be resurfaced sometime this spring. Staff also budgeted $3,000 for a park sign at the site, which would match our existing park signs. Once a name for this park has been established, a sign can be ordered. In 2006, the City Council approved Guidelines to Assigning Names to Parks, Trails, and Recreation Facilities. These guidelines are included for your review. The naming procedures are as follows: 1. Any Arden Hills resident, business, or organization may submit site names to the City. 2. Submissions for parks, trails, and recreation sites will be given to the Parks, Trails, and Recreation Committee (PTRC) for deliberation. 3. After careful consideration, the PTRC will submit a recommended name to the City Council for final approval. At the February 26th Parks, Trails, and Recreation Committee (PTRC) Meeting, the naming of this land was on the agenda for discussion. The Arden Hills No.3 Association was invited to attend this meeting for this discussion. Unfortunately, no members of the neighborhood group were able to attend. However, the President of the Association, Bruce Eisenmenger did send a letter with the position of the Association. The committee also received one email with name suggestions. Sheehy as Johanna Marsh. This recommended name does fall under the Geographic naming criteria. Staff did make a point to clarify with the committee on whether the name should also include Park or Preserve. The committee made the decision to only recommend the name Johanna Marsh and leave it up to the City Council to decide if they want to add Park or Preserve to the official name. CITY OF ARDEN HillS GUIDELINES TO ASSIGNING NAMES TO PARKS, TRAILS, AND RECREATION FACILITIES Namina Procedure -- Any Arden Hills resident, business, or organization may submit site names to the city. -- Submissions for parks, trails, and recreation sites will be given to the Parks Trails and Recreation Committee (PTRC) for deliberation. -- After careful consideration the PTRC will submit a recommended name to the City Council for final approval. Namina Criteria -- Geographic names must relate to prominent surrounding features to help the public identify the site's location such as lake names, names of bridges, street names, or community names. -- Historic names must be associated with important events that happened in the area. -- Functional names must provide a link to the activities, services, or programs associated with a site. -- Memorial names are meant to honor those who made significant contributions to society through years of service or donation AND to honor those who have been deceased for at least three years. -- Renaming parks, trails, or recreation sites is generally discouraged as it removes the honor and societal value of the existing designation. Memorials Memorials such as plaques or trees may be donated as a tribute to deceased residents AND to honor those who made significant contributions to society through years of service or donation. Donors must pay the full cost of the memorial procurement, installation, and maintenance. Plaque size and location plan must be approved by the Public Works Director with installation supervised by his/her staff. February 18, 2008 Mr. Bill Henry, Chair Parks, Trails, and Recreation Committee City of Arden Hills 1245 West Highway 96 Arden Hills, MN 55112 Dear Mr. Henry: Thank you for requesting neighborhood input regarding naming possibilities for the tennis court and surrounding wetland property that the city is intending to designate as a city park. Board members and neighbors have had discussion regarding possible names. Additionally, I have had discussion with Mr. and Mrs. Sheehy who live in the neighborhood and, as you know, donated the wetland and the tennis court property to the city. They have been very clear that they do not wish to have their name identified with the property. I request that we honor their wish as they were owners of the vast wetland area and owned the tennis court along with the Shacker family. The consensus of the neighborhood and the Sheehys' is that the name relates to the neighborhood, its' geography and recreation. As such, we believe that neighboring Lake Johanna is a meaningful reference. Neighborhood suggestions include: Johanna Marsh or Johanna Park Preserve. Additionally, we request that any signage be minimal and set back a considerable distance from the street. The one name that was mentioned was 'Johanna Marsh'. That sounds good to me! It adds location and description within one name. That name is much better than our name which was 'the tennis court'.
