Preliminary Development Agreement
On March 10, 2008 the City Council approved the second amendment to the PDA to extend the
term for one year from March 31, 2008 to March 31, 2009. The 2"d amendment has been
executed by both the City and the developer.
• On March 12, 2008 the City sent Ryan a Notice of Line Item Change for the budget to increase
the amoun[ by $75,000 allotted to the land transfer attomey (their approval is not required). The
line item for the AUAR was reduced accordingly by this amount It is anticipated there may be
additional ]ine item changes in the short term and that at some point in the future, staff will come
back with a full budget modification increasing the overall budget.
Hwy 10 and County Road 96
• On March 10, 2008, the City Council reviewed a draft position paper tbat sets the guidelines and
parameters for preliminary design to move forward. The Council reviewed an updated drafr at
their March 17, 2008 work session and the final drafr will be considered for approval by the
Council at their March 31 2008 Council meeting.
Environmental
• On April 7, 2008, the TCAAP Restoration Advisory Board (RAB) will be meeting at 7:00 p.m. at
fhe Ramsey County Public Works Facility.
On April 8, 2008, the Technical Review Committee (TRC) will be meeting at 9:00 a.m. at the
Army's new offices located at 470 West Highway 96 in Shoreview.
The Army informed the City that ihey are moving forward with plans to cleanup Sites I and K to
state industrial standards.
Communication Strategy
The draft plan will be presented to the City Council for review and comment at the April 14, 20�8
meeting.
Engineering Consultant
At the March 31, 2008, Council meeting, the Council will consider approving utilizing Bolten
and Menk to review the information and plans related to transportation improvements to Highway
10 and County Road 96, local access into TCAAP from Highway 10 and the Interstate 694
project related to the noise study and mitigation measises.
