Motion to Authorize Staff to Contract with Bolton & Mcnk, Inc. to
Provide Technical Support for Transportation Projects
BACKGROUND
The City of Arden Hills approved an engineering consultant pool on August 27, 2007 for use on
specialized projects or projects that the City of Roseville' s Engineering Department may not
have the capacity to assist with.
The City Council indicated a desire to engage a consultant on the City's behalf to review various
aspects of the proposed transportation projects in the City. City staff reviewed the firms in its
transportation engineering pool, and is recommending Bolton & Menk, Inc. for this work.
DISCUSSION
The support to be provided with this contract includes, but is not limited to: review oftechnical
documents, proposed concepts, responses to the Interstate 694, Highway 10 and County Road 96
Preliminary Design Issues and Position Paper provided by Ramsey County and/or MnlDOT, or
other information pertaining to the transportation projects being proposed in the City that the
City Council would like reviewed. Meetings with City staff, Ramsey County, MnlDOT or other
parties will occur on an as needed basis. The consultant will attend City Council meetings and
work sessions as needed. This contract will be on an hourly basis based on actual hours spent
providing support.

Staff recommends Bolton & Menk, Inc. (BMI) for this work. BMI assisted the City with the
review of the 1-694 EA review, and is already familiar with this project; they will be able to
familiarize themselves to the other aspects of the project more quickly with this base knowledge.
8MI staff also understands the City's concerns regarding noise due to the anticipated increase in
traffic volumes. BMI staff is experienced in surface transportation engineering, including
preliminary and final design, traffic signal design, intersection control studies and traffic flow
modeling, and will be able to provide the City a good understanding of all aspects of the project.
BMI completed the review of the 1-694 EA in an expedited manner, and was responsive to the
City's concerns.

TECHNICAL ASSISTANCE FOR REVIEWING PROPOSED IMPROVEMENTS
TRUNK HIGHWAY 10 AT CSAH 96
Bolton & Menk, Inc. is pleased to submit this proposal for providing technical review assistance for the
referenced highway project in the City of Arden Hills. Bolton & Menk understands that there are
conceptual plans for construction of an overpass and removal of the existing traffic signal at TH 10 and
CSAH 96. As part of the project development process, Mn/DOT and Ramsey County are requesting
feedback from the City prior to beginning a formal environmental review and alternative selection.
The City of Arden Hills is requesting the services of Bolton & Menk to provide a technical review of City
staff and Council concerns, and assist City staff and Council in providing Mn/DOT with City input. We
have reviewed the "Preliminary Design Issues and Position" paper and understand the concerns which the
City would like to address.
The Scope of Services for this technical review will include review of project documents, analysis, issues;
provide professional engineering opinions on project elements; and technical assistance in Council
workshops regarding this matter. We understand the first workshop is tentatively scheduled for Monday,
April 14, 2008. Bolton & Menk proposes to complete this work as needed over the next 60 to 90 days
and reconunends compensation be provided on an hourly basis, consistent with terms provided in the
Statement of Qualifications for Municipal Engineering Consultant Services, dated June 22, 2007.

FEES
Bolton & Menk, Inc. is familiar with a wide range of project fee structures and is prepared to work closely
with the City of Arden Hills to negotiate a standard fee system that addresses the needs of both the City
and the firm.
Normally, fees for project design services will be provided on an hourly basis, with a mutually agreeable
total estimated fee or, when the scope of services is clearly defined, a not-to-exceed maximum limit.
Alternatively, when both parties are in agreement, a lump sum fee may be agreed upon for total
compensation. Due to contractors' control of the means, methods, timing and schedule, it is generally
anticipated that construction phase services will be provided on an hourly basis, with an estimated budget
prepared prior to construction commencement.
The following Schedule of Fees is based upon competent, responsible engineering and surveying services
and is the minimum, below which adequate professional standards cannot be maintained. It is, therefore,
to the advantage of both the Professional Engineer or Surveyor and the Client, that fees be commensurate
with the service rendered.

Charges for non-routine and reimbursable work are based on hours spent at hourly rates in effect for the
individuals performing the work. The hourly rates for Principals, Senior Associates, Associates and
members of the staff vary according to skill and experience. The Schedule of Fees shall apply for the
period through Januarv I, 2009. These rates may be adjusted annually thereafter to account for changed
labor costs, inflation or changed overhead conditions.
