Ridgewood-Asbury Rain Garden Improvements
BACKGROUND
At the February 25, 2008, City Council Meeting, the City Council approved a rain garden
improvement project along Ridgewood Road and Asbury Avenue from the City limits to
Glenhill Road.
The 2008 Contract B project consists of Rose vi lie reconstruction, mill and overlay, and utility
improvements and the above-mentioned rain garden improvements in Arden Hills. Bids were
solicited during February and March. The bids were opened on Wednesday, March 26, 2008.
Based on the bids received, staff recommends awarding the following work:

DISCUSSION
Based on past practice, the City Council has awarded the contract to the lowest responsible
bidder. In the case of 2008 Contract B, the lowest bidder is Midwest Asphalt Corporation, of
Hopkins, Minnesota.
FINANCIAL IMPLICATIONS
We received eight bids for this project. The low bid submitted by Midwest Asphalt Corporation,
$1,173,563.19, is 15% lower than the Engineer's construction estimate of $1 ,388,385.20. The
Arden Hills portion of the contract is $7,775.35, which is 19% lower than the engineer's estimate
of$9,498. The following is a list of the bids received (total amount of contract):
