Acquisition ofTCAAP Property

On April 15, 2008, the City and RRLD had a conference call with the Army/GSA to discuss the
following:
I. Attorney call updates - The attorneys have a call on April 16, 2008 to discuss the PP A and the
MOA. Drafts of these documents and comments to those drafts have been exchanged and the
attorneys will continue to work through revisions.
2. City update - City is moving forward to select a concept design for Highway 10 local access
interchange into TCAAP and anticipate approving a concept in early June so Ramsey County
can begin preliminary design for Highway 96. All plarming and financing issues will be
resolved prior to transfer of the property and terms will be outlined in a Master Development
Agreement between the City and RRLD. City will provide GSAJArmy with a timeline of
approvals needed for the transfer to occur.
3. Statns of field samplinl! report - RRLD indicated it will be prepared to bring the final report
to the June meeting. The Army already has a draft report and should be providing RRLD with
comments on that. At the June meeting, the parties will discuss the release of the RI data and
the public relations aspects of that release.
4. Sites I and K - Army submitted a cost evaluation report for Site K to the City and RRLD. The
Army is on schedule to do the remedial work for Site K in October or November 2008. This
will be soil cleanup only, not groundwater, and it will be done to state industrial cleanup
standards for VOCs. For Site I, the Army has an internal draft of ECA, but has not yet given it
to regulators.
5. NEP A Process - Army stated they met with State Historic Preservation Office (SHPO) and
prepared a field sampling plan for the old homesteads on the property.
6. June meetinl! date - Is scheduled for June 10 - 11, 2008 at the offices of Dorsey and Whitney
in Minneapolis.
. The City, RRLD and the GSAJArmy will be having a conference call on May 13,2008 at 10:00
a.m. to discuss: (1) Which credit categories to discuss in June, (2) Discussion of exchange of
remedial investigation data, and; (3) June meeting.
Project Status Memo

. The City's Environmental Consultant, Barr Engineering, met with RRLD representatives to
review the sampling data and cost estimates associated with the removal of hazardous material
prior to building demolition. Barr will be providing the City Council a memo and verbal update
on their findings at the City Council work session on May 12, 2008. It is anticipated that RRLD
will be providing the sampling information to the GSA and Army on May 13, 2008 for their
reVIew.
Hwy 10 and County Road 96
. At the April 14, 2008 Council meeting the City Council received reports from their Consultant
Engineer, Bolton & Menk, regarding (I) MnDOT's position on an at-grade signalized intersection
into TCAAP (2) Review of findings from sound study to determine if sound walls for the
neighborhoods south of County Road 96 are warranted and (3) Alignment options for Highway
10. Council requested information regarding fmdings for need 'for sound walls south of these
neighborhoods from the 1-694 Environmental Assessment (EA). Staff will be providing findings
for Council review and consideration for continued discussion on this item. In addition, Council
provided staff direction to utilize the existing alignment of Highway 10 for future design and
engineering modeling.
. At the May 12, 2008 Council meeting, Bolton & Menk will provide the Council with a memo
outlining Ramsey County's response to design constraints for the Highway 10 and Highway 96
grade separation project.
Communication Strategy
. The draft communication plan was presented to the City Council for review and comment at the
April 14, 2008 meeting. Staff will be updating the plan based upon City Council comments and
will bring the updated plan and a list of items to implement from the plan, including timing and
cost, to the City Council for review and discussion at a future date.
