On April 30, 2008, Jirn Perron, Public Works Superintendent submitted the attached letter of
resignation effective June 30, 2008. Jim has worked in the Public Works department in several
different positions for the past 19 years and is an exceptional employee. Jim's knowledge and
history of the City and his superb work ethic will be missed.
Staff has worked with the City's compensation consultant to prepare the position description and
position classification. The position classification is Grade 8. The pay range for Grade 8 is
$51,912 at step 1 and $64,890 at step 8.
Requested Action
Motion to accept the resignatiou of Jim Perron, Public Works Superintendent, effective June 30,
2008.

POSITION DESCRIPTION
Position Title: Public Works Superintendent
Department: Public Works Department
Accountable to: Public Works Director
Positions Supervised: Public Works Maintenance Workers
Status: Full-Time, Exempt
SUMMARY
Assists the Public Works Director in planning, directing, supervising, and coordinating
maintenance activities within the Public Works Department including Streets, Water,
Sewer, and Parks. The Superintendent monitors the day-to-day operations of the Public
Works Department and assists the Public Works Director in ensuring that the City is in
compliance with all applicable laws, rules, regulations, policies, and ordinances.
ESSENTIAL FUNCTIONS OF THE POSITION
Coordinates daily work plans, sets priorities, and assists the Public Works Director with
managing the day-to-day operations of the department. Prepares and implements policies
and procedures to more efficiently improve operations and service delivery.
Establishes work load priorities and daily activities, addresses immediate needs and
emergencies. Inspects, oversees and manages daily projects and project sites.
Assists in the preparation of annual department operating and capital improvement
budgets.
Develops long and short range planning goals for the Department.
Keeps the Public Works Director informed of all important developments that may
adversely affect the City.
Maintains and collects accurate data and information for Public Works related activities,
programs, and equipment. Provides information to the Public Works Director to determine
and plan purchases of equipment, materials, and supplies. Oversees the purchasing of
Public Works related items that abide by the City's purchasing guidelines and budget
limitations; prepares specifications and bidding information.
Coordinates the maintenance and repair of Public Works related infrastructure.
Coordinates and schedules staff for snow events including plowing, and ice control.
Performs other duties as apparent or assigned.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Public Works Department. Carries out supervisory
responsibilities in accordance with the City's policies and applicable laws. Responsibilities
include: training employees; planning, assigning, and directing work; assisting in
evaluating performance; issuing oral reprimands; addressing complaints and resolving
problems. Responsibilities also include the ability to effectively recommend hiring;
rewarding; transferring; promoting; disciplining, suspending; demoting and discharge of
employees and the adjustment of grievances.
QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each essential duty
satisfactorily. The requirements listed below are representative of the knowledge, skill,

MINIMUM EDUCATION andlor EXPERIENCE
High school diploma or general education degree (GED); and seven (7) years
progressively responsible related experience in the Public Works field, including a
minimum of two (2) years supervisory experience; or an equivalent combination of
education and experience.
DESIRED EDUCATION and/or EXPERIENCE
At least ten (10) years progressively responsible related experience in the Public Works
field, including five (5) years supervisory experience; or an equivalent combination of
education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, repair manuals, blue prints, plan sheets, and procedure manuals. Ability to
prepare routine reports and correspondence. Ability to give and follow oral and written
instructions. Ability to communicate effectively both orally and in writing with supervisors,
co-workers, City staff, consultants and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers,
common fractions, and decimals. Ability to compute rate, ratio, and percent. Ability to
make computations for perimeters, areas, volumes, rate of flow, dentention time, slope or
grade.
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of equipment and vehicle maintenance and repair including
procedures, methods, and tools.
Considerable knowledge of Public Works operations including methods, tools, and
practices.
The ability to operate various types of light and heavy equipment.
Ability to perform manual labor.
Knowledge of safety policies and procedures.
Knowledge of infrastructure maps.
Working knowledge of computer's and software applications.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Class B Commercial Drivers License with Tanker Endorsement
Class S-D Waste Water License
Class D Water Operator License
Or, ability to obtain within six (6) months of hire
Valid Class A Commercial Drivers License within one (1) year

PHYSICAL DEMANDS

While performing the duties of this job, the employee regularly works in outside weather
conditions and near moving mechanical parts. The employee is frequently exposed to
fumes or airborne particles and extreme heat. The employee is occasionally exposed to
wet, humid conditions; high, precarious places; toxic or caustic chemicals; risk of electrical
shock, and vibration.
The noise level in the work environment is usually loud.

It is with great satisfaction and professional and personal fulfilllment that I notify you of my resignation as
Superintendent for the City of Arden Hills.
During my nineteen years at Arden Hills, I have enjoyed growing with the City. I have made many contributions
in an the positions I've held here, which has been a great accomplishment for me. This includes my original
start in maintenance, then as a working foreman and in my concluding role as Public Works Superintendent
I want to peronally thank you for allowing me these opportunities. My nineteen years at Arden Hills have been
rewarding, and I have been able to develop my skills and fulfill my interest in Public Works.
I am grateful for the time I have spent with the City of Arden Hills, and for all that I have learned. My official
resignation will occur on and no later than June 3D, 2008.
Again my sincerest gratitude for the memories and knowledge.
