SPECIAL CITY COUNCIL WORKSESSION
APRIL 28, 2008; 5:00 PM
ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the Special
City Council Worksession at 5:03 p.m.
Presen t:
Mayor Stan Harpstead; Councilmembers David Grant (arrived at 5:04
p.m.), Brenda Holden, Fran Holmes (arrived at 5:06 p.m.) and David
McClung.
Absent:
None.
Also present: Interim City Administrator Jim Willis; Assistant City Administrator Noah
Simon; City Planner James Lehnhoff; Parks and Recreation Manager Michelle Olson;
and Recording Secretary Tina Borg.
1. APPROVAL OF AGENDA
MOTION: Councilmember McClung moved and Councilmember Holden seconded a
motion to approve the meeting agenda as presented. The motion carried
unanimously (3-0).
2. NEW BUSINESS
A. Comprehensive Plan Update and Discussion
City Planner James Lehnhoff stated that this work session was a continuation of the
Comprehensive Plan update discussion from the April 2 I, 2008, work session.
Councilmember Grant arrived at 5:04 p.m.
City Planner Lehnhoff stated that page 55, section 9.5.2 would include more recreation detail
per the Council's request from April 21, 2008, work session.

Mayor Harpstead stated that recreations for the whole community not just those people that
utilized the trails needed to be identified and addressed.
Councilmember Holmes arrived at 5:06 p.m.
Councilmember Holden stated that in section 9.4.2 the word extensive should be replaced with
the word youth.
Councilmember Holden asked if the study information was included in the section 9.4.1.
Discussion ensued regarding the inclusion of the study information.
It was the consensus of the City Council that the document state that the City wants to do more
for the residents and the how should not be as important.
Parks and Recreation Manager Michelle Olson stated that the Plan contained a best case
scenario for the whole City's parks and recreation system and there were no priorities identified.
Councilmember Grant stated that it should be stated that there was the items were not listed in
order of priority and that priority could change.
Discussion ensued regarding the City utilizing road reconstructions wherever possible as a means
to improve the trails.
Councilmember Grant asked if page 57 section 9.4.3 referred to the trail being over or under.
City Planner Lehnhoff stated that it was referred to as under.
Discussion ensued regarding the use of words such as must and should throughout the document.
It was the consensus of the Council that the words must and should be replaced with more
direction wording.
Discussion ensued regarding Highway 10, County Road 96, Interstates 694 and 3SW and the
changes that were coming regarding these roads.
It was the consensuses of the City Council that the document refers to these possible changes but
not specify where the impacts will be because the City does not know at this time the exact
impacts.
Councilmember Holden asked for clarification regarding riding bikes on the trail systems.
City Planner Lehnhoff stated that bikes were allowed on the trails.

Councilmember Holden stated that just soccer was being referenced in section 9.4.5 and that
other sports need to be included and it stated that the City is working with other communities.
It was the consensus of the City Council to include all sports and not single out anyone
particular sport in the Plan.
Mayor Harpstead stated that section 9.5, the first sentence needed to be split into two separate
sentences as they were two different thoughts.
City Planner Lehnhoff asked for additional direction concerning content.
Councilmember Holden stated that the actual number of acres was still not determined and
should read approximate number of acres. She also stated that where it states it will not be
developed, to non-residential and commercial should be added.
Mayor Harpstead stated that the second paragraph needs to introduce the concerns of access to
County Road I and the third paragraph should stated that this parcel is restricted to pedestrian
traffic and possible trails.
Councilmember Holden referred to page 61 and stated that trails may not add value to all
properties and this could be noted.
City Planner Lehnhoff stated that trails may not be seen by the property owner as adding value
but that statistically it tends to add value.
Mayor Harpstead stated the last sentence in that paragraph should be stricken.
Mayor Harpstead stated that in the next paragraph the last sentence is not a complimentary
sentence and should be looked at.
Discussion ensued regarding section 9.6.2 on Partnerships.
Councilmember Holden stated that AHA TS needed to be added as a partnership and that the
list of sports groups was not all inclusive and should be looked at.
City Planner Lehnhoff asked if there were any changes for page 37.
Councilmember Holden stated that there was problems with 70% of all houses were
constructed before 1980 because the numbers don't add up.
City Planner Lehnhoff will check into these numbers.
Mayor Harpstead asked if the second sentence on page 37 section 7. I was important.
City Planner Lehnhoff will check into this.

Mayor Harpstead asked for clarification regarding why the number of households were not the
same throughout the document.
City Planner Lehnhoff will look into this because there is a difference between households and
housing units and these were technical definitions per the Census Bureau.
Councilmember Grant stated that the third sentence in section 7.2 needed to be changed.
Mayor Harpstead stated that technical definitions could be in parenthesis so that readers knew
what was being stated regarding the definitions oftownhomes.
Mayor Harpstead asked if institutional housing was included in the chart on page 38.
City Planner Lehnhoff explained that the numbers were from the 2000 Census Bureau and that
he would check into the institutional housing. He also stated that an adjustment paragraph could
be added that reflected more up to date information.
Councilmember McClung asked if the numbers Jll section 7.3 use the numbers from the
TCAAP projections.
City Planner Lehnhoff stated that these numbers are the newest numbers from the Met Council
versus the Census Bureau and they include the TCAAP projections. He also stated that the
sources for the numbers will be added throughout the document.
Councilmember Holden stated that on page 41 the first sentence the phrase over time should be
omitted and rental comprises 15% and omit the word only.
Councilmember Grant asked iftownhomes apply to these figures.
City Planner Lehnhoff will verify the numbers.
Councilmember Grant stated that in section 7.4.2 in the first sentence everything after the word
housing should be omitted.
Discussion ensued regarding specifying the type of housing and occupations.
It was the consensus of the City Council to omit references to specific job categories.
Councilmember Grant stated that on page 43, the middle paragraph, the second to the last line,
should reflect that the Met Council did not state how dense it had to be.
Discussion ensued regarding wording for the last sentence of the middle paragraph on page 43.
It was the consensus of the Council to use the wording continuing participation instead of
committed to.

Mayor Harpstead asked if the number used under housing, section 7.5, the second paragraph,
referencing average gross density should be ten.
Discussion ensued regarding average gross density and the best number to use for this.
Councilmember Holden stated that bullet item #2 and bullet item #7 in section 7.6 were the
same and could be combined.
Councilmember Holmes asked if the impacts to Arden Manor were reported.
City Planner Lehnhoff stated that the exact impact is not known at this time but Staff could put
in wording that reflects there will be changes in the areas affected by the projects with County
Road 96, Highway 10, Interstate 694 and Interstate 3SW and there will be references on the maps
as well.
City Planner Lehnhoff stated that in Chapter 10 gravel resources need to be protected because
the Met Council requires it. However, this chapter lets the City recognize the importance of
other resources in the City.
Councilmember Holden stated that the second and fourth bullet points could be combined in
this section.
Mayor Harpstead suggested adding open spaces and that the City can work towards protecting
it.
Councilmember Holden stated in section 10.1 the word most should be omitted in the phrase
"lakes the most significant" and the word fisheries should be fishing and the word utmost should
be removed from the last sentence.
Mayor Harpstead stated that section 10.2.1 should work in wording that ties the flow of water
from Roseville.
Mayor Harpstead stated that the second paragraph in section 10.3 needs to be split into two
thoughts.
Councilmember Holden stated that it should also state that it is generally not freely open to the
public.
Councilmember Holden questioned the enviro-library under section 10.7.
City Planner Lehnhoff stated that the City was exploring this not necessarily building or
. constructing one.
City Planner Lehnhoff stated that the information contained in the Transportation section was
obtained from Bolton & Menk.

Mayor Harpstead stated that bullet points three and seven could be worked into one and that
bullet points four and five were in conflict.
City Planner Lehnhoff stated that the data contained in this section was required by the Met
Council. He also clarified that Bolton & Menk used a secondary source for the crash study
information.
Discussion ensued regarding section 11.2.3.
It was the consensus ofthe City Council to end the sentence after the word Ramsey.
CounciImember Holden asked if the City wished to include aviation in section 11.2.5.
City Planner Lehnhoff stated that this was a requirement of the Met Council.
Mayor Harpstead stated that on page 83, the first paragraph stated that TCAAP was already
abandoned and this was not the case.
CounciImember Holden stated that the term bikeways should be removed as it was removed
from previous sections ofthe Plan.
Discussion ensued regarding section 11.3.4 and what is meant by the City's support.
It was the consensus of the City Council to include institutions in the list along with large
businesses.
ADJOURN
MOTION: Mayor Harpstead moved and Councilmember Holmes seconded a
motion to close the Special City Council Worksession to attend the
Special City Council Closed Meeting pursuant to State Statute 13.05. The
motion carried unanimously (5-0).
