SUBJECT: 2009 Budget Calendar
BACKGROUND:
Each year the City Administrator is to submit a budget to the City Council. The Council then
adopts a preliminary budget and levy to certify to the county by September 15th of each year.
Once this preliminary levy is set, it cannot be increased - but may be decreased. A final budget
and levy are adopted by the City Council and certified to the county by late December each year.
By statute, the City Council is legally required to adopt budgets for the general fund and all
special revenue funds,
DISCUSSION:
In order to start the budget process, a budget calendar needs to be approved by the council.
Attached is a draft copy for council discussion.
RECOMMENDED ACTION:
Staff is seeking input for the 2009 budget process and calendar.

2009 BUDGET CALENDAR
City Council Approval of Budget Instructions and Parameters,
Forms Distributed to all Department Heads.
Department Heads Prepare Budgets and Background Material.
Department Heads Submit Budget Requests to Finance department.
City Administrator and Finance Director review Department Budgets
and Confer with Departments.
Finance department completes Preliminary Revenue Estimates.
City Administrator Budget is drafted for Presentation to Council at work session
City Administrator's recommended Preliminary 2009 Budget distributed to the
City Council
City Council adopts the Preliminary 2008 Property Tax Levy (payable 2009)
Council Certifies date for public (TNT) hearing and continuation hearing (if
necessary) to county
Finance Director submits preliminary 2008 property tax levy (Payable 2009) to
County for certification
Truth in Taxation Notices and Public Hearings Schedule distributed
by County.
Public Hearing for Budget and Levy Consideration.
Continuation Hearing, Approval of Budget and Certification of
Property Tax Levy for submission to County,
Finance Director Submits final levy to County and prepares Final
Budget Document.
